BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937-1900 • FAX (612) 937-5739 MEMORANDUM TO: Don Ashworth, City Manager ' FROM: Gary Warren, City Engineer DATE: October 18, 1990 SUBJ: Approve Plans and Specifications for TH 5 Expansion from 2000 feet West of County Road 17 to Eastern Carver County Line; Authorize Cooperative Agreement 1 Project No. 88-28B 1 A draft set of the construction plans for the next segment of Highway 5 have been submitted by the State for City approval . The 223-sheet plan set encompasses the reconstruction of Trunk Highway 5 from the Hennepin County line to Park Drive (entrance to Lake Ann Park) . Staff has provided ongoing input to the design process . We 1 therefore find with minor exceptions that the plans are consistent with the desires and needs of the City. The plans , for example, include the Bomocron paving treatment which the 1 Council authorized for the median/intersection enhancements at Powers Boulevard, Market Boulevard, Great Plains Boulevard and Dakota Avenue. As will be recalled, this segment, consistent with the segment currently under construction, calls for 1 concrete construction of the mainlines. Also included in the plans are various utility repairs and watermain crossings which are prudent to be done at this time prior to the construction of ' the new permanent surface. The City will be responsible for compensating the State through the cooperative agreement process for these repairs and trunk system extensions . It should be noted that these plans do not include any pedestrian crossing ramp nor street lighting except for the typical cobra fixtures at the intersections . ' As you are aware, staff is presently in the process of expediting the right-of-entry permit acquisition such that this ' project can remain on schedule for a March 22, 1991 Letting. As of the writing of this memorandum, thanks to the efforts of the Mayor and others, we are in possession of approximately half of 1 I 1 11 Don Ashworth October 18 , 1990 Page 2 the 15 right-of-entry forms needed. We are optimistic that this will continue to proceed such that all forms will be acquired by ' the February 1 cutoff date. Attached is a schedule worked out with MnDOT showing the steps in the process towards securing property access for the March 22 , 1991 letting. The project is ' anticipated to take 18 months to complete. Landscaping is not included in this plan set as it will be accomplished by MnDOT in a separate contract to cover the entire Highway 5 corridor. This will be forthcoming sometime next year and will require City approval as well . Recent results from the City ' s Eastern Carver County Transportation Study indicate that the common section of Highway 5 from Dakota Avenue to Market Boulevard is expected to carry from 51 ,600 to 66 ,400 vehicles per day by the year 2010 . This common section with Highway 101 and Highway 5 traffic has the ' potential for congestion similar to the common section of the Crosstown and Interstate 35W in Minneapolis . Based on these forecasts , the City should request the State to address the ' ability of the present design to accommodate this traffic and to anticipate future measures which might be necessary to deal with this traffic. It is therefore recommended that the City Council approve the construction plans for the upgrade of Trunk Highway 5 from 2000 feet west of County Road 17 to the Hennepin County line, S.P. ' 1002-51 (TH 5 ) with the stipulation that the Department of Transportation and their consultants review the segment from Dakota Avenue to Market Boulevard and respond as to the abilities of the current design section to accommodate the projected 2010 traffic and what future measures, if any, might be needed. Further, the City Council should request the ' Commissioner of Transportation to prepare the appropriate cooperative agreement for this project. ktin Attachments: 1.
