' SUMMARY
The applicant is requesting approval for expansion to the
' conditional use permit and site plan for the addition of a 53,000
sq. ft. production area and a 3,600 sq. ft. refrigeration/equipment
room. The production plant addition is located south of the
' existing production plant and east of the office area. The
refrigeration equipment room is located on the northeast corner of
the existing production plant.
' The applicant is also in the process of expanding the parking area
located at the southerly portion of the site which was approved
administratively by the Planning Director. The applicant .is
providing screening for both the parking lot expansion and the
plant expansion. The applicant is maintaining all of the existing
setbacks. The expansion is also consistent with the City's
' original approval of McGlynn's when several conceptual building
expansions were illustrated. Site access and utilities will remain
unchanged. The building expansions meet the requirements of the
IOP District and staff is recommending approval of the site plan
' and conditional use permit with appropriate conditions.
BACKGROUND
' On April 11, 1988, the City Council approved a conditional use
permit request for food processing facilities and site plan review
' for the McGlynn Bakeries located at the southwest corner of Highway
5 and Audubon Road (Attachment #1) . The applicant then revised the
building layout to support a different type of food processing than
what was proposed originally and also proposed to subdivide the
' 69.7 acre parcel into one lot and two outlots. Since the applicant
had already received the conditional use permit for food
processing, staff did not require the applicant to go through
' another conditional use permit. The original plan for food
processing resulted in a fresh food product. The new plan resulted
in a frozen food product. Since the site plan had been amended,
the applicant was required to receive an amended site plan
approval.
On August 8, 1988, the City Council approved the subdivision of
' 69.7 acres into one lot and two outlots and approved the amended
site plan review for a 161,700 sq. ft. building for office,
warehouse and food processing for McGlynn Bakeries (Attachment #2) .
' The site was developed in 1989.
In October of 1990, Planning Director Paul Krauss approved an
administrative site plan for a parking lot expansion for McGlynn
' Bakeries. The Planning Director found that the parking lot
expansion constituted a minor amendment to the approved site plan
and was consistent with prior city actions regarding the site. The

parking lot expansion did not require variances and did not
represent a significant increase in the intensity of the use. The
administrative approval was subject to several conditions
(Attachment #3) . The Planning Commission was made aware of the
administrative approval for the site plan expansion on September
19, 1990 (Attachment #4) . The parking lot expansion is located at
the southwest corner of the site adjacent to the existing parking
lot. Extensive berming and landscaping will screen the parking lot
from views from the Timberwood residential neighborhood (located to
the west) . Construction work on this' expansion is currently in
process. A copy of the signed conditions of approval is attached
as an appendix to this report.
General Site Plan/Architecture
The applicant is requesting approval for expansion to the
conditional use permit and site plan for the addition of a 53,000
sq. ft. production area and a 3,600 sq. ft. refrigeration/equipment
room. The production plant addition is located south of the
existing production plant and east of the office area. The
refrigeration equipment room is located on the northeast corner of
the existing production plant. The total lot coverage with the
addition to the production plant and parking area is 30.7%
impervious surface. The IOP District allows a maximum of 70%
impervious surface coverage. The building height will be
maintained at it's existing height of 28 feet and all existing
setbacks are being maintained with both the plant expansion and
parking lot expansion.
The building addition will be made of the same material as the
existing production plant. In fact, it will be constructed by
relocating pre-cast concrete panels from the existing exterior wall
on the south side of the building to the southerly exterior wall.
Since the plant expansion is further screening the views of the
office area staff has no objection to this in principal, however,
we are concerned with the visual impact of the large blank wall
that is eseentially devoid of architectural interest. The west
facing office component is architecturally acceptable but it is
overshadowed by the size of the high bay section of the building.
Staff is recommending that the applicant propose some means of
extending some of the architectural features of the office portion
of the building along the southerly and easterly wall of the plant
addition. We believe that this can be accomplished by reliance on
the creativity of the project architect. We do not wish to limit
this creativity but believe that something more than painting
should be employed.

ILandscaping
' The applicant is proposing additional landscaping around the new
and existing parking lot to further screen the parking area from
the south. Staff is recommending that the Colorado Green Spruce be
extended along the south entrance leading to the southerly parking
' lot to provide additional screening of the parking area and the new
addition to the building. The landscaping that is being proposed
by the applicant meets or exceeds the landscaping requirements of
' the ordinance.
Acces JParkina
' The site plan expansion is maintaining the existing access points
from the site to Audubon Road. As mentioned earlier, the parking
lot is being expanded for a total of 464 parking spaces. The
' parking spaces required by the Zoning Ordinance is 290, therefore,
the applicant is greatly exceeding the required parking stalls
required by the ordinance. However, they believe that this level
' of parking is required to meet their operational needs.
Utilities
No new public utility service will be required to serve the
addition. Existing water and sewer lines will need to be relocated
out of the path of the new expansion. These are private lines and
' the relocation will be designed to meet city standards.
Grading/Drainage
' The bulk of site grading and drainage issues were addressed during
staff's administrative review of the parking lot expansion.

PLANNING COMMISSION UPDATE
On November 7, 1990, the Planning Commission unanimously
recommended approval of the McGlynn Conditional Use Permit and Site
Plan Amendment with Conditions #2-#6 of the staff recommendation.
Condition #1 was revised to reflect the new plan provided by the
applicant and recommended for approval by staff, which provided
extensive landscaping with large evergreens and deciduous trees
along the southerly building wall of the production plant
expansion. The landscaping was provided instead of changing the
architectural features of the building which was initially
requested by staff. The proposed landscaping will break up the
expanse of the building wall and will resolve staff's concerns with
the visual effect of the proposed expansion.
At the November 5, 1990, City Council meeting, it was discussed
whether or not the Council felt comfortable with staff permitting
the footing permit to be issued to McGlynn to commence the
expansion to the facility prior to the applicant receiving final
approval from the City Council on November 19, 1990. The City
Council agreed that the footing permit could be issued if the
Planning Commission recommended approval of the conditional use
permit and site plan and that no significant changes were made to
the plan. Since the Planning Commission unanimously approved the
requestand staff was comfortable with the landscaping provided to
break up the expanse of the southerly building wall, staff did
allow the footing permit to be issued prior to final approval by
the City Council. The footing permit was issued with the City
receiving a letter of credit to cover all improvements for the
expansion, including the required landscaping.

RECOMMENDATION
The site plan and conditional use permit expansion conforms to the
requirements of the ordinance and staff is recommending approval.
"The City Council approves Site Plan #88-3 and Conditional Use
Permit #88-2 for McGlynn Bakeries for expansion to the production
plant area and refrigeration equipment room as shown on the site
plan dated October 16, 1990, with the following conditions:
1. The applicant provide staff with a plan indicating how the
landscaping features of the office will be extended to the
production plant addition.
2. The applicant shall provide additional Colorado Green Spruce
along the south entrance leading into the southerly parking

' 3. Comply with conditions of approval of staff's administrative
approval of the parking lot expansion (attachment) .
' 4. The applicant shall obtain and comply with all conditions of
the Watershed District permit.
' 5. Working hours shall be between 7:00 a.m. and 6:00 p.m. , Monday
through Saturday with no work allowed on Sundays or holidays.
6. To guarantee compliance with the conditions of approval, the
' applicant shall furnish the City with a letter of credit from
a bank or a cash escrow in the amount of $6,000. The security
will be released by the City upon satisfaction that the
' conditions contained herein have been complied with. "

the authority granted me by the Zoning Ordinance, I hereby approve
Site Plan #88-3 based upon my findings that it constitutes a minor
amendment to the approved site plan and is consistent with prior I
City actions regarding this site. We further note that the new
approval requires no variances and does not represent a significant
increase in intensity of use. Our approval is subject to adherence
to the following conditions:

1. The applicant shall install all berming and landscaping to
screen the lot in accordance with the approved plans. A

letter of credit has been received in the amount of
$211,346.00 to cover the costs of the improvements.
2. The applicant shall supply storm sewer design calculations to

the City Engineer for review.
3. All sanitary sewer manholes shall be constructed with internal

chimney seals.
4. Erosion control fence shall be modified to Type III (hay

bales, silt fence and snow fence) . All erosion control
measures shall be placed prior to commencement of any grading

possibly 5:30 or 6:00 and we'd have the board set up so people could come
in and ask questions and get an understanding for what's happening . I
would work with the newspapers so the newspapers understood . Again
reiterated the process and told people what 's changed since the last time
so they can see if their question's been resolved or not. '
Conrad: So when you worked with the newspapers, you 're going to show, they
could carry a map showing the final . They show a map?
Krauss: I 'm hoping they can. It 's tough for them to transcribe that to a
scale that they can print . I 'll work with them on that. In fact I 've got
one of the reporters coming in here tomorrow . I
Batzli : Full page .
Krauss: Well that 's what it would take . '
Batzli : So in black and white you'd be able to tell the different zones .
Krauss: They probably would ask us to pay for that . We could do that .
I 'll try to find out what that will cost . We'll do that . Now, one of the
reasons for the delay , last time we met I gave you a copy of the memo that '
was our response to the Metro Council . We've been doing follow up work
with that . I 'm not sure if we had met . Yeah, we did with Rich Thompson
prior to the last meeting . I 've been in contact with Rich and he has set
up a meeting here with about 5 or 6 Metro Council staff people next Monday
afternoon . What we hope comes out of that is a better understanding of
where everybody 's coming from . What the issues are . What we 've done and
how we 've arrived at everything and then we 're going to give them a tour oll
the community because it's a safe bet that most of them haven't seen it .
The meeting with Mr . Thompson last week or 2 weeks ago went very
satisfactory in terms of his open mindedness in how this could proceed . I
think that if we shoot for that October 24th date, we will at least have a II
comfort of knowing that this meeting is behind us and that hopefully we 've
gotten some , if not agreement, understanding from the Metro Council on I
where we 're coming from on this thing. Now I know we discussed that last
time and we 're not waiting for them to say yeah or nay on our plan and I
don't think we have any intention of asking you to change that but I 'd lik
to get this meeting out of the way. Steve Keefe is also having a breakfas
meeting out here . The Chair of the Metro Council is coming out here next
week . The Mayor 's involved with both of these meetings. Marcy Waritz , our
Council representative will be probably at both of these meetings as well . 111
Conrad: That sounds real good Paul . I 'm impressed with all that activity .
Krauss: If we went to October 24th, does that meet your needs as well?
It's an alternate Wednesday night . Would you prefer , I can have Vicky giv
a call around .
Conrad: Now that's MEA weekend. But MEA doesn't start until Thursday. ,
Krauss: Is that one of the conditions. . . I
Conrad: Well I 'm going to take some time off.

Krauss: If that doesn 't work let me know and, our agendaes are obviously
getting somewhat light . Now we 've got some items in the pipeline but maybe
we can jungle a meeting or possibly even a cancel a regular meeting and
' shift some stuff to a later one and just hold it because clearly we have to
have a dedicated meeting for the comprehensive plan.
' Emmings: Or what 's the regular meeting date proceeding that October
24th? October 17th. Maybe that regular meetinb could be the.
Conrad: Let me check on my schedule.
' Krauss: I 'll have Vicky contact everybody on the Planning Commission
tomorrow so we can check that out . And I think that does it for me . One
last thing . We had an item here from McGlynn's and I told you I 'd try to
tell you in advance if we had any administrative site plan approval that
may be coming down the pipe . McGlynn's is adding employees at a rapid clip
.; and has run out of parking spaces and needs to expand their parking lot .
Emmings: Another one?
Olsen: They have room to do it .
Krauss: Except they have room to do it , yeah . I 've worked with them and
.' we 've sort of clapped out a plan for how they could get sufficient stalls
to get them through the winter simply by, it doesn't take a lot of grading
but it 's an add on to some parking lot that they have now . I would be
requiring a landscaping plan for buffering from Timberwood and all that . I
' think the parking lot expansion itself is fairly innocuous and falls within
the perview of administrative approval . You should be aware though however
that McGlynn is doing a box office business there and is going to be
advancing their construction schedule and expansions . They will also be
coming in probably in a meeting later in November for a site plan approval
for a fairly significant building expansion.
Emmings: Is this on their frozen stuff like this?
Krauss: Well apparently what this is for , as I understand it , and I don't
' know if this was trade secret or not I 'm giving away but they got a large
contract to supply breakfast pastries to 60% of the Burger Kings in the
world and it 's a new product and they need to expand to accommodate that .
' Now the parking problem that they have is a problem they're experiencing
now with their staff without the expansion which is why I feel I can do
that under administrative approval . They will need a larger parking lot
for this building and that will all come down to your approval of the site
plan.
Emmings: Do you think we need to scale up our parking requirements for
these growing businesses?
Krauss: That's like so many things we do Steve. It falls into the
category of they're each so different that you can't guess . It really is
tough.

Emmings: Who knows they're going to get a contract for 60% of the Burger
Kings or something? I mean no, it's something like that that does it •
probably .
Krauss: Even from business to business you know. When we worked with PMTII
Al Iverson was in here last week talking about parking on the property next"
door . Well , Al 's had a very significant parking problem on his site which
we 're trying to take care of with his new addition and that's because his
employment grew by leaps and bounds and he's got a medical products
assembly function where you tend to pack more people in a building .
Emmings: Maybe what we have to do is say our parking requirements are I
going to remain the same but we also want to be sure that you 've got some
land you can expand parking into should you need it . I mean maybe we have
to have some kind of a set , be able to show something to set aside to get
some more parking on there because , now it 's come up 3 cases that I know o
so it must mean something 's not working right .
Krauss: Well I don 't know. I think by and large the parking standards
have worked fairly well . It 's the exceptional ones that throw you and whe�
a business is growing as fast , I mean Tim can explain this phenomenum more

expand facilities and you tend to get the people on and the product out anil
you 're cramming more and more into the site . It gets ahead of the
construction aspect of it .
Conrad: Okay. Anything else on that subject? Paul has a note to us .
Metro Council rural development standards. Tim, did you get a chance to
review that? '
Erhart: Yeah, and I was real excited about it. I think we've finally
found something out of Met Council that they 're seeing what 's happened will
this 2 1/2 acre lot and I think they've got a move in the right direction
here and according to Paul , I guess this is already an adapted policy
change .
Conrad: So if we like the concept of this, what do we need to do?
Krauss: I think you need to put it on a work program and tell us to bring '
back something to you that would bring that about. I mean it's clearly
going to require a change in the ordinance and may require a change to some
of our policies . I would want to speak to, this came from Carl Loren who
I 've never been quite clear as to his title but he's fairly high up in the
heirarchy at the Metro Council . I 'd like to confirm some things with him
because this is, they are talking about rural development issues. Rural
area development issues and this policy is probably going to be refined in
that case but you may have read in the paper that Anoka County is basicall
thumbing their nose at the Metro Council . They're also telling the Metro
Council that their policies are wrong because their policies, for them, II because the policies were designed in the interest of protecting farmland
and Anoka County was never known for it's farmland. But Anoka County,
you 've got some of the communities up there who never anticipate developin
at suburban densities. They're perfectly content to continue developing
with hobby farms and that kind of thing and since they don't want any sewe
and theoretically don't want any roads , they can pretty much tell Metro

PUBLIC HEARING:
SITE PLAN AMENDMENT FOR MCGLYNN BAKERIES TO ADD A 52,972 SQUARE FOOT
MANUFACTURING ADDITION AND A 3,600 REFRIGERATION EQUIPMENT ADDITION TO THE
EXISTING BUILDING ON PROPERTY ZONED IOP AND LOCATED AT ONE MCGLYNN DRIVE.
Jo Ann Olsen presented the staff report on this item .
Krauss: There 's one additional thing I might add too . The applicant is
attempting to get the building in the ground expeditiously . They have a
rapid work schedule and we tried to be accommodating with that . What they
would like to do is be able to put the foundation of the building in early .
What we 've come to accept , if you 're willing, is basically this . If the
review goes through smoothly tonight for their application , we discussed
this with the City Council on Monday. The City Council , assuming
everything goes well here , is willing to allow staff to issue a foundation
permit which would be totally at the builder 's risk should the Council come
up with new conditions but it would allow them to get into the ground
starting next week . The Council will have final say on the site plan
itself . We 'll get it on the next meeting but because of the schedules that
we have coming up , because of the holidays , they would lose sufficient time
that they probably wouldn 't be able to get the building started this week.
Again, this is all contingent upon a successful review here tonight but the
Council was willing to go along with that .
Conrad: Jo Ann, what 's the new building versus the old building on that?
Olsen: The gray area . . .
Conrad: Okay , good . Thanks. We'll open it up for comment. If people
from McGlynn would like to make a presentation, we'd start it off with
that .
Scott Harri : Thank you Mr . Chairman. Thank you staff . My name is Scott
Harri and I 'm from Van Doren, Hazard, Stallings. Our role in the project
has been to prepare the submittal that you have before you in part and as
co-authored with the applicant 's architects , .Setter , Leach & Lindstrom .
With us tonight is , on my far right is Dan McGlynn with McGlynn Bakeries .
Dick Erickson with Setter , Leach & Lindstrom and Tom Roberts with C .F .
Haglund. C .F . Haglund is the construction manager and contractor for
McGlynn Bakeries on the project and as I mentioned, Setter , Leach is doing
the architectural work on the project . We'd like to show you , as staff
had mentioned. . . If you look at this top elevation you will see the trees
and plantings that we would be proposing as an alternate means to

satisfy. . .as staff had indicated earlier . . . What we 're proposing on this
thing in order to bring down the height and massing of the building itself
is we're proposing I guess an alternating section of. evergreen trees that
would be approximately 14 to 16 foot in height interspersed with deciduous
trees which would lend I guess year round, a variety of color to that wall
and hopefully reduce the long distance type of concerns that staff had
indicated. Secondly, what we would like to do and the other thing that Jo
Ann had mentioned was as part of the project evolving beyond the submittal ,
what you 've seen there is the architectural development of a smoking
shelter and outdoor break area . To that extent the contractor would like
to build most of the surface improvements out there this fall if possible ,
if weather permits . Thus we 've moved ahead with some of the design and I
would like to have Dick Erickson I guess make a very brief presentation on
what that feature looks like . At this point we 've got some architectural
I drawings , so Dick? And then following what , he's got some perspectives and
then I have a site plan that shows what the surface improvements and
landscaping would be in that area .
Dick Erickson: On the existing south side of the office , this is a thumb
nail sketch of the office . . .in the background . We 're developing. . .and
canopy and under the canopy a small enclosed shelter where employees can
come out at their break and have a cigarette . This shelter is there
because after relatively . . .It 's actually and enclosed glass area not too
dissimilar to a city bus stop . The canopy will project out . . .across the
canopy as a roof element and then the glass portion of the enclosure would
be . . .color on the first and second level and in the corner of the office
here there are two major . . .and we 're using that same idea . . . I just wanted
to give you an orientation. This canopy area again is right by this
triangular area shown on the plan right here . Sitting in this I guess open
space . What we have proposed for that area is, in that nitch right there ,
the canopy area . . .right here the main entrance to a large employee
lockers . . .through this sidewalk system right in here . There 's an outdoor
patio area here with picnic tables on it surrounded by some landscaping .
There 'd be a large berm that we had built over here to somewhat screen this
lower level break room and lunch room from the parking lot here so the
views are somewhat protected from the lower level of the building so this
sidewalk system over here will just be kind of a . . .supplements the packet
and submittal and comments that staff has made. I think Dan would like to
say a few words .
. Dan McGlynn: Good evening. I 'm Dan McGlynn from McGlynn Bakeries. I just
I wanted to come up and say hello. I haven't been to a Council meeting yet
or Planning Commission yet. My brother 's been handling most of that. I
just want to say that we 've really enjoyed our move in to Chanhassen.
Because of the way we were structured in Eden Prairie , we were forced to
look for other places to build. Chanhassen has been a great spot so far
and everyone with the city has been more than accommodating for us to grow
as fast as we 'd like to . We 're experiencing some very rapid growth in our
company . Moving in just in December for the offices and a little bit of
production in November , it 's amazing to us that we 're already asking to add
on to our building since we weren't expected to need that space for another
5 years and it looks like we'll use the space very quickly with our fast
growth but we 've now got over 300 employees. It 's become a major campus
for us and we really appreciate what the City's .done to accommodate us in
being able to maintain our fast growth because without that , we'd be in

concern about some lighting. Unshielded lighting that was directed towards '
their neighborhood . We addressed the lighting . We asked the project
manager to change those fixtures which they did and we've not since heard
anything on the odor .
Wildermuth: Okay . It looks like a good project to me and it's nice to seel
somebody doing well enough to expand .
Batzli : I think I just have two questions . I like the addition and the
report and I like the landscaping here. I think that'd be attractive and
it's nice to see some break in the evergreens. My question was , there's a 4
difference in plans and there's a large dollar figure in your
administrative approval . The question is, they 've given a letter of credit
to the City apparently to cover the cost of the berming and landscaping .
Does that change at all with what they 've got here?
Krauss : There 's going to be an increment , yes .
Olsen: Another letter of credit . J
Batzli : An additional letter of credit? But that 's in addition to the
$6,000.00 one is it not?
Krauss: The one that we have now covers the parking lot installation and
the buffer of that . What we 're looking at to get to now is the incremental !
cost of landscaping that 's being proposed specifically around the building
proper .
Olsen: It 's an addition to the $6 ,000.00 though too for this part of the I
project . What you 're looking from Dave 's memo?
Batzli : Right . But there was in the administrative approval we got a
letter of credit for $211 ,000.00?
Olsen: They essentially covered the cost of all of that .
Batzli : Right . And so there would be an additional letter of credit after
that? Okay . Do we need to do something in our approval?
Krauss: No. It 's in the zoning ordinance now. It's done as a matter of
routine .
Batzli : Okay. And there was apparently some plans submitted to you for
the grading dated a different date than the plans we have . Were those
changed at all in our plans?
Krauss: No .
Batzli : Okay . Those were the only two questions.
Emmings: I don 't have anything additional . What 's here seems reasonable
to me .
Conrad: The landscape plan here that was presented tonight , that falls on
the south side of the parking lot?

Olsen: ' The building .
' Conrad: Of the building?
Olsen: Right up against the wall .
Conrad: So the landscape plan that I see in the packet , this is in
addition to what , the landscape plan in the packet so we really have
sheltered , okay . There are no berms on the south side of the parking lot .
I don 't know what addition has been put on the parking lot . How much has
been put there? Are we talking big addition or small addition? I don't
rhave a clue .
Olsen: On the parking lot side?
rConrad: Yes .
Olsen: Yeah . It 's kind of see where the original one ended here?
' Conrad: Yeah . Okay , to the west . Okay , show me the new stuff . What's
new? All that? Okay .
Olsen: And the berming , it just drops right down. Down into that little
area .
' Conrad: Right . So we haven't asked for berming . We've asked for trees .
Olsen: Yeah , lots of landscaping .
Krauss: There is heavy berming and landscaping however along the west
_elevation of the parking lot which faces Timberwood .
Conrad: And that 's where I was going . Getting there kind of slow but .
Olsen: Almost naturally right now .
rConrad: So this is probably our only time that we can really get into any
kind of concern with the westerly side right now?
Olsen: They 'll be coming in for an expansion.
Conrad: To the west?
Olsen: Whole new building. . .so there 's a potential that there will be
another building expansion to the west where at that point you would even
' landscape further .
Conrad: But is the landscape plan to the west of the parking lot , is that
' the final landscape plan that will have their . The building may expand to
the west but how about to the west of the parking lot? Are we looking at
the final landscape plan for the shielding of the parking lot?
Olsen: Of the parking lot?

Conrad: More than likely . And that is right now trees and berm or what
that?
Krauss: There 's an extensive change in elevation. It's on the order of
what Scott , 10 feet?
Olsen: You can kind of see. . .and this is where there 's expansion . Right
now we 're not . . . '
Conrad: Okay.
Scott Harri : 'Right now this property slopes up on this side up here to a
large plateau area and then slopes down about 10 feet from the elevation of
this proposed parking lot over here. And then the trees would be inbetween
the parking lot and this plateau area . '
Conrad: Okay , that helps . We 're all comfortable?
Wildermuth: I particularly like the south treatment .
Conrad: Jim , you brought up a good point on the smell . I 've never though
that but it sounds like we've had one complaint .
Emmings: I 'd have a comment on that . You may be getting a lot more
complaints because I remember I read an article , this has to be 20 years I
ago . Someone had done some studies in areas where they had bakeries in
Europe and there were bakery smells in the air and they found that the
birth rates around there were higher than they were and I think maybe we I
should warn the Timberwood people . And I 'm glad I don 't live there .
Conrad: Was there a serious side to that article?
Emmings: No, it was serious . That study was probably funded by the
military .
Conrad: Anything else? Is there a motion? '
Wildermuth: I 'd make a motion that the Planning Commission recommend
approval of site plan #88-3 and the conditional use permit #88-2 for
McGlynn Bakeries for expansion to a production plant area and refrigeration
equipment room as shown on the site plan dated October 16, 1990 with the
following conditions 1 thru 6 . With the understanding that the letter of I
credit and cash escrow amounts would be increased commensurate with.
Krauss: Could we modify condition number 1 which implies that we were
going with an architectural approach to the south elevation. That 's since I
been surplanted by the landscaping plan. That the approval should be
amended to include the landscaping along the south elevation that was
presented to the Planning Commission this evening .
Wildermuth: So incorporated .
Conrad: Where do you want to incorporate that? i
Olsen: In condition 1 .

Wildermuth: Probably replacing the architectural features as landscaping

Batzli : Second.
' Wildermuth moved, Batzli seconded that the Planning Commission recommend
approval of Site Plan #88-3 and Conditional Use Permit #88-2 for McGlynn
Bakeries for expansion to the production plant area and refrigeration
' equipment room as shown on the site plan dated October 16, 1990 with the
following conditions:
' 1 . The applicant provide staff with a plan indicating how the landscaping
features of the office will be extended to the production plant
addition .
2. The applicant shall provide additional Colorado Green Spruce along the '
south entrance leading into the southerly parking lot .
3 . Comply with conditions of approval of staff 's administrative approval
of the parking lot expansion ( Attachment ) .
' 4 . The applicnat shall obtain and comply with all conditions of the
Watershed District permit .
' 5 . Working hours shall be between 7:00 a .m . and 6:00 p .m . Monday through
Saturday with no work allowed on Sundays and holidays .
6. To guarantee compliance with the conditions of approval , the applicant
' shall furnish the City with a letter of credit from a bank or a cash
escrow in the amount of $6 ,000 .00 . The security will be released by
the City upon satisfaction that the conditions contained herein have
' been complied with .
All voted in favor and the motion carried unanimously.
