IRe: Joint Assessment Contracts for 1991-1992 (10-30-90)
I The current joint assessment contract which your jurisdiction has
had with the county office will expire shortly. Enclosed is the
original copy of a new contract for a two year assessment period.
You will note that there has been no changes in the wording of the
I contract, but that it does take a resolution on the part of your
Board to enter this agreement.
I There has been a change in the per parcel charge for some
jurisdictions. There are a couple districts that have remained at
the $6.50 rate, others have increased to a top of $6.85 per parcel.
These rate changes are because each district is a little bit
different and it demands a change in the work or expense effort.
I spent considerable time in analyzing the cost of assessing in
each of these districts. I found that costs varied slightly in each
II district and therefore it seems logical that the charges to each
district would also vary. Historically the charges to each
district have covered only about 45% of the actual costs, and this
contract treats this situation in the same manner. A per parcel
Icharge is not the most fair method of allocating costs but it seems
to be the most readily accepted. Each type of property demands
special attention in some aspects of it's assessment. The more
I complex the property, usually the more value and more expense for
assessing.
I Please present this contract to your Board, and if there are any
questions or concerns, please contact me immediately. If your
Board finds this agreeable, please afix the signatures and return
this to my office. These contracts must also be approved by the
I County Board and the Commissioner of Revenue. My office will make
copies of this agreement after it has been signed. We will file
the original with the County, and forward a signed copy to you for
IIyour files.

CONTRACT FOR JOINT ASSESSMENT
111 This Agreement is made and entered into by and between City

' of Chanhassen, a municipal corporation under the laws of the State
of Minnesota, hereinafter referred to as the City, and the County
of Carver, State of Minnesota, hereinafter referred to as County.
WHEREAS, the City desires to enter into an agreement with the
1 County to provide for the assessment of property in said City by
the County Assessor's Office; and
WHEREAS, the County desires to cooperate with the City in that

' regard; and
WHEREAS, M.S. 273 .072 and M.S. 471.59 permit such an agreement
' for joint assessment;
NOW, THEREFORE, in consideration of the mutual covenants
contained herein, it is agreed as follows:
1) That the City of Chanhassen, which is situated in the
' County of Carver and which constitutes a separate assessment
district, shall have its property within Carver County assessed by
the Carver County Assessor for the assessment dates January 2, 1991
and January 2, 1992. All work done necessary to the establishment
of the estimated market value for each Carver County parcel in City
of Chanhassen shall be performed by the Carver County Assessor or
by one or more of the deputies under his direction and supervision.
2) It is hereby agreed that the City and all of its officers,
' agents, and employees shall render full cooperation and assistance
to the County to facilitate the ' provision of the services
contemplated hereby.
3) The City shall pay to the County for the assessment of

property within Carver County the sum of Six and 75/100 Dollars
($6.75) per parcel existing or created before the closing of the
relative assessment years.
4) Full payment of all parcels assessed for the January 2,
1991 and January 2 , 1992 assessment dates shall be received by the
County no later than November 15th of the respective years.
Agreement The County agrees that in each y ear of this g reement it
shall, by its County Assessor or one or more of his deputies, view
and determine the market value of at least twenty-five percent
(25%) of the parcels within the City. It is further agreed that
the County shall provide written documentation of those parcels 1
physically inspected for each year of this agreement.
6) It is understood by the parties that, pursuant to M.S.
273 .072 , this contract for joint assessment must be approved by
the Commissioner of Revenue.

IN WITNESS WHEREOF, the City of Chanhassen has caused this
Agreement to be executed by its Mayor and its City Clerk by the
authority of its governing body duly adopted by resolution on the
day of _, 19 , and the County of Carver has
caused this Agreement to be executed by its chairman and county
assessor pursuant to the authority of the Board of Commissioners
by resolution adopted on the day of , 19
