As to the first request, while it is true that staff availability does not allow for preparing this study in-house , the real basis ' for the decision is to get the design consultant involved up front in the feasibility study so they can obtain exposure to the neighborhood and be more efficient and productive in addressing local neighborhood issues. This worked very well on the Frontier ' Trail improvement project recently completed by Engelhardt & Associates. On the Frontier Trail project we were quite successful in having neighborhood involvement on the project 1 scope early on in the feasibility phase. This allowed us to make sure that the project costs and scope accurately reflected all of the appropriate input from the neighborhood as well as City needs . ' Similarly , on Minnewashta Parkway I foresee the necessity for close coordination with the residents since we will also be 1 working within some close restrictions relative to the road right-of-way and access issues. Further, the feasibility study element by necessity needs to incorporate survey and preliminary 1 design in order to provide a meaningful cost estimate for City Council review. Based on these factors and the fine results experienced on the Frontier Trail project, I have recommended that we stick with this approach. In the second matter concerning the City of Victoria's participation , this office has had earlier communications with the City of Victoria. I was unsuccessful in contacting them this 1. Don Ashworth September 19, 1990 Page 2 , week *so I cannot confirm the exact degree of their willingness to participate at this time. Previous discussions , however, indicated that there was an interest to be kept abreast of this matter. Without knowing the magnitude of their share it was difficult for them to respond at this time. That is why I had indicated to them that the City of Chanhassen would be agreeable to include the 1300-foot segment of the roadway lying in Victoria in our feasibility study so we could define these issues. If included, the City of Chanhassen would enter into a cooperative agreement with Victoria for this work similar to our work with MnDOT and Eden Prairie. This would proportionately allow Chanhassen to capture the costs associated with the project elements in Victoria including a proportionate share of the feasibility study. It is therefore my recommendation that the feasibility study , proceed forward with the understanding that one of its charges will be to define the upgrade costs associated with the City of Victoria segment. Staff will then work with Victoria to define their willingness to participate in the amount of their fair share. The City could always choose to not reconstruct the Victoria segment of the roadway although I believe this would be short-sighted. It is therefore recommended that the City Council authorize the preparation of the feasibility study for the Minnewashta Parkway upgrade which will define, among other things , the cost participation appropriate to the City of Victoria and, further, that the firm of Engehlardt & Associates be designated as the City' s engineering consultant on this project. ktm , Attachment: Staff report dated September 5 , 1990 c: Bill Engelhardt ' Miriam Porter, City of Victoria • t I I ,1 . . The present roadway is approximately a 28-foot wide rural road section with drainage ditches and minimal I storm sewer system (see attached detail) . The road lies within a 66-foot right-of-way and is deficient in a number of areas in road section , shoulders and geometrics . The roadway exists on I the City' s Municipal State-Aid system with the exception of the southerly 1 ,300 + feet which lies in the City of Victoria. I The roadway is next up on the City's five-year State-Aid capital improvement program. This office has had various conversations over the last four years with residents and interested parties . concerning the upgrade of this road section and also the I consideration for an off-street trail along the roadway. As will be recalled, the City did not undertake any new State-Aid construction in 1990 in order to allow us to "catch up" with the I construction fund encumbrances which were necessary to fund Lake Lucy Road, Lake Drive East and Bluff Creek Drive. The timing is therefore appropriate, if construction is to be undertaken on schedule in 1991, that the City Council initiate a feasibility I study to look at the upgrade of this roadway in geometrics and road section and to address the inclusion of a trailway system as intended by the City's master plan for this area. 1 This project would be approached similar to the Frontier Trail upgrade in that a series of neighborhood meetings and workshops I would be held to input the local concerns into the project design. As such, it would be my recommendation that the firm of William R. Engelhardt & Associates, who handled the Frontier Trail project, be designated as the engineer on this project. II II Don Ashworth 1, September 5 , 1990 Page 2 ' It is therefore recommended that the City Council authorize a feasibility study for the upgrade of Minnewashta Parkway from Trunk Highway 7 to Trunk Highway 5 and that the firm of William R. Engelhardt & Associates be designated as the engineer on this project.
