1 SUBJ: Consider Authorizing Feasibility Study for Watermain
Extension to John Klingelhutz Property Located in the
I Northeast Quarter of Section 24 Near Lake Riley
Project No. 90-10
1 The City has received the attached petition from John
Klingelhutz , owner of the parcel of property shown on the
attached map in the northeast quarter of Section 24 near the
I intersection of Lake Riley Boulevard and Lyman Boulevard. City
water service currently stops at the intersection of Lake Susan
Drive and Great Plains Boulevard. The parcel encompasses
I approximately 80 acres and approximately 10 to 15 acres in the
north quarter of this parcel is officially mapped for the Trunk
Highway 212 corridor. The property currently exists within the
I City' s urban service area and as such , in order to be subdivided
and developed to a residential standard, needs to be serviced by
municipal sanitary sewer and watermain.
I It is necessary to conduct a feasibility study to evaluate the
appropriate route for providing service to this property. Since
the watermain would be traversing property owned by other
I individuals , a feasibility is necessary to evaluate the costs and
assessments to benefitting properties along the route to the
Klingelhutz property. Similarly, the report should look at
I sanitary sewer service for the parcel although, as shown on the
attached plan, sanitary sewer does exist in closer proximity to
this parcel than the watermain.
I As noted in the attached letter, Mr. Klingelhutz is in agreement
to pay for the cost of the feasibility study. City policy on
previous requests of this nature has been to require the
prospective developer to provide the City with a cash escrow or
1 letter of credit to guarantee the payment of these costs. I
would estimate the cost of the feasibility study to be in the
range of $5 ,000 to $10 ,000 . I believe the request from Mr.
IKlingelhutz is reasonable and I would therefore recommend that

the City Council authorize the preparation of a feasibility study
to evaluate the extension of sanitary sewer and watermain to the
John Klingelhutz property as described in the attachments and
that the cost for the preparation of this study be reimbursed by
Mr. Klingelhutz . It is further recommended that Mr. Klingelhutz
provide the City with a cash escrow or letter of credit in the
amount of $10 ,000 to guarantee the payment of these expenses.
