PROPOSED MOTION
"The City Council approves Municipal Consent and adopts a resolution
approving Layout No. 4 and imposing a No Parking Zone for the Highway 61
(Flying Cloud Drive) Project between Highway 101 and Charlson Road."
City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
On April 8, 2013, staff updated the Council on the Hennepin County project at the
worksession.
On April 18, 2013, an open house for both the Carver County Minnesota River Bridge
and CSAH 61 improvements and the Hennepin County CSAH 61 improvements was held
in Shakopee.
On August 14, 2013, an open house for the Hennepin County Project was held in Eden
Prairie City Hall.
On December 10, 2013, an open house for the Hennepin County Project was held in Eden
Prairie City Hall.
On February 24, 2014 staff updated the City Council on the projects progress at the
worksession.
This segment of highway was previous called TH 212 and was owned and maintained by
the Minnesota Department of Transportation prior to November, 2009. After the new TH
212 opened the corridor was designated CSAH 61 and Hennepin County took over
maintenance of the corridor. Hennepin County took full ownership of the corridor from
MnDOT in September, 2010 which is referred to as a turnback or jurisdictional transfer.

MnDOT provides funding for jurisdictional transfer projects to fix deficiencies. Turnback funding is
limited so reconstruction projects usually are completed many years after the transfer is complete.
HENNEPIN COUNTY CSAH 61 PROJECT
The Hennepin County project proposes the
reconstruction of about 3.7 miles of CSAH
61/Flying Cloud Drive from Highway 101 in
Chanhassen to Charlson Road in Eden Prairie.
About .8 miles of the project is in Carver
County /Chanhassen. The project will construct a
new two -lane roadway with shoulders, a
continuous left turn lane and right turn lanes at
key intersections. A bituminous multi -use trail is
planned the entire length of the project on the
north side of the roadway. The project goal is to
replace the existing pavement, improve safety,

flood plain. It will be necessary to construct retaining walls in order to plan for the wider roadway and
trail improvements. Some areas of the road have deep muck areas that cannot be cost effectively
removed. Surcharging the roadway and using light weight fill is not a good option in high water table
areas. Three land bridges will be constructed with piling to span the poor soil areas. The limits of the
land bridge have not yet been established since Hennepin County is still taking soil borings. The land
bridge length dramatically impacts the cost of the project since these improvements are very costly. The
west end of the project will drain to the large regional treatment pond being constructed with the
Highway 101 Minnesota River Bridge project. Other ponds will be constructed in the City Eden Prairie.

Traffic on this section of CSAH 61 peeked in 1996 at 25,000 ADT prior to the TH 169 Minnesota River
Crossing and the TH 212 projects. Traffic in 2011 was 9,150 ADT. Hennepin County estimates traffic
growth of 2% per year giving an estimated 2035 traffic projection of 14,700 ADT.
City staff and Carver County and Hennepin County representatives have met with property owners along
this project corridor. Hennepin County needs to raise the profile of the road by the Moon Valley
property about 6' for the road to be out of the Minnesota River flood plain. Retaining walls will need to
be constructed adjacent to the Moon Valley property. The maximum height of the retaining wall by
Moon Valley will be 16' tall. The highest wall on the project will be 25' tall in the city of Eden Prairie.
The project management team evaluated if purchasing temporary easements and sloping the bluff grade
back would be a better option than constructing retaining walls. It was decided to construct retaining
walls which will have less impact on the bluff and is a better long -term design. Project management
meetings are held monthly to discuss project progress and resolve design details.
RIGHT -OF -WAY
Strip right -of -way acquisition is necessary for the project. It is not anticipated any total take parcels will
be required for the project in Carver County. However, one parcel's parking area is heavily impacted so
the County is reviewing if this impact will require a full business relocation and buy out. Hennepin
County has drafted appraisals and has begun talking to the impacted property owners about the necessary
right -of -way needs. Access to the existing parcels will remain relatively the same.
FUNDING
The section of CSAH 61 in Hennepin County is programmed for turnback funding in 2015. The
proposed 3 -lane design is all eligible for turnback funding. The portion of this project in Carver County
is not turnback funded by the State at this time so Carver County will likely have to fund this section
upfront with a fixture turnback payback agreement.
The City will not fund the roadway, however trail improvements are not turnback- funding eligible so the
City will have to participate in funding the trail improvements. Based on the current Carver County cost -
share policy, the trail improvements in Carver County will need to be paid for by the City since this trail
corridor is not on the County's Trail Master Plan. The estimated trail cost to the City is $150,000 which
is proposed to be paid for by Park Dedication funds.
CITY APPROVALS
Hennepin County work plan is slightly different then Carver County. Hennepin County is requesting
Municipal Consent for the project prior to start of right -of -way acquisition. The request also includes the
stipulation that long -term parking will not be allowed on Flying Cloud Drive. Emergency stops will be
safer with the proposed 8 -foot wide shoulder area.
The City will need to enter into a Joint Powers Agreement in the future with Carver County to identify
agency responsibility and cost allocations prior to bidding.

SCHEDULE
Construction is proposed to start after improvements are completed for the Minnesota River Crossing
project in 2015. The project construction is anticipated to take between two to three years to complete.
Full road closure may be needed for thru traffic for the entire project duration. Traffic staging and detour
plans have not been drafted at this time.

WHEREAS, Hennepin County in coordination with Carver County has prepared Layout
No. 4, Hennepin County Project No. 0904, for the reconstruction of County State Aid Highway No.
61 (Flying Cloud Drive) between Trunk Highway 101 and Charlson Road; and
WHEREAS, Hennepin County has requested on behalf of Carver County that the City of
Chanhassen approve Layout No. 4, and prohibit on- street parking within the project area within
city jurisdiction; and
WHEREAS, Hennepin County also requests that the City of Chanhassen authorize
Hennepin County on behalf of Carver County to acquire all rights -of -way, permits, and/or
easements required for the improvements in Layout No. 4.
NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. Layout No. 4, Hennepin County Project No. 0904, for the reconstruction of County State
Aid Highway No. 61 (Flying Cloud Drive) between Trunk Highway 101 and Charlson Road is
hereby approved.
2. The City of Chanhassen authorizes Hennepin County on behalf of Carver County to acquire
all rights -of -way, permits, and/or easements required for the improvements in Layout No. 4.
3. The parking of motor vehicles is prohibited at all times on both sides of County State Aid
Highway No. 61 (Flying Cloud Drive) from Trunk Highway 101 to the eastern city limits.
