' SUBJ: Reject Bids for Market Square 72" Storm Sewer Extension
Project No. 90-13
On September 10 , 1990 , the City Council awarded the bid for the
Market Square 72" storm sewer extension to the low bidder,
' Northdale Construction, in the amount of $87 ,290 . This award was
conditioned on the City receiving the necessary financial
guarantees for the cost of these improvements from the developer
of the Market Square retail center. Since that time, the Market
' Square developers have not been able to consummate their deal.
This office was recently advised that the earliest this might
happen is February of 1991 .
In light of this fact, and the likelihood that if the City would
re-bid this project in the spring of 1991 that we could receive
' better competitive quotes (we only received two bids this time) ,
it is recommended that the City Council reject all bids for the
Market Square 72" Storm Sewer Extension and authorize
readvertising for bids for this project in the spring of 1991
consistent with the developer' s time schedule for Market Square.

' SUBJ: Award of Bids, Market Square 72-inch Storm Sewer Extension
Project No. 90-13
As will be recalled, Council authorized advertising for bids at
the August 13 , 1990 meeting. The project in question completes
the 72-inch storm sewer which lies along the southerly boundary
' of the Market Square property near the railroad tracks. This
project is necessary in order to better facilitate the site
development for Market Square and also to improve and minimize
' the safety hazards that the open ditch swale poses under
high-flow conditions.
Bids were opened on August 30, 1990 and two bids were received as
noted in the attached correspondence from BRW. We find the low
bid of $87 ,290 to be responsive to the solicitation. The City is
very familiar with Northdale 's work and we find this bid to be
' acceptable and within their capabilities.
It is therefore recommended that Improvement Project No. 90-13 be
' awarded to Northdale Construction in the amount of $87,290.

MARKET SQUARE STORM SEWER EXTENSION PROJECT
CP 90-13
Dear Mr. Warren:
On Thursday, August 30, 1990, bids were received and opened for the above
referenced project. The bids which were received are as follows:

1. Northdale Construction $ 87,290.00
2. G.L. Contracting $ 95,861.00
Engineer's Estimate $ 91,075.00
All bids were submitted with proper bid guarantees in the amount of ten percent

(10%) of the total bid price as required by the project specifications. A
tabulation was performed to verify the bid amounts, and both bids were found to
be correct. A bid tabulation summary sheet is attached for your information.
The original Engineer's Estimate presented to the City Council as a part of the
approval of the project plans and specifications was $99,500.00. Subsequent to
City Council approval , the Market Square developer expressed some concern
regarding the project cost, and suggested that a portion of the earthwork for the
project could be performed by his grading contractor. The project plans and
specifications were modified to include a reduction in the earthwork required for
the project, resulting in a reduction in our Engineer's Estimate to $91,075.00.

The low bidder is Northdale Construction with a total bid price of $87,290.00.
The Northdale Construction bid is $3,785.00 below our Engineer's Estimate, a
difference of approximately four percent (4%) . Although only two bids were
received for the project, it appears that pricing was competitive.
Northdale Construction has been the contractor for other projects in which BRW,
Inc. , has been involved as well as for other projects in the City of Chanhassen.
We feel that they are an adequate contractor and are capable of performing the
' work required by this project. We, therefore, recommend award of the Market
Square Storm Sewer Extension Project, CP 90-13, to Northdale Construction for the
low bid price of $87,290.00.
• Subject to City Council approval , we anticipate commencing construction by
September 17, 1990. All work required by the project will be completed by
October 19, 1990. It should be noted that. this schedule assumes that Riley-
Purgatory-Bluff Creek Watershed and Soo Line Railroad permit approval will be
obtained by the developer prior to the scheduled start of construction. Any
' delay in permit approvals may impact the project schedule.
