PROPOSED MOTION:
"The City Council approves resolution concurring with County State Aid Highway
(CSAH) designation for Highway 101 from the Scott County line to CSAH 61
(Flying Cloud Drive);
And
Approves a resolution establishing a No Parking Zone for Highway 101 from the
Scott County Line to CSAH 61 (Flying Cloud Drive) and CSAH 61 (Flying Cloud
Drive) from Bluff Creek Drive to Highway 101."
City Council approval requires a simple majority vote of the City Council present.
BACKGROUND
On December 10, 2012, staff and Carver County gave the City Council an update on
the Highway 101 Flood Mitigation River Crossing project including improvements
along CSAH 61 in Carver County.
In March, 2013, the City applied for a DNR trail grant to help pay for trail
improvements planned for the project.
An open house for both the Carver County Minnesota River Bridge and CSAH 61
improvements and the Hennepin County CSAH 61 improvements was held on April
18, 2013 at the Shakopee Police Training Center.
On June 26, 2013, a second open house was held at the Chanhassen Library.

On February 10, 2014, staff gave the Council an update on the project at the worksessionOn
February 24, 2014; the City Council approved a Joint Powers Agreement with Carver County and
approved plans and specifications.
The Counties of Carver and Scott, along with the Minnesota Department of Transportation
(MnDOT) and the Cities of Chanhassen and Shakopee are nearing completion of the design for a
four -lane river bridge over the Minnesota River that will protect the traveling public from 100 -year
flooding events. In addition to the Highway 101 bridge, the Highway 101 /CSAH 61 (old 212)
intersection, known as the "Y" intersection, will be reconstructed with a roundabout to accommodate
future traffic demands. This design also accommodates a future north leg to the roundabout. CSAH
61 will also be reconstructed to a 4 -lane design from Bluff Creek Drive to just east of the Highway
101 /CSAH 61 roundabout. A roundabout is planned at the intersection of CSAH 61 and Bluff Creek
Drive. The intersection at CSAH 61 and the Highway 101 north leg will still operate with a signal
until the alignment up the bluff is improved.
This segment of Highway 101 will be turned over to Carver County for operation and maintenance.
In order for this transfer to take place, the City needs to concur with jurisdictional transfer. The new
designation will be County State Aid Highway 101. This is the same designation as the segment of
101 north of Pioneer Trail to TH 5. Once Carver County takes full ownership of this segment of
Highway 101, turnback funds can be used for the planned improvements. Turnback funding is
limited so reconstruction projects usually are completed many years after the transfer is complete.
For this project, Carver County has agreed to advance funds for the portion of the project that is
programmed for turnback funding with a future pay back agreement.
A no parking resolution is also required for the project to be approved by MnDOT. No Parking is
required the entire project including Highway 101 from the Scott County line to CSAH 61 (Flying
Cloud Drive) and on CSAH 61 (Flying Cloud Drive) from Bluff Creek Drive to Highway 101.

CLOUD DRIVE) TO THE SCOTT COUNTY LINE
WHEREAS, it appears to the County Board of the County of Carver that the road
hereinafter described should be designated a County State Aid Highway under the provisions of
Minnesota Law.
NOW THEREFORE BE IT RESOLVED, by the Chanhassen City Council that the road
described as follows, to -wit:
Highway 101 beginning from the Carver /Scott County line to the junction
of County State Aid Highway No. 61 (Flying Cloud Drive)
be and hereby is established, located, and designated a County State Aid Highway of said County,
subject to the approval of the Commissioner of Transportation of the State of Minnesota and upon
release of said highway from the Commissioner of Transportation of the State of Minnesota.
NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. That the County Administrator is hereby authorized and directed to forward two certified
copies of this resolution to the Commissioner of Transportation for consideration, and that upon
approval of the designation of said road or portion thereof, that same be constructed, improved and
maintained as a County State Aid Highway of the County of Carver, to be numbered and known as
County State Aid Highway 101 .

Highway 101.
