Staff is recommending that the City Council hold the public hearing and adopt the
Wellhead Protection Plan as prepared by SEH, Inc.
BACKGROUND
The City is required by State Statute to prepare and submit a Wellhead Protection Plan
for all wells in the public water supply system. The deadline for completing the
Wellhead Protection Plan is November 2003.
DISCUSSION
The goal of the Wellhead Protection Program is to prevent human-caused contaminants
ITom entering public water supplies. The Wellhead Protection Plan helps the City
identifY potential contaminant sources and goals to prevent a contamination. It also
includes a previously adopted Emergency Plan in the case of a contamination.
The only public comments staff has received during the comment period are the attached
letters from the Met Council and the Mirmehaha Creek Watershed District, respectfully.
While neither agency raised any big issues with the plan, SEH has incorporated their
comments into the report.
An executive summary of the plan has been attached for review. A full copy of the plan
is on file in the Engineering Department and is also available via the City's website.
RECOMMENDATION
Staff recommends the following motion:
"The Chanhassen City Council adopt the Wellhead Protection Plan as prepared by SEH,
Inc., subject to the following conditions:
I. Any revisions/comments deemed necessary after final review by the Minnesota
Department of Health shall be incorporated into the Plan."

The Part II Wellhead Protection (WHP) Plan for the City of Chanhassen was received on
December 4, 2001. Metropolitan Council (Council) staff, reviewed this plan along with Part I,
which was submitted on July 12, 200 I, as amendments to the public facilities section ofthe local
comprehensive plan, under the provisions of Minnesota Statutes, §473.859, Subd. 3 (4) (vii). The
plans contained a thorough assessment of Chanhassen 's water supply source and offer detailed
measures to protect it. The following are a few brief comments.
Part II, Table I depicts wells identified in the drinking water supply management areas
(DWSMAs). The aquifer for several of them is listed as unknown. While that information may
not have been available ITom the County Well Index, an examination of the depth of the well and
topographic and geologic maps should provide the aquifer information. This may help to
prioritize wells which could be a potential contaminant source.
In section 2.2 of Part II, the plan states that the city has pumped approximately 50 million gallons
more each year. It is unclear whether or not this is more than the expected increase of 2, 7 percent
per year. This should be clarified in future plan revisions. Also in this section, it is stated that the
City has implemented an odd-even sprinkling ban to reduce demand. Although, this may help to
reduce the peak demands, it does not necessarily reduce overall demand as it may incite watering
when not needed.
The plans found that due to the physical setting, the wells and DWSMAs are not vulnerable to
contamination ITom activities at the land surface. While this allows the City to focus on potential
pathways which penetrate the overlying protective units (i.e. wells), the City should remain
cognizant of activities at the land surface in the DWSMAs as contaminants could find existing or
undiscovered pathways to the units which supply water to the wells.
The City of Chanhassen should be commended for its thorough assessment and planning for the
protection of its water supply source. Several good wellhead protection goals and corresponding
plans of action are outlined in the WHP plan.

INTRODUCTION
On behalf of the Minnehaha Creek Watershed District, Wenck Associates has completed
our review of the City ofChanhassen Part II Wellhead Protection Plan. The Part II Plan
was received by the District on December 3, 2001. The District has 60 days to COmment
on the Plan.
The Pan 1 Wellhead Protection Plan was approved in July 2001 by the Minnesota
Department of Health. Part I included the Drinking Water Supply Management Area
(DWSMA) Delineations and vulnerability assessments. The Part II Plan is intended to
provide an analysis of the effect of the physical environment and land use on the public
water supply wells, identify problems and opportunities, and establish goals and a plan of
action.
SUMMARY
111e Prairie du Chien-Jordan and Franconia-Ironton-Galesville aquifers and the buried
artesian drift aquifer are confined in the Chanhassen area are not likely to be impacted by
changes in the physical environment or land use. Only the misuse of private wells has
the potential to negatively impact the City water supply. The City has completed a
review of wells within the DWSMAs. The review included wells listed in the County
Well Index and those present on historical aerial photos.
The Plan includes a number of goals aimed at limiting the risk that private wells present.
The Plan establishes an education and cost-sharing program to inform and assist well
owners in proper well use, protection, and abandonment. All new properties within the
City will be required to use City water, and properties with existing wells will have to
connect to City water when their wells fail. The City wi II continue monitoring their wells
for water level and water quality.
RECOMMENDATIONS
The Wellhead Protection Plan appears adequate to provide the necessary protection of the
aquifers in the Chanhassen area.

Executive Summary
The City of Chanhassen is completing its wellhead and source water protection plan for its eight
existing municipal wells. This report is Part II of the Plan and it includes the following:
. A review of the data elements.
. The results of the potential contaminant source inventory.
· A review of changes, issues, problems, and opportunities related to the public water supply and
the identified potential contaminant sources.
· A detailed discussion of the potential contaminant source management strategies and
corresponding goals, objectives, and action plans.
.J . A review of the wellhead/source water protection evaluation program and alternative water
supply contingency strategy.

Part I of the Plan was completed in May 2001. In Part I of the Plan, the Wellhead Protection Areas
(WHPAs) and Drinking Water Supply Management Areas (DWSMAs) were delineated, and
· vulnerability assessments of the wells and corresponding DWSMAs were completed. The municipal
wells and source water aquifers within the DWSMAs were determined to be nonvulnerable to
surficial contamination due to the overlying geologic confming units and construction of the wells.

The information and data contained in Chapters 1-4 of this Plan provide support and a basis for the
approaches taken in addressing and managing the identified potential contaminant sources. The
Chanhassen wellhead and source water protection program is concentrating its efforts on other wells
within the city and specifically within the DWSMAs. In addition, the program includes providing
educational opportunities for Chanhassen residents regarding wellhead and source water protection,
and gathering new or updated information for future revisions to the Plan.
