REGULAR MEETING
SUMMARY MINUTES
FEBRUARY 10, 2014
Mayor Furlong called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge to
the Flag.
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilman McDonald, Councilwoman
Tjornhom, Councilwoman Ernst, and Councilman Laufenburger
STAFF PRESENT:
Todd Gerhardt, Laurie Hokkanen, Paul Oehme, Kate Aanenson, Todd Hoffman,
and Roger Knutson
PUBLIC ANNOUNCEMENTS:
None.
CONSENT AGENDA: Councilwoman Ernst moved, Councilman McDonald seconded to approve
the following consent agenda items pursuant to the City Manager’s recommendations:
1. Approval of City Council Minutes dated January 27, 2014
2. Deleted.
Resolution #2014-07:
3. Approve Cost Share with MVEC for Private Underground Utilities along
CR 61 in Conjunction with the TH 101/Minnesota River Bridge Crossing Project.
4. Approve Award of Contract, CR 61 Corridor Study.
5. Approve Amendment to Chapter 7 of City Code Concerning As-Built Grading Survey Escrow
Deposits.
6. Approval of Temporary On-Sale Liquor License, Trivia Night Fundraiser on March 1, 2014, St.
Hubert Catholic Community, 8201 Main Street.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
None.
PUBLIC HEARING: 2014 STREET CONSTRUCTION PROJECT, MINNEWASHTA SHORES:
1. PUBLIC HEARING.
2. ORDER IMPROVEMENT AND AUTHORIZE PREPARATION OF PLANS &
SPECIFICATIONS.
3. APPROVE CONSTRUCTION EASEMENT AGREEMENT WITH MINNEWASHTA
SHORES HOMEOWNERS ASSOCIATION.
Paul Oehme presented the staff report on this item. Councilman Laufenburger asked about the cost to
residents to televise the connection from their house to the street, life expectancy of the PVC pipe, and
cost to residents to connect to the watermain pipe. Councilwoman Ernst asked about the chances of
getting the grant money from the Watershed District, the response from residents on installing rain
gardens, and the standard PCI for total road reconstruction. Mayor Furlong asked about the number of

rain gardens that were installed in the Minnewashta Heights neighborhood, and how much of an
Inflow/Infiltration problem was seen with televising before opening the public hearing. Jay Hyre, 6210
Barberry Circle asked if there were going to be any major shifts in elevations, concerns with stormwater
runoff into Lake Minnewashta, how assessments are being spread between the two different HOA’s and
permit fees associated with tying into the City’s system. The public hearing was closed. After
comments from council members the following motion was made.
Resolution #2014-08: Councilwoman Ernst moved, Councilman McDonald seconded that the City
Council approves a Resolution ordering the public improvement authorizing the preparation of
plans and specifications and approves easement agreement with the Minnewashta Shores
Homeowners Association, HOA for the Minnewashta Shores portion of the 2014 street
reconstruction Project Number 14-01. All voted in favor and the motion carried unanimously with
a vote of 5 to 0.
COUNCIL PRESENTATIONS.
Councilman Laufenburger commented on Feb Fest that was held on
st
Saturday, February 1 at Lake Ann. Mayor Furlong commented on attending his last Daddy/Daughter
Dance at the Chanhassen Rec Center.
ADMINISTRATIVE PRESENTATIONS.
Todd Gerhardt reminded council members about the
legislative priorities meeting with State and County representatives on Thursday at 8:30 a.m. in the
Fountain Conference.
CORRESPONDENCE DISCUSSION.
Mayor Furlong thanked Laurie Hokkanen for putting together
data security information related to the City’s insurance coverage. Todd Gerhardt stated Rick Rice could
provide an update at an upcoming work session. Mayor Furlong also commented on the public safety
questionnaires.
Councilman Laufenburger moved, Councilwoman Ernst seconded to adjourn the meeting. All
voted in favor and the motion carried unanimously with a vote of 5 to 0. The City Council meeting
was adjourned at 7:50 p.m.
