WS 2014 01 27 CHANHASSEN CITY COUNCIL WORK SESSION JANUARY 27, 2014 Mayor Furlong called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ernst, and Councilman Laufenburger STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Paul Oehme, Kate Aanenson, Todd Hoffman, and Greg Sticha PUBLIC PRESENT: Bob Ayotte 6213 Cascade Pass Jim Sulerud 730 Vogelsberg Trail TH 101 AND COUNTY ROAD 61 LAND USE /UTILITY STUDY. Kate Aanenson reviewed the RFP results, discussed the reasons for selecting the SRF Team to conduct the Land Use Study and reviewed the proposed planning process and schedule with the goal of having final action in August, 2014. Councilwoman Tjornhom asked about input from landowners. Todd Gerhardt explained that there will be minutes and/or information from each step i.e. open houses, work shops, etc. Paul Oehme reviewed the results of the bidding process which selected SEH to provide the infrastructure study which will use information from the 2030 Sewer and Water Comprehensive Plan. Mayor Furlong asked about adding capacity into either Chaska or Eden Prairie. Councilman Laufenburger asked about possible plans for the Bluff Creek Golf Course property. Mayor Furlong agreed with the proposed plan and encouraged staff to keep affected property owners included in the planning process. UPDATE ON WATER METER RADIO READ PROGRAM. Todd Gerhardt reviewed the results of the water meter radio read program that is 98% completed. Greg Sticha reviewed the reasons for implementing this program and associated cost saving benefits. He explained the issues associated with installing the last 2% (approximately 150 residential and commercial properties). Councilman Laufenburger asked about feedback from working with Ferguson Waterworks. Greg Sticha explained the benefits of upgrading the water meter radio read program from a customer service standpoint. Councilman Laufenburger asked for clarification on how the data from the meters is read and the option of identifying leaks. Councilman McDonald asked about the possibility of residents tapping into the water usage data themselves. Greg Sticha discussed options available for future uses. Councilman Laufenburger asked about city code allowing the City to attach a fee for non-compliance.
