City Council approval requires a simple majority vote of the City Council present BACKGROUND On December 12, 2013, staff met with residents from the Springfield neighborhood to discuss the proposed barricade removal. At the January 27, 2014 Public Hearing for the 2014 Street Reconstruction Project, Kiowa Trail area, removal of the barricade between Springfield Drive and Kiowa Trail was discussed. On February 5, 2014, staff met with residents from the Springfield and Kiowa Trail neighborhoods to discuss traffic calming options should the barrier be removed. Section 7.4.3 of the 2020 Comprehensive Plan states: Back -to -back cul -de -sacs were installed at the north end of Kiowa Trail and the south end of Springfield Drive. The pavement for the northern cul -de -sac was installed to the project property line. A breakaway barricade was installed to prohibit thru traffic. The cul -de -sacs were intended to be temporary until either area residents petition the City to open the connection or new Highway 212 is constructed. The construction of Highway 212 was completed in 2007. In December, 2012, the residents of Kiowa Trail submitted a petition requesting that Kiowa Trail remain a dead end street. At the November 6, 2013 open house for the Kiowa Trail improvements, most residents reiterated their desire to keep Kiowa Trail a dead end street. Staff met with the Springfield residents on December 12, 2013 to discuss the proposed connection. The residents present at the meeting were opposed to the connection due to their concern about pedestrian safety, vehicle speeding and cut - through traffic concerns particularly at the association pool located at the southwest corner of Springfield Drive and Summerfield Drive. A petition and comments opposing the connection were included in the January 27, 2014 Council packet. At the February 5, 2014 meeting to discuss potential traffic calming measures, residents reiterated that their preference is to keep the barricades up. Kiowa Trail currently has approximately 200 vehicles per day at Highway 101. • If the connection is open, Springfield Drive trips are estimated to increase to 500 vehicles /day. • Likewise, if the Kiowa/Springfield connection is open, Kiowa Trail trips are estimated to increase to 500 vehicles /day. These estimates include full build out of properties on Lyman Boulevard and traffic engineering judgment. The estimated traffic volumes are within the defined range for a residential street. Typically, residential streets carry less than 1,000 trips per day. Traffic estimates were rounded up to the 100th trip and can be considered conservative estimates. It is challenging to model and estimate traffic volumes in these situations since the trips are so low. It is estimated 100 additional trips per day other than local residents from the Springfield and Kiowa neighborhoods could use this connection from Lyman Boulevard to Highway 101. Staff documented travel times on Lyman Boulevard at Springfield Drive to the intersection at Highway 101 and Kiowa Trail to determine if there is a time savings going through the neighborhood versus using Lyman Boulevard and Highway 101. The travel times are shown on the figure on the right. On average trip times are slightly shorter going through the two neighborhoods. The Comprehensive Plan states residential streets should be designed to discourage cut - thru traffic. These roadway features A can be considered items that discourage cut -thru traffic. Other measures could also be considered to additionally discourage cut -thru traffic and potential speeding concerns. SUMMARY OF ALTERNATIVES At the February 5th meeting with the two neighborhoods, residents reiterated their request to keep the barricades up. One alternative that the residents supported was the installation of a raised traffic circle at the Springfield Drive/Kiowa Trail connection. A traffic circle could be installed at the existing cul de sac at the north end of Kiowa Trail. A traffic circle would require drivers to decelerate in order to negotiate a curve, and provides a visual barrier within the street. The residents liked that this alternative provides a structural diversion for the travelling traffic. The drive lanes would be narrow to force the driver to slow down. The lanes would however be designed to allow larger vehicles such as deliver trucks, buses and garbage trucks through. Below are two exhibits of what the traffic Circle could look like. The estimated cost to install a raised island is $1,500. Proper signage would be installed within the median to alert drivers. The center of the island could be landscaped with medium sized field stones and ornamental grasses to provide a low maintenance but high aesthetic design. The other alternative discussed was striping along Springfield Drive to visually narrow the road. An example is a striped median, as shown on the left. Similar striping could also be installed at various locations along the side of Springfield Drive as well. Additional signage was also requested around the playground area. Advisory Park Area signs to alert drives of the park were requested. In addition speed reduction % 1� advisory signs at curves were also thought to be needed. Speed reduction advisory signs are not enforceable and can be installed by local jurisdictions without State of Minnesota approval. gAeng\public \_2014 projects \14 -01 street reconstruction \02 -24 -2014 discuss batrier.docx Paul Oehme Springfield Drive/Kiowa Trail Barricade Discussion February 24, 2014 Page 5 Requesting a No Parking zone on one side of the street next to the Springfield Park was also discussed to improve sight lines in the area. Currently Springfield residents park next to the park and both sides of the Springfield Drive Street when using the park. Some residents seem to like the currently parking situation and had mixed feelings about losing parking around the park. Parking on both sides of the street can act as traffic calming because drives have to go slower though the area with cars parked on both sides. Staff can monitor the area and work with the Springfield residents if the parking situation needs to change. Installing sidewalk from Springfield Drive along the west side of Kiowa Trail to Bandimere Park was discussed. This improvement was not thought to be a good investment since the sidewalk cannot be extended the entire length of Kiowa Trail due to topography and driveway grade challenges. Pedestrian crosswalk markings were also requested at several locations in the area. Staff plans to evaluate the need for a crosswalk at Lyman Boulevard and Springfield Drive. Increased police patrols were also requested in the area. The items discussed can be implemented at relatively low cost to the City. Other improvements discussed were thought to be not particle or to disruptive to the neighborhood. If Council decides to direct staff to implement any of these improvements it is recommend that staff monitor the effectiveness of these improvements and make changes if necessary. It is long, but I feel it is important. I have to say that I am very disappointed with the results of the City Council meeting regarding the Kiowa - Springfield barrier. I would like to believe that our elected officials are acting for the greater good of the community, but I'm not sure that is the case here. The risks of this connection far outweigh any benefits provided to the community, or to a few residents. Kiowa - Springfield are densely populated neighborhood streets. It is not safe to redirect traffic to this street, when County Highway 101 and Lyman serve this area well for that travel direction. It just doesn't make any sense. All Council Members and staff need to visit this street to see the potential impacts of their decision, if they have not. I am very concerned if decisions are being made without visiting the project area. I am available for a personal tour, if you would like. I don't believe that creating a connection from a County Highway (101) to a City Collector Street (Lyman) along a Residential Street (Kiowa - Springfield) is in the spirit of the City's Comprehensive Plan. I approve of Residential Street to Residential Street connections that we see throughout the City, but this is taking traffic from a heavily used County Road and directing it through a neighborhood, and has the potential for up to 400 additional housing units traffic to be added to our street. It is providing an alternate route for traffic to short- circuit a traffic signal, and will become more heavily used with the future traffic doubling in the area. We are adjacent to a MnDOT freeway, a County highway, a park n ride, high density housing, and commercial developments. We would like some consideration from the City to provide some separation and protection from this for our neighborhood. Things are changing dramatically in this area of the City, and we need to have some help from both our City staff and elected officials in maintaining our quality of life as we move forward. The examples of other future street connections that need to happen in the City are not even relevant to our issue, those are purely residential street to residential street, and not a cut - through through a neighborhood, and not with the large increased traffic implications. The mayor referenced that there is not another similar situation in the City like Kiowa- Springfield, where the public is not able to use a street that it is paying for. I'm confused by this statement. Don't both of these streets end in cul -de -sacs, just like all the other cul -de -sacs in the City? What is different about the usage of other cul -de -sacs in the City to these cul-de -sacs? Are we not paying for the reconstruction of other dead end roads ending in cul -de -sacs? I would like the document that CM Laufenburger referenced that the barricades were temporary until construction of the Springfield neighborhood was complete (something about a memo from Mayor Mancino ?), and any other documents related to the decision to keep the barricade in place. Where did this come from? This is not the answer provided to me via email, in the City Comp Plan, or at the Council Meeting. How can this information even be used? This changed the whole dynamic of the meeting, and we did not even have a chance to question or comment. With CM Laufenburger's speech, he has obviously done some preparing for this topic. It's almost like he has known for some time how he was going to vote. It would have been helpful if he would have shared more of his intentions at the meeting with Fred, rather than wait for the Council meeting to deliver this passionate speech in opposition of the barrier. He seemed really well- organized for this argument and very passionate about his decision, was there a reason for this? Why could the removal of the barrier decision not be made separate from the Kiowa street project decision? To tie these decisions together gets really confusing and puts the Kiowa residents in a "no- win" situation. It also places Council Members Tjornhom and McDonald in a difficult situation. They are trying to do what is right for the community, but may be forced into a decision that they really don't agree with. Is that really fair? To them or the residents? I would like the traffic volumes, on a map, of all streets in Chanhassen, if possible. I am very concerned with the amount of additional traffic being added to Kiowa - Springfield at day of opening and in the future and would like some additional data on other streets in the City to compare to. There is not a strong reason to open this connection, and it doesn't feel right that this is moving forward. Please provide me the names of the streets with comparable volumes to the projected volumes for KiowaSpringfield that you reference at the City Council meeting. In hindsight, I am frustrated that the Springfield Group was so forthcoming with the information that was planned to be presented at the meeting. Rather than this helping the cause, it allowed staff time to adequately prepare for responses to the neighborhood's concerns for the Council, rather than have the element of surprise, as our elected officials used at the meeting, on camera. We thought it would be beneficial to do this, and maybe earn some staff support, but we had none. We also did not have an opportunity to provide a response to the Council discussion. I've always respected the work that you have done for the City, and I really would rather not become involved in opposition of City projects, as I know how hard they are to deliver. With that being said, I am disappointed that you are not recognizing the safety issues with making this connection. It is very clear that the risk is high in opening this barricade, and I am not sensing any concerns from staff. When looking at a map, and driving both routes, who would not use this as a shortcut? Especially as traffic increases in the future and the traffic signal operations favor the 101 traffic, and increase the red time on Lyman. One note on the traffic data you provided at the meeting... The existing left -turn movements for westbound Lyman to southbound 101 are not a true reflection for what would happen if there was not a barricade. Currently, when I go to Chaska (High School, Community Center Hockey Rink, etc), I travel Lyman to either 101, Powers, Audubon, or 41. If the barricade is open, I would travel Kiowa - Springfield to 101 every time, and so would everyone else. So, for you to say that there were only 6 ( ?) left turns from westbound Lyman to southbound 101 in the peak hour (and to use this to establish the projected volume increases along Kiowa - Springfield) is a bit misleading, as residents currently take many different routes toward Chaska, etc. I thought Fred handled this process very respectfully and professionally and based on the quality of the information presented, was deserving of a different outcome. This decision also came about very abruptly, for the amount of resident concerns related to this issue. Something doesn't feel right about the way this process is being handled, and the way this vote is being pushed through. I'm sorry for the tone of this email, but I am just frustrated with the reaction of the Council to this issue. This Council operates totally different from the Council's I am used to dealing with who bend over backwards to listen to the residents. Their decisions were obviously made before we got to the meeting, and probably before the meetings with Fred. Why was Fred not given any indication of the strong sentiments of the Mayor and CM Laufenburger? Rather than find out in such dramatic fashion at the Council meeting. I honestly don't feel that the residents in this part of the City are being adequately represented by the City Council, and that they don't understand some of the issues we are dealing with. This is very concerning as this is such a big decision for us. The votes by the impacted neighborhoods is approx 140 votes to keep the barrier and 1 vote to remove it. Does that sound like the residents are concerned about what is happening? The City Council and City staff are proposing to change our street dramatically with this vote, and I don't think they understand the consequences of this decision. At the end of the day, all we can ask for is that our elected officials "do the right thing ". From the reasons I have heard so far for opening the barrier, they are clearly "NOT doing the right thing ". I would like the opportunity to discuss this with you further. Reasons for Leaving the Barrier In Place: - Traffic Volumes: If the barrier is removed, an additional 400+ households (existing = 53 households) could potentially use Kiowa Trail and Springfield Drive. The City's study indicated an increase from 200 vehicles per day to 500 vehicles per day, it will likely be more. Traffic Speeds: As witnessed last summer by neighbors, traffic speeds increased with the opening of the barrier. The 85 perms speed of 28.4 mph is concerning for this type of residential street, with the curvature and so many residences along the route. This is not safe, especially with a neighborhood park and swimming pool along the route. - Traffic Safety: The Kiowa - Springfield shortcut contains a large number of residential driveways (43), which adds a significant amount of conflict points for each additional driver choosing to use this route. This makes it less safe for the driver and those of us backing outtentering our driveways. The drivers already have an adequate route in using 101 and Lyman. In summary, if you vote for the barrier to be removed, you are making this residential street less safe for 43 families directly, and a large number more drivers indirectly. - Creates Cut -Thru Traffic: The Kiowa - Springfield Shortcut is a shorter distance (by 0.4 miles) + less time (by 90 secs w /future MnDOT traffic signal operations at Lyman /101) = Cut -Thru Traffic. If you look at a map of the area, it is very apparent that this route will be used for a cut -thru. The City Comprehensive Plan states that "Residential street systems should be designed to discourage cut -thru traffic" through neighborhoods. if you vote for the removal of the barrier, you are promoting cut -thru traffic, not discouraging it. - Residential Street Connections: Residential Street connections (neighborhood to neighborhood) should be considered in the community, at the appropriate locations. In this case, with the opening of the barrier creating a shortcut from a busy County Highway to an area of high density development (Lakeside, North Bay, Reflections Single Family Homes) through a densely developed residential street, it should not be considered. This is not a safe solution for the residents you serve. - Resident Input: The impacted neighborhoods ( Kiowa and Springfield) "benefiting" from the removal of the barrier, have voted against the removal of the barrier by a vote of 140 to 1. Your residents have spoken and your residents are concerned about the safety of our street. This has been a great location to live and raise a family, and we would like to continue with the same quality of life that we have enjoyed for the last 15+ years. With the above stated facts, I would request that the City Council consider leaving the barrier in place. The benefits of removing the barrier clearly do not outweigh the risks. Thank you for reading this and learning a little bit more about the concerns of removing the barrier. I look forward to your consideration of leaving the barrier in place for the safety of your residents, who are relying on you as our elected officials to make the proper decision. This is an extremely important decision for us, and I would request you take great care in making this final decision. Gerhardt, City Manager Paul Oehme, Engineering City of Chanhassen 7700 Market Boulevard PO Box 147 Chanhassen, MN 55317 Mr. Gerhardt & Mr. Oehme, As the elected directors of the Springfield HOA board, we believe it is important to share our safety concerns for the Springfield and surrounding neighborhoods, which have been heightened by the many developments and projects surrounding this area of Chanhassen. We also want to specifically address our position pertaining to the barrier that has allowed for manageable traffic levels between the Springfield and Kiowa Trail neighborhoods. We request that this correspondence be made available to city staff and council members prior to and as part of the council meeting currently scheduled for February 24, 2014 Last fall we learned of the intent to improve Kiowa Trail and remove the barrier in the Springfield neighborhood. We immediately contacted you and requested confirmation and were told that no action would take place until early 2014 at the soonest. At that time we provided you with our concerns about increased speed and safety in the Springfield neighborhood and suggested several options, including reducing the legal speed and adding additional sheriff patrols. We requested the speed study within the neighborhood for which you installed monitors. We also requested that the two issues, road improvement and barrier removal, be separated into two motions on which the City Council would vote. You indicated at that time that it would be possible to bring them as separate motions. The individuals of the Springfield Board have actively participated in neighborhood meetings and the three meetings held by the city in 2014, continuing to voice our concerns. To that end we are asking the following: The Barrier inside the Springfield neighborhood be left in place, as it has been since 1998. There has been no evidence presented that indicates leaving the barrier in place has been detrimental to any citizen or has limited the ability to provide public safety, nor has there been any evidence or feedback presented that the larger Chanhassen community that the barrier restricts the freedom to access the Springfield and Kiowa Trail neighborhoods. The Association board is concerned about neighborhood safety throughout and surrounding the development, whether it pertains to the barrier or any other change or development impacting Springfield. Over the past several years the neighborhood association has advocated and worked with numerous parties during the many developments surrounding Springfield: • Hwy 212 construction • Southwest Transit Station • Hwy 101 construction • Crossroads of Chanhassen • Reconstruction of Hwy 101 to Pioneer including the temporary removal of the barrier • Bandimere Park expansion • Reflections neighborhood development • Southwest Transit Station town homes It would be difficult for anyone to find another neighborhood in Chanhassen that has felt the impact of so many significant developments in such close proximity in such a short period of time, making this situation somewhat unique. All of these projects have directly impacted all or part of our neighborhood. The Association board has been active in communicating our concerns and participating in dialogue with both City officials and developers throughout the numerous projects & developments. If the City Council chooses, despite the overwhelming opposition voiced by both neighborhoods impacted, to remove the barrier, we respectfully request the following be required as part of the approval process: • A proper speed deterrent (i.e. traffic circle) be placed at the intersection of the Springfield and Kiowa neighborhoods. The final design should allow traffic to safely move, but ensure that it is done at a sufficiently reduced speed. This structure should be maintained by the City of Chanhassen. Furthermore, as a result of the Association board's overall concerns for safety and wellbeing of both the Springfield and Kiowa Trail neighborhoods, we respectfully request the following safety improvements be implemented throughout the Springfield development regardless of the barrier being up or down: • Signs around the Springfield park warning drivers that they are entering a "park zone." • Cross walks be properly marked at all intersections where sidewalks permit. There are 4 intersections within the Springfield neighborhood and two entrances off of Lyman Boulevard that should be properly marked. • Striping or similar within the Springfield Neighborhood to help reduce speed and keep cars within their lanes. • Advisory speed signs of 20 mph to be posted at key locations within the Springfield Neighborhood. Increased sheriff presence just outside or within the Springfield neighborhood during peak hours. This would obviously need to be balanced with overall city safety. Signs at the entrances of the Springfield and Kiowa Trail neighborhoods indicating "No Access to Bandimere Park ". The major concerns with removing the barrier are: (1) Increase traffic on the Kiowa Trail /Springfield Drive will become a cut through between HWY 101 and Lyman Blvd. (2) There are numerous children that live on Springfield Drive. Not only is Kiowa Trail narrower than Springfield Drive, but the Bandimere Community Park has several walking paths that terminate directly onto Kiowa Trail making it serve as a walking path to return to the park.
