City Council approval requires a simple majority vote of the City Council present. State Aid Cities can request advancement of state aid funds, without interest, if the municipal state aid account has enough funds in the account to cover the requests. The advancement of state aid funds for the Lyman Blvd. improvements is to help pay for the City's portion of the improvements. The City is responsible for 50% of the project cost not paid for by federal funds based on the Master Agreement for Lyman Boulevard with Carver County. The City's total project cost share is estimated at $1,700,000. The total project cost is $7,396,000. There may be additional right -of- way costs the city will need to help fund since not all the parcel acquisitions have been settled. The requested advancement takes into consideration some future settlement costs. The City is also using state aid funds, in the amount of $700,000 this year to help pay for the City's share of the 101 Minnesota River Reconnection project. The City will have this advancement paid off in three years based on the current annual allotment. The City can still advance two years of the City's yearly allotment for future projects if the state aid account has enough funds.
