City Council approval requires a simple majority vote of the City Council present. DISCUSSION Annually, the City considers replacement of vehicles and equipment that have reached their life expectancy and are showing signs of needing major maintenance. It has been the City's practice to replace vehicles and equipment that are over 10 years old before major repairs are required. The vehicles and equipment needing to be replaced are used extensively and have to be reliable to maintain appropriate City services. JUSTIFICATION Planning & STREET DEPARTMENT — DUMP /PLOW TRUCK Natural Resources The 1995 Ford LS800 single -axle dump truck to be replaced is 19 years old. This Phone: 952.227.1130 vehicle is used for snow plowing, sanding, hauling fill and blacktopping. The dump Fax: 952.227.1110 box cab and chassis are rusted and the frame is spreading apart from the years of Public Works plowing and hauling. The snow plow is rusted through in many places. The new 7901 Park Place truck box would be constructed with stainless steel which will not corrode like steel Phone: 952.227.1300 and would not need to be painted. Stainless steel will result in a substantial savings Fax: 952.227.1310 on upkeep and repairs. This truck will be traded with a trade in value of $17,000. Senior Center PARKS DEPARTMENT— PICKUP Phone: 952.227.1125 The 1997 pickup to be replaced, #418, is 17 ears old. This truck was used for snow Fax: 952.227.1110 p P p y plowing and sanding trails. This truck will be sold at auction with an estimated www.ci.chanhassen.mn.us resale value of $3,000. Chanhassen is a Community for Life - Providing for Today and Planning forTomorrow Paul Oehme Purchase of 2014 CIP Equipment March 24, 2014 Page 2 PARKS DEPARTMENT — SKID LOADER The 2002 773 Bobcat Skid Loader to be replaced has 3,500 hours on it. This machine is in need of expensive repairs. The drive chains, pins and bushings are getting worn. The tracks need to be replaced at a cost of $7,000. COMMUNITY DEVELOPMENT — INSPECTION VEHICLE The 2001 Ford Ranger, #603, to be replaced is 13 years old. The body, fuel lines and brake lines are rusting. This vehicle is used by Building Inspections. This truck would be sold at auction with an estimated resale value of $2,000. ENGINEERING DEPARTMENT — ENGINEERING VEHICLE The 1994 Crown Victoria is 20 years old. The body, brake lines, fuel lines, and oil pan are very rusty. The brake system is in need of repair. This vehicle would be sold at auction with an estimated resale value of $500. MAINTENANCE GARAGE — IRONWORKER The Scotchman ironworker to be purchased would be a good addition to our shop equipment. We keep our equipment longer and as a result end up doing a lot of structural repairs. This machine can punch, shear, and bend metal to make the parts that are needed to repair our equipment. We also build equipment for the other departments such as ball field drags for the Parks department, snow plow frames to mount a plow on a tractor, and many other projects. This machine will save time punching holes instead of drilling, shearing instead of sawing, and will be able to bend metal or fabricate special parts. We would not have to outsource jobs. MAINTENANCE GARAGE — LINE STRIPER The 1994 Graco GM5000 Line Striper is 20 years old. It is used to paint pavement markings and stripe lanes on roads. This purchase will ensure timely and reliable pavement marking operations. BIDS AND QUOTES All bids are from the State of Minnesota purchasing contract (with the exception of the Ironworker and Line Striper which were quoted).
