' SUBJ: Pay Compensation Plan Update
' Attached please find a copy of the updated Position Classification
Plan. The update process includes distributing a copy of the
position descriptions to each employee for their review and
' comment. These are then discussed between the supervisor and
employee and returned to personnel (Todd Gerhardt) . If changes in
responsibilities have occurred, Todd is to verify the extent of
11 such and whether that changes the comparable worth points (relative
value of the position in comparison to all other positions within
the city) . No position changes occurred in the update process.
The Position Classification Plan (comparable worth study) was
initiated several years ago as a part of a multi-city study
required under the state's comparable worth laws. This study
included approximately 95% of the cities within the twin city area
and through it's adoption by the state affected all cities.
Currently, the state is questioning that study as the data elements
' in such are nearly five years old. If a new study is mandated, the
Council can anticipate a new set of wars starting between the
cities and ASCME (generally clerical/technical employees) , 49ers
(public works) , and Teamsters (police unions) . Although Chanhassen
employees are not represented by a union, we are still affected by
the skirmishes and final outcomes. It is nice to have one year of
calm.
Assuming the City Council acts to adopt the revised Position
Classification Plan, the next step would be for supervisors to meet
with their employees to discuss specific performance during this
' past year. This process includes an evaluation of those things
that went well as well as those things that went wrong. To the
extent that goals can be set, or improvements made, such is noted
' on the evaluation form. For department heads, the process includes
preparing a list of goals for 1991 as well as a recap of the
progress points during the past year/overall summary. The 1991
goals are submitted to the City Council with the idea that such can

form the foundation of future work sessions between department '
heads and the Council to revise those goals and establish overall
goals for the city for 1991.
Approval of the revised Position Classification Plan is
recommended.
