Dear Mr. Miller:
The City of Chanhassen has received several letters, similar to
yours, objecting to a tax increase in 1991. The city agrees with
your position. The following notice appeared in the Villager on
' November 8, 1990. The city remains committed to the following
position:
NOTICE
' This week, property owners will be mailed a
"Truth-in-Taxation" form. The notice is
' required by a change in state statute. The
form will show that potential tax increases
may occur from the City (19.1% increase) , the
County (16.7% increase) and the school (Chaska
' School District 19.1% increase or Minnetonka
School District 11.0% increase) . The form is
misleading as:
' o The City Council has not adopted the tax
level shown. By contrast, the Council
' has stated that there will not be a tax
increase in 1991; and
o The amount shown in the form is the •
' City's levy limit as set by the state.
Any city publishing a tax less than the
state maximum will have their taxes
' reduced to that lower level for all
future years. However, in the past ten
years the City has never taxed to the
maximum level. The City will not tax to
' this maximum for 1991; and

The City's budget hearing dates have been
set for December 10 and 18, 1990. As of
this date, neither city staff nor the
City Council know what level of tax will
be set for 1991. However a preliminary
budget has been drafted which reflects no
property tax increase.
The points presented in this notice pertain '
solely to the City of Chanhassen, although we
believe that they are also true for the county
and school districts. Persons interested in
additional information or who have additional
questions are encouraged to contact City Hall,
690 Coulter Drive, 937-1900.
Some of the letters that we have received have been addressed to
the city, county and school district. However, many of the letters
have been addressed solely to the City Council. I cannot stress
enough the fact that the commitment being made is solely in regards
to what the city has control over - the city's budget. The city
does not establish the budget for the school districts or county.
To ensure that your tax bill does not increase, you should seek a
similar commitment letter from both the county and school.
Currently, 21% of your tax bill goes to the city, 30% to Carver
County, 46% to the school district, and 3% to special districts.
Your letter will be submitted to the Mayor and City Council. Thank
you again for expressing your concern. '

P.S. Mr. Miller: The above letter was prepared to answer most of
the questions we have received regarding Chanhassen's 1991
taxes. You posed additional questions in regards to Chaska
which are hopefully addressed below.
Chaska re-sells electricity within their community. For
1991, $717,000 is proposed to be deleted from property

' taxes and paid via their electric utility. An additional
$250, 000 is to be received by Chaska [not received by
Chanhassen] through state aids. Without electric and
state revenues, Chaska's general property tax would be
$2.2 million, exactly the same as Chanhassen.
- Chaska also benefits from having only minor debt. By
contrast, Chanhassen's debt approximates $900,000/year.
Two factors contribute to Chaska's good fortune: 1) most
' of Chaska's expansion areas during the past 10 years has
been in Jonathan where the federal government paid for
public lands (parks, streets, etc. ) ; and 2) Chaska's new
City Hall is being repaid, again, via electric rate
' transfers ($625,000 for 1991) .
Please feel free to contact me if you have questions. As noted at
' the beginning of this letter, the City Council has made a
commitment to ensure that the City portion of your tax bill for
1991 will not increase.

The animal control services have been handled very professionally by your
staff. We have found this service to be delivered in a responsive and
effective manner. Interestingly, by taking a proactive stance through weekly
patrol , we have seen the number of animal complaints decrease in the past year.
