I agree that litter is a problem at the park and throughout our community. The act of littering is a misdemeanor offense punishable by up to 90 days in jail and/or a $1000 fine. The reality is that 99% of littering occurs without repercussions. Unfortunately, the offense of littering just does not rank high enough in the priorities that a law enforcement officer faces each day. Only in the case of obvious viol.ations does enforcement occur. Communities rely on civic pride to combat littering. At the skate park we talk about what kind of image the presence of litter portrays. I routinely stop the skaters requesting that they clean the park up prior to resuming skating. Residents that 'set a good example for others pave the way to a cleaner community. Without quality role models and people who are willing to get involved when they witness littering, the problem will only grow. I encourage you to do what you can to help stop littering in Chanhassen. Thanks again for you interest in making your community a better place to live! An event like this leaves one with very little time to prepare and we were very dependent on our neighbors to staff all of the public safety needs. We have accomplished many things in our city during that time, and 1 am very proud to have played a part in some of those items. 1 have learned much about how city government operates, how a top-notch Park & Rec department gets things done, and made many friends along the way. Most of all, 1 am impressed with you and the staff who all work so hard on behalf of Chanhassen's citizens, ensuring that we have plenty of clean, safe parks and trails, greenspace for the future, and outstanding events year 'round that help keep us together as a community, all while watching the public's dime. No doubt the many prestigious awards won by you, your staff, and Chanhassen's Park & Rec infrastructure attest to this. 1 will never shy away from telling the Park & Rec story to my neighbors and fellow Chanhassen residents. We are lucky to have you, Todd. Refer to last newsletter. · MnUSA report. Doug Swanson talked about the upcoming legislative session and what we can expect. Doug Franzen, the MnUSA lobbyist, was at the Winter Rendezvous (held February 7-10 at the Breezy Point resort) and talked with the group about this. There are a lot of bills we need to follow on the upcoming legislative agenda, some of which target A TV operators. They've been accused of causing some erosion problems because of the lack of snow cover. As a reminder, if you support Rep. Workman by sending in your $50 or $1 00, make sure you mention that you're a member of MnUSA, SW Trails Association and the Chanhassen Snowmobilers on a separate note you include with the donation form. Doing so is positive exposure for snowmobiling. Even though we haven't had snow, there have been 12 snowmobile-related deaths so far this season. · Sno rap! Pictures from a trip recently taken to Yellowstone and another trip to Bayfield county in Wisconsin as well as some pictures of the Crow River were passed around. These were all pretty cool! Folks also talked about the Waconia vintage snowmobile show held February 2-3. · Local trail update. Not much news. Please help keep the trails marked. If you see signs that are in disarray while you're out riding, please straighten them up. · SW Trails Association. No update. New Business · There is a club ride tentatively planned for Saturday, March 162002. Interested folks should contact Scott Truempi at (952) 949-1372 for more information. MARCH 2002 . Trail take-down for this season is planned for Sunday, April 7. Folks should rneet at Boyd Peterson's house by 1 0:00am. The address is 9860 Pioneer Circle in Chanhassen, just east of the intersection of Great Plains Boulevard and Pioneer Trail. . We'll be planning a summer party during the next meeting. The date and location will be determined at that time, so get involved if you're interested! Wednesday Night Rides Wednesday night rides are on once again this year when the snow flies! Random News Flakes Show your support for the Chanhassen Snowmobilers club and the work we do by becoming a current member! Many may not realize this but we are the group responsible for all of the trails in Chanhassen, including the trails past and non-members use. Riders and the city both depend on us to mark the trails, and all of the work is done as a volunteer effort by the same few folks each year. This is your club, please support it. All that we ask is a small amount of time, or even just your membership. Heck, it's even fun! The future of snowmobiling in Chanhassen depends on it! Residential streets exist to serve the traffic needs of the people who live next to them. When those roads need repairs, minor repairs are performed at no cost by city crews who patch potholes and seal cracks. When roads need more extensive work, those costs are charged back to the people who benefit most by using the roads - in this case you and your parents. The city just recently reduced the price charged to your parents and other property owners from 100% down to 30% of the cost to fix the road. The other amount will be picked up by general property taxes spread across all houses and businesses in town. Chanhassen does have relatively high property taxes, but that is not really because of the city portion. Carver County and the Chaska school district charge among the highest rates in the metropolitan area. The Citizens League web site (http://www.citizensleague.nctimil200JlI2/table4a.htm) lists cities, counties and school districts and how they rank in comparison to each other. Chanhassen ranks 33 out of 109 communities mostly because we are growing so rapidly and need to add services for our new residents. A great thing to keep in mind about cities is that they each have a different set of services and facilities that they offer. Chaska has a unique ability to keep its property taxes low because they own their electric company. The money generated through that business keeps their taxes much lower than most cities without that revenue source. People choose to live in a community because it has the right mix of taxes and programs to meet their needs. Think how boring it would be if all cities were exactly the same. MN 55113 Re: Request for Limited Use Pennit City of Chanhassen 2002 Trail Connector's Project Our File 393-01-123 Dear John: The City of Chanhassen is completing a Trail Connections project this summer to connect unfinished trail segments in three separate areas. All three of the connections involve MNDOT right-of-way. Two of the trail connections are for underpasses under Highway 5 constructed as part of Project S.P. 1002-61. The trail connections were planned as part of the S.P. 1002-61 project but were never constructed. The third trail segment is along Highway 101 beginning approximately I-mile south of Highway 5. This section of Highway 101 is planned to be turned down to Carver County in the future. The City would like to fonnally request a Limited Use Permit for the trail connections. Attached for your use are two construction plan sets for the trail connections. Pe¡mit applications have been sent to Keith Van Wagner previously. We'd be pleascd to meet with you andlorother staffmembcrs to explain the project and answer any questions if it would help speed up the LUP process.
