DATE: SUBJ: Public Hearing on Feasibility Study; Authorize Preparation of Plans & Specifications and Approve Consultant Work Order for 2002 MSA Roadway Improvement Project 01-08 Requested Action Council is requested to: · Hold the Public Hearing · Accept the Feasibility Study · Authorize Preparation of Plans & Specifications · Approve the Consultant Work Order Discussion The City Council has previously received the feasibility study for the project. The study recommends rehabilitation of the following streets: Teal Circle Wood Duck Lane Ringneck Drive Pheasant Drive White Dove DirVe Lake Lucy Lane Melody Hill Road Steller Circle Pintail Circle Wood Duck Circle Pheasant Circle Partridge Circle White Dove Circle Whitetail Ridge Court Moline Circle The total cost of the rehabilitation project based on the recommendations in the report is estimated at $533,272. In addition, the report recommends increased maintenance and future improvements to the Koehnen Circle/63rd Street, Lake Susan Hills, and Utica Lane neighborhoods. These neighborhoods were not done in 2002 due to budget constraints. The maintenance would be done within the existing City budget. Assessments are proposed for the rehabilitation projects and calculated as follows: Total Project Cost = 60% Paid by City + 40% Assessed to (MSAFund abutting Property and Levy) Owners Assessment Amount = Per Parcel 40% of Total Proj ect Cost Total Number of Parcels Assessed The City of Chanhassen . Todd Gerhardt March 6, 2002 Page 2 There are three levels of work that were considered for the streets: reconstruction, rehabilitation, and maintenance. Rehabilitation includes the repair of problem areas to full depth; milling of edge or full width of the existing asphalt; repair to existing catch basins and/or curb and gutter; and overlay of2" of asphalt. Maintenance would include pothole filling; patching; crack sealing; and seal coat treatments. Roads were selected based on the City's Pavement Management System. Rehabilitation is substantially less expensive than reconstruction. If roads are rehabilitated in a timely mauner, reconstruction can be avoided unless utility work is required. The Request for Proposals and Consultant selection for the Feasibility Study included the preparation of plans and specifications. The Consultant has reviewed the original proposal and made adjustments based on the recommendations in the feasibility study. Recommended Motion Move to accept the feasibility study and authorize preparation of plans and specifications for City Project No. 01-10 as recommended in the feasibility study. Also move to approve the Consultant Work Order for the preparation of plans and specifications and construction engineering in the amount of $55,000. Registration No. 19621 2002 RESIDENTIAL STREET IMPROVEMENTS CITY OF CHANHASSEN, MINNESOTA City Project 01-10 Introduction The City of Chanhassen has begun to implement a pavement management program. The goal of the program is to preserve and improve the streets within the City. This year a number of project areas were identified. These neighborhoods are shown in Figures 1-4. Each project area has been field reviewed and recommendations for the necessary repairs and improvements are listed below. Because the City has not budgeted for these types of improvements in the past, there are not enough funds allotted in 2002 to do all of the proposed improvements this year. This year one project area will be done, and the remaining projects scheduled for the future. Initiation The project was initiated by the City Council. A 4/5th-majority vote of the City Council is required to order the project. Improvements Four neighborhood project areas were identified by the pavement management program. These areas were then field reviewed. During this field review we looked at pavement surface condition, types of cracking, drainage problems, and the condition of the curb and gutter. Recommendations were then made based on discussions with City staff, previous engineering experience, and cost of the improvements. Our goal with this project is to build a new pavement surface that will last 20 years with normal maintenance, improve the appearance of the neighborhood, and reduce special maintenance costs. Area 1 - Pheasant Hill Park and Area 3 - lake Susan Hills The streets in this area are up to City standards for width and structural strength. It appears that past maintenance work includes some crack sealing and seal coating. The pavement suffers from random cracking throughout the neighborhood. If left unattended, the cracking will soon become more pronounced, with potholes beginning to develop. Other problems include settlement areas in the street and in the curb line, catch basins rings that are deteriorating, and heaving around catch basins. We recommend that repairs be made and that the pavement surface be reclaimed and a new pavement constructed. Specifically each catch basin and manhole should have the rings inspected and replaced as necessary. The interior of the structures should also be inspected and repaired as necessary. Concrete curb and gutter should be inspected for settlements and serious cracking. Faulty sections should be replaced. It is anticipated that about 5% of the curb and gutter will need to be replaced. Where the pavement has settled, those areas should be excavated 1-2 feet below sub-grade, compacted, and filled with sand and gravel base. 1 12425..01 No work is recommended for residential driveways or other off road areas. There is a 150 foot section of Osprey Lane in the Lake Susan Hills area that has not been constructed to City standards. It is recommended to upgrade this short section of roadway to City standards when that area is done. Area 2 - Kohnen Circle I West 63rd Street The streets in this area are not up to City standards for width or structural strength. It appears that seal coating has been done in the past. The pavement has extensive random cracking and numerous patches. There is bituminous curb in some areas. There are very limited drainage improvements; surface water is typically directed overland to low points and swales. We recommend that the street in this area be reconstructed to the City standards with a granular base and concrete curb and gutter. The street width should match the City standard of 31-feet as closely as possible. Along with the street reconstruction the public works has recommended that the sanitary sewer and water mains in this neighborhood be replaced. The water mains in this area are an older style of cast iron that is prone to breaking. It would be unwise to rebuild the street and not replace the water main. The sanitary sewers are also in poor shape. They require constant cleaning due to numerous sags and depressions in the pipes. We are recommending that the sewers be replaced before the street is upgraded. Storm sewer would be necessary with the new curb and gutter. No storm water ponds are shown for this area in the City's comprehensive plan. However, many communities are finding that rainwater gardens provide an economical method of reducing storm sewer costs, while at the same time, improving water quality. Area 4 - Utica Lane The streets in this area are not up to City standards for width or structural strength. It appears that seal coating has been done in the past. This overlay was not assessed at the time, and was not considered a permanent improvement. The overlay has served its purpose, but now a number of reflective cracks are showing though the new pavement. This cracking will continue to get worse over time. The City staff does not have a current televising report for the sanitary sewer in this area. This should be done prior to any street work being done. Also a review of the water mains should be done during the planning process. Statement of Feasibility The recommended street improvements are feasible from an engineering standpoint. The economic feasibility will be determined by the City Council and the property owners involved. Permits and Approvals The Minnesota Department of Health for water main extension. Carver County for work within their right-of-way. Estimated Project Costs The prices quoted herein are estimates only. The actual cost of the work will be determined through the public bidding process. A detailed cost estimate is located in the Appendix. Bonding may be necessary to do some of the projects. At this time the City does not have a set assessment policy for street improvements. We are recommending that the City consider a 60%-City 40%-assessed split for these street improvements. Other Cities typically assess street projects such as these on a per unit basis. Using this method, each buildable lot within each project area receives the same assessment. Because homes within a neighborhood have generally the same property value, it is assumed that each property benefits equally from the improvement. It is our experience that this method is generally received well by the public as a simple and fair way to assess street improvement projects. For the town homes located within the Lake Susan Hills area, we are recommending that each town home unit receive y.; of a single family lot assessment. Recommended Course of Action Due to the limited funds available in 2002, the City staff has reviewed the estimated costs, along with the overall condition of the streets and determined that not all of the project areas can be improved in 2002. We would recommend the following course of action be used to upgrade these streets in a timely manor. 4 12425-û1 2002 · Proceed with Pheasant Hill Park project. This project has a cost in line with available budget. · Perform maintenance and repair work in Lake Susan Hills area as preparation for a future project in 2 to 5 years. 5 Year CIP · Schedule Kohnen Circle / West 63'd Street area project. The scope of this project will require a years worth of preparation. Poor sanitary sewers make this project a high priority. · Schedule Utica Lane area project.
