SUBJ: Highway 101 River Crossing and CSAH 61 (Flying Cloud Drive) Improvements Project 13 -04: Approve Electrical Undergrounding Work with Minnesota Valley Electric Cooperative PROPOSED MOTION "The City Council approves funding for underground electrical utility along the CSAH 61 corridor in conjunction with the Highway 101 River Crossing in the amount of $50,000." City Council approval requires a simple majority vote of the City Council present. BACKGROUND The reconstruction of CSAH 61 will require a significant amount of muck operation. Removal of muck will be as much as 30' in some areas. In order to complete the muck operation efficiently and without disruption of services, the existing utilities need to be moved out of the way prior to the start of the muck operation. The private utility companies will only move their equipment once due to the high cost for relocating. One option is to place all the utilities on overhead lines along the corridor. This option will require more poles to be placed along the corridor and will have more utility lines placed on the poles then currently exist. The poles would be right next to the trail and the trail underpass at Bluff Creek on the north side of CSAH 61. The second option would be to move and underground all of the utilities prior to the muck operation. This work would require the utility companies to directionally bore under the muck, as much as 25' down, to avoid the construction operation. Typically, utilities do not want to go below 6' due to future maintenance and access concerns. The City requires new developments to have all utilities undergrounded; however, in this situation the City does not have the authority to require the existing electric infrastructure to be undergrounded unless someone pays for the work. When Lyman Boulevard from Highway 101 to the east City limits was reconstructed in 1993, the City paid for undergrounding the electrical line. Highway 101 north of Lyman Boulevard to TH 5 is all undergrounded. The electrical service on Highway 101 north of Lyman Boulevard was undergrounded with the TH 212 project. MnDOT paid for this undergrounding work crossing TH 212. The City paid a portion of the underground for the Highway 101 project from Lyman Boulevard to Pioneer Trail. This work was completed last year. The benefits for undergrounding the electrical utility are as follows: .r. ✓ Maintain underground electrical cable consistency with what was approved with the improvements to Highway 101 between Lyman Boulevard and Pioneer Trail. ✓ The electric cable will not have to cross CSAH 61 as is the current situation. ✓ The electric poles will not be in close proximity to the trail on the north side of CSAH 61 or in conflict with the trail underpass at Bluff Creek Drive. ✓ The overhead utilities would not be in conflict with existing trees. ✓ Improved Reliability: • Increased reliability during severe weather (wind and ice). • Less damage during severe weather. • Fewer momentary interruptions. g: \eng \public \_2013 projects \13 -04 th 101 river crossing - csah 61 improvements \021014 bkgd 10161 mvec elc mdergmunding work.doex Todd Gerhardt Highway 101 River Crossing & CSAH 61: Approve Electrical Undergrounding Work February 10, 2014 Page 3 ✓ Improved Public Safety: o Less potential for motor vehicle accidents with poles. o Less potential for live -wire contact injuries. ✓ Improved aesthetics. Staff recommends underground all the utilities at this time. FUNDING The cost for moving the poles and replacing the overhead cable would be deducted from the cost to underground the cable. The amount MVEC would charge the City is $50,000. The total cost to underground just the electrical utilities is $336,562.28.
