DISCUSSION
Staff has met with MnDOT, Hennepin County, Carver County, and the City of
Eden Prairie to discuss the 2-lane proposal made by the City ofChanhassen for
turnback of Highway 101.
It was the consensus of the group, following discussion, that significant left turn
protection in the form of turn lanes was necessary along a significant proportion
of the project. It was felt that turn lanes only at selected intersections did not
adequately address the safety concerns ofleft turns into the many driveways along
Highway 101. Frontage roads to serve these neighborhoods are prohibitive due to
both cost and property impacts. Considering the addition of the center turn lane
and the required tapers, it appeared that all but a few small areas, 200-500 feet in
length each, would be wider than the proposed 2-lanes.
Finally, the timeline for the tumback project would be a minimum 3 years to
allow for property acquisition, design, and construction of the project. This
timeline would assume funding could be obtained sooner than is currently
available in the MnDOT turnback account. MnDOT expressed concerns that the
2-lane section would not meet State standards, Level of Service "D" for a 20-year
life ofthe project. The City was using a design life assuming construction in
2002 and MnDOT is considering a 20-year life rrom 2005 +/_.
