ISUBJ: Update Regarding Market Square Development
IIA question may exist as to who will be the grocery -tore tenant in
the proposed Market Square development. After disc sing potential
problems that the developer may be having wi one or more
1 potential stores, it is the belief of the Mayor, Chairman of the
Housing and Redevelopment Authority and myself that resolving
tenant mixes/designations is a responsibility lyi • solely with the
I partnership. As long as the grocery store oper.tor or any other
tenant fulfills the minimum square foot building equirements/time
frames, the city/HRA should not be forced to arbi rate differences
between the partnership and those tenants. Bot the Chairman and
II Mayor feel very strongly that a message should b: delivered to the
developers that they are currently in violatio of the starting
date set by the Housing and Redevelopment Authority (July 1, 1990)
I and that they must resolve any tenant diffe ences and have
commenced construction of the center within weeks (the
developer has asked for one month) .
IIt is recommended that the Housing and Redevelopment Authority
instruct the Executive Director to have the attorney's office
prepare an official notice to the Market Square partnership that
I they are to have commenced construction of the center in weeks
and that resolution of tenant differences remains with the
partnership to the extent that he can stay at o below the
I incentive level previously set and meet all other onditions of
that development contract/approval. b
