(Chanhassen Lakes Business Park 5th Addition)
Improvement Project No. 85-13B; Call for Public Hearing
The attached feasibility study has been prepared as authorized by the City
1 Council. The project represents the second phase of the construction of
Chanhassen Lakes Business Park 5th Addition improvements and specifically
includes the construction of the final wearcourse and concrete curb and gutter
1 on Park Place and the looping of internal watermain for the subdivision.
At the time that the original improvements were ordered, the property was
totally in the ownership of Opus Corporation (ALSCOR Investors Joint Venture).
1 As noted in the development contract which is appendicized in this report, the
cost of these improvements are to be spread on an area basis against the
properties in the subdivision. The City has required that Opus maintain
1 security in force to cover the outstanding assessments associated with the
original project and also to guarantee the completion of the roadway surfacing
and watermain system as well as the assessments from the Phase I project. The
1 existing security is for $212,530.00 and expires December 31, 1990.
A preliminary assessment roll has been prepared and is found on page 5 of the
report. As noted, Lots 1, 2, 3 and 4 have been sold by Opus. These properties
1 are proposed to be assessed in accordance with the terms of the original
development contract. The preliminary assessment roll provides an estimate of
the cost distribution. The total cost of the improvements, including a 30%
1 overhead, is estimated to be $189,800.
It is therefore recommended that the attached feasibility study for Phase II of
'- the Chanhassen Lakes Business Park 5th Addition improvements prepared by the
firm of Rieke Carroll Muller Associates, Inc. dated July, 1990 be accepted and a
public hearing called for August 13, 1990.
