TO: Don Ashworth, City Manager ' FROM: Gary Warren, City Engineer DATE: October 3, 1990 ICr 30 SUBJ: Trunk Highway 5 Construction Coordination/City Project Impacts - Project No. 88-28B On September 27 , 1990 , a meeting was held at MnDOT' s offices with representatives from MnDOT, Barton-Aschman, BRW, Carver County, ' Eden Prairie and the City. The meeting was called out of concern for how to manage the 1991 construction impacts to the City of Chanhassen during the 1991 Highway 5 construction. Basically, 1 every one of the major intersections along Trunk Highway 5 will be in some stage of construction during this period. Add to this the City ' s interest in constructing the North Leg Improvements ' for the Trunk Highway 101 realignment, the West 78th Street Detachment Project and the Powers Boulevard Improvements south of Trunk Highway 5 and I think it is easy to see the potential which exists for significant impacts to our businesses and also 1 potential delays in the Highway 5 construction. Unfortunately, the more that the contractors are restricted to maintaining local traffic , the longer the construction typically takes and the more ' potential for problems . The attached sketch reflects an update of the City ' s construction schedule for our improvements with the benefit of the meeting ' discussion. Depending on Council wishes, I will be prepared to verbally review this scenario at Monday night ' s meeting. The most significant impact of note is that the North Leg of Trunk ' Highway 101 north of Highway 5 will probably be delayed until the 1992 construction season. At that time, a full intersection at Dell Road will be available for ingress and egress from the Park One Business Park. Otherwise, the scenario gets pretty ugly as far as attempting to accommodate business traffic while still allowing the contractor to complete his work. ' The City of Eden Prairie noted that they are already experiencing neighborhood truck traffic through Evener Way (near Dell Road/Quattro Drive intersection ) since the congestion at Dakota 1 I .I Don Ashworth October 3 , 1990 Page 2 Avenue is quite intolerable at present. The construction will only lead to further aggravation of the Eden Prairie situation.
