Public Gathering Permit, Water Skiing Tournament at Lake Susan Park
Ms. Pam Mueller, State Coordinator for the Minnesota illternational Novice Tour (INT)
is requesting approval of a Public Gathering Permit to hold their fifth annual water-ski,
wake-board and knee-board tournament at Lake Susan Park on June 1 and 2, 2002. INT
is a non-profit company that promotes organized water-skiing, wake-boarding, and knee-
boarding. The company started eight years ago and currently has support in many states.
If approved by the Park and Recreation Commission, the water-skiing tournament would
be held on Saturday, June 1 from 8:00 a.m. to 3:30 p.m. The wake and knee-boarding
tournament is planned for Sunday, June 2 from 10:00 a.m. to 3:30 p.m. The slalom
course would be set up 40-50 yards south of thè sandy beach area, just west of the public
access.
If INT would like to hold their tournament headquarters in the picnic pavilion at Lake
Susan, there would be a reservation fee of $250 per day. This fee is consistent with
previous years.
ill previous years, INT tournament organizers, lake residents, and the Park & Recreation
Commission established conditions to help the tournament run efficiently. These same
conditions will apply to this year's tournament and are listed below:
I. Tournament guides will be sent to alllakeshore residents of Lake Susan
informing them of the tournament.
2. A zero tolerance policy on inappropriate behavior will be in place and any
competitor not following the policy will be asked to leave.
3. A meeting with all volunteers and competitors will take place to explain the zero
tolerance policy.
4. There will be a volunteer monitoring the boat access to ensure that it remains
open to all boaters.
5. INT has invited the residents to bring any concerns to their attention during the
tournament to be corrected immediately.
Alllakeshore property owners have been notified of INT' s request. Ms. Mueller has
again been very cooperative in answering questions regarding the tournament and she or
another representative will be attending the meeting to answer any questions. The five
previous tournaments were very well organized and moving the date earlier in the
summer proved to be the right decision again last year.

RECOMMENDATION
It is staffs recommendation that the Park and Recreation Commission recommend
approval to the City Council for INT's request for a public gathering permit to host a
water-ski, wake-board, and knee-board tournament at Lake Susan Park on June 1 and 2.
It is also recommended that INT pay the reservation fee of $250 per day to reserve the
Lake Susan Pavilion. Staff also recommends that a $1,000 deposit check be submitted
prior to the event to cover any unforeseen damages. There have not been any problems
with INT's tournament in the past, and if none occur this year, the deposit check will be
returned promptly.
STAFF UPDATE
The Park and Recreation Commission reviewed this itern at their meeting on
February 26, 2002. After discussion, the commissioners voted unanimously to
recommend approval to the City Council for the Public Gathering Permit for !NT
to host a water-ski, wakeboard, and kneeboard tournament at Lake Susan on June
1 and 2, 2002. The commission also recommends that !NT pay the reservation
fee of $250 per day to reserve the Lake Susan Pavilion and to provide a $1,000
deposit check prior to the event to cover any unforeseen damages. If damages do
not occur, the deposit check will be returned promptly.
