Two vacancies are available with the expiration of Larry Schroers ' and Jim Mady's current three year terms on December 31, 1990. Both Larry and Jim have stated they would like to be considered for reappointment to the Commission. Larry has served on the Commission since February, 1987 and Jim since April, 1986. 1 Attendance records for their terms are attached. The applications of all four candidates are also attached. 1 The procedures established by Resolution 90-19 for filling commission vacancies have been followed to date. Upon conclusion of interviews, the Park and Recreation Commission unanimously 1 approved a motion recommending the City interview all four applicants and select two candidates. Both Commissioners Wenzlaff and Blechta have reapplied, in addition to six other applicants . IThe applicants were interviewed by the Public Safety Commission on November 15 & 19. IRECOMMENDATION Attached please find a memo from Public Safety Commission Chair- , man Bill Bernhjelm ranking the candidates. At the time of the interviews , Commissioner Wenzlaff anticipated being gone for a significant number of meetings in 1991 , and this concerned the 1 Commission. Since that time, however , Commissioner Wenzlaff has advised us that his schedule will permit him to attend more meetings than previously anticipated. I Therefore, I have asked Karen Engelhardt to schedule four interviews for the December 18 Council Meeting, with the three initially top ranked candidates , as well as Commissioner Wenzlaff. 1 It is the recommedation of the Public Safety Commission that the three appointments be made from these four individuals. Following the interviews, the Commission ranked the II candidates in the following order: 1. Craig Blechta (reappointment) 1 2. Eldon Berkland 3. David Johnson 4. Gary Rupp il 5. Tim Mulcrone . 6. Jeff Williams ' 7. Stephen Morse II 8. Wayne Wenzlaff The present Commissioners who have requested reappointment were not interviewed II nor were they involved in the interviews of the other candidates. Concerns about Mr. Wenzlaff's availability for meetings caused his lower ranking. There is no reason not to reappoint Mr. Blechta. Mr. Berkland's experience in the Emergency Medical Services seemed to make him a logical choice for replacing II Barb Klick who has not applied for reappointment. Mr. Johnson brings experience in the mass communications industry as well as conflict resolution skills and some educations background in Public Administration. II The other candidates were considered less qualified for various reaons: Mr. . Rupp has been a resident for less than 1 year. Mr. Mulcrone is employed as a police officer in Minnetonka. This was seen as a problem only because there are II already 2 police officers on the Commission. Mr. Williams appeared less skilled in communication abilities, although he has experience in the building industry. Mr. Morse did not have any related experience. We received a strong response having ten candidates submit applications, nine of whom were present to be interviewed. The interviews were held on two separate evenings so that those who could not be present at I the first meeting would have the opportunity to attend at the second. As the City Council is aware, there are three positions that are II open on the Planning Commission. The positions are those that are currently held by Commissioners Batzli, Ellson and Wildermuth. Commissioner Wildermuth has informed me that he does not wish to be I reappointed. He has found that his business schedule requires that he travel more extensive then he would like and this has resulted in his inability to attend a number of meetings. He had hoped that this situation would change in 1991 but it does not appear to be I the case and therefore, he made his decision on this basis. Commissioners Batzli and Ellson have requested reappointment and their applications are attached to this memo. The Planning' I Commission was unsure as to how or if they should make recommendations to the City Council on reappointment of these two members. They ultimately voted to recommend that these members be I reappointed to their positions believing that they have proven to be dedicated to the community and have provided excellent input into commission functions. I Of the nine persons that were interviewed by the Commission, David Koubsky was strongly favored by the votes of the Commission. Mr. Koubsky had twice the amount of votes of second place candidate. I Mr. Koubsky resides at 1311 Lake Susan Hills Drive and is a group manage for Nova Environmental Services in Chaska. The Commission felt that his expertise in engineering and environmental issues, as II well as his interest in the Planning Commission would prove to be useful. He is a relatively new Chanhassen resident but has extensive expertise in development and is the President of a development and commercial ' real estate company. Each year the two citizen commissioners on the Board are eligible for reappointment. Both Willard Johnson, Board Chairman and Carol Watson are long- standing members of the Board and have requested that they be reappointed. They have completed new application forms which are attached. The City Council is well acquainted with them given their long service and the fact that they have served directly with Councilwoman Dimler and Councilman Johnson. Staff received no new applications from candidates wishing to be appointed to the Board. The Board is made up of three members, one of which has recently been a member of the City Council. In light of the fact that no new applications have been received, the City Council also should consider appointment of a Council member and an alternate Council member to the Board. As you are aware, Councilman Johnson currently fills this position, thus there will shortly be an opening. During the past year, the Mayor has served as the Board alternate which has been useful on I believe two occasions where his presence was required to reach a quorum. Dump Truck, Plow and Sander - to replace unit #101 which is 12 years old. 2 . 3/4 Ton 4 x 4 Pickup - to replace unit #305 which is 9 years old in the Sewer and Water Department. The old pickup would be kept for a couple more years to be used for the part-time park workers . 3 . 3/4 Ton Pickup - to replace unit #204 which is 11 years old and beyond repair. 4 . Brush Chipper - this chipper is needed to keep up with much needed tree trimming in the City and parks . 5 . 60 HP Mowing Tractor and Flail Mower - the 10-year-old snowblower, 15-year-old Allis tractor and 8-year-old ditch • bank mower would all be traded off and replaced with a new tractor and side mount flail mower for cutting roadsides and City-owned property (new snowblower was purchased for front end loader in 1989 ) . 6. Although the Council has not had the opportunity to specifically approve the Equipment Replacement Fund for the 1991 budget (see attached) , the 1991 expenditures have been prepared consistent with the 2 mill guideline as in previous years. Specific elements of the 1991 expenditure need to be authorized in order to have them available for use this season. Specifically, it is my recommendation that authorization be given at this time for the preparation of bidding specifications for the equipment highlighted on the attachment. I am comfortable that this will allow timely acquisition of this equipment such as the mowing equipment and brush chipper such that they can be fully utilized this coming growing season. The remaining elements on the expenditure list will be brought back to the Council for specific consideration at a later date. • • II II FUND w109 EQJIPMENT RE LACEMENT FUND SPECIAL REVENUE FUND I1991 BUDGET Commentary 1 General Comment: This fund was established to: 1) provide a means by which long range capital purchases could be monitored and planned; 2) to provide a "control center" for purchase/maintenance/usage of vehicles and equipment; and 3) to divorce from the operating costs the peaks and valleys created by a number of major purchases occurring (or not occurring) in any one year. II During any five year period, since origination of this fund, costs have approximated 2%, of the valuation of property within the community (the rela- tionship between property sewered, streets/utilities, and equipment necessary I for property/public improvements served is highly predictable). The City - completes a debt analysis study each year to insure that the debt structure of this fund stays within the 2 mill guideline and that overall debt stays within 8 mills. In preparing for these holidays, it always seems to be difficult to find the additional time to celebrate the positive things in our lives. To ease these demands 1 in our schedules, this year the City of Chanhassen will be granting December 24, 1990 as a paid holiday for all full-time and permanent part-time employees. 1 I would also like to take this opportunity to extend my sincere appreciation for the efforts by all employees this year. This has been a year of many accomplishments and you all deserve "special" Irecognition for those efforts. The City Council has also recognized your efforts which was I demonstrated at the December 10, 1990 City Council meeting. Before this meeting, I was concerned about presenting the 1991 budget and the new employee benefit package. However, the Council was very I supportive of each of these items and were very appreciative of the quality and professionalism the city staff presents to the community.
