for Bids for Lake Susan Park Expansion
1 Improvement Project No. 89-3
I The Lake Drive improvements which included rough grading for the
Lake Susan Park expansion is relatively complete. As a result,
staff has been working with Van Doren-Hazard-Stallings to
expeditiously complete the park plans for the construction of the
I Babe Ruth ballfield, tennis courts , basketball court, boat
landing, etc. for this park project.
I The attached plans and specifications have been prepared for the
most part based on the approved City concept for this park area.
The cost estimate for these improvements is currently at -
$334,000 . This is up approximately $54,000 from the latest
I
estimate to address staff concerns for controlling erosion and
adequately accommodating drainage. Our experience with South
Lotus Lake Park and most recently with the Lake Ann Park
I expansion has been less than desirable in this regard. We have
therefore added approximately $29,000 in storm sewer
construction; $17 ,000 in sod and another $12,000 in dredging
Icosts to remove the sediment delta in Lake Susan.
These plans are receiving final value engineering review prior to
distribution to bidders . The City currently has a $110,925
I LAWCON grant on this project to help defray costs. The erosion
control plan will also be added prior to distribution.
I In order for this ballfield to be ready for play in 1991, it is
desirable and necessary for the turf to be planted this fall .
The proposed construction schedule calls for accepting bids on
I August 10 with an award to be made at the August 13 Council
meeting. Construction on the ballfield would then commence late
August and be completed in early October, thereby capturing the
fall planting season. The boat ramp improvements are being
Iconsidered for the spring of 1991 to minimize the construction

improvements to Lake Susan . Similarly, the dredging would be the
last element to be completed.
It is therefore recommended that the attached plans and
' specifications for the Lake Susan Park Improvement Project No.
89-3 be approved and authorization given for bidding.

Manager ' s Comment
The amendment presented is a budget adjustment for this project.
Funding for the project remains divided between a number of
sources , i .e. CDBG (handicap accessibility costs - $20 ,000 ) ,
' Federal/State grants ( $110 ,000 ) , Local Matching Share ( $110 ,000 )
and HRA (roadway construction - $130 ,000 ) . Even with the
adjustments noted, resources are higher than anticipated
' expenditures .
