Trunk Highway 5 and Lone Cedar Lane, Joseph Mitlyng/MnDOT

I We have received a request from Mr. Joseph Mitlyng, resident at
3800 Arboretum Boulevard, to enter into a cooperative agreement
with MnDOT to construct a frontage road to access his property.
Mr. Mitlyng's driveway presently accesses directly onto Trunk
I
Highway 5 and poses a traffic safety issue. The access has sight
distance and grade problems making it difficult to enter and exit
Trunk Highway 5.
IStaff has been working with Mr. Evan Green, Project Manager at
MnDOT, and the resident to develop alternative street accesses.
I The City presently has a 60-foot wide right-of-way (undeveloped)
from Lone Cedar Lane to Mr. Mitlyng's property (see Attachment
#1 ) . The area consists of rolling terrain with a number of
trees . Staff reviewed a private driveway concept prepared by the
I resident across the City's right-of-way to the resident's
property but felt the impacts due to grading and tree removal was
excessive, not to mention very costly, to the property owner.
IMnDOT is also interested in reducing the number of accesses onto
Trunk Highway 5. Mr. Green has prepared an alternative street
I access to the property (Attachment #2) . ,Mr. Green's design
proposes extending Lone Cedar Lane to the Mitlyng property. The
street would be located partially in MnDOT right-of-way to help
reduce impact on the adjacent property. The street would be
I built to urban standards with storm sewers to eliminate the need
for ditches. As a part of this frontage road, the State is also
looking at eliminating the Lone Cedar Lane access onto Trunk
I Highway 5. This intersection has similar sight distance and
grade problems as Mr. Mitlyng' s driveway. If the intersection
was eliminated, Lone Cedar Lane would become a cul-de-sac of
I approximately 2,000 feet, within the City' s general policy of
2 ,640 feet maximum.

The project would be scheduled for early 1991 construction. The
estimated cost of the project is $25 ,000 . Under MnDOT
guidelines, the State would fund two-thirds of the storm drainage
' cost and all of the street construction except for the curb and
gutter on the resident's side. The City would also be
responsible for the preparation of plans and specifications. The
' estimated cost to the City is $10 ,000 . Since the project
benefits the adjacent parcels, the City may elect to assess the
project according to 429 statutes.
As this is only a preliminary design, we are not proposing to
approve the street layout but only requesting the State to enter
into a cooperative agreement to provide funding for a portion of
' the construction of a frontage road. This would be similar to
the project on Trunk Highway 101 at Choctaw and Sandy Hook where
the State is participating in the costs of constructing right
' turn lanes . Therefore, it is recommended that the City Council
adopt a resolution requesting MnDOT to enter into a cooperative
agreement to provide funding for a portion of the construction of
' a frontage from Lone Cedar Lane to the west line of Mr. Mitlyng' s
property.

City Engineer 's Comment
As Trunk Highway 5 improvements continue in the future past this
property, elimination of these access problems will become
increasingly important. Obviously, cost and participation needs
' to be worked out in detail. This would be done as part of the
City ' s design effort. Similarly, the closing of the Lone Cedar
connection to Trunk Highway 5 may meet with some objections from
the neighborhood and needs to be discussed. The design also will
need to address a cul-de-sac turnaround.
Approval of the cooperative agreement request is recommended and
' authorization of the design with the understanding that the above
issues need to be worked out and could cancel the project if
insurmountable.

Dear Mr. Warren,
This letter is to request the City of Chanhassen to enter ,
into a cooperative development agreement, with the
Minnesota Department of Transportation, to develop an
alternative road access to my property.
My access is presently directly onto Highway 5. This
access is hazardous, and increasingly so, with additional 11
people moving to Victoria and Waconia. There have been
several accidents in this stretch of Highway 5. My
family was involved in one accident, while turning into
my driveway.
The state is also concerned with the hazards of my
present highway access. Meetings which you, David
Hempel , and I have had with Mr. Evan Green, a project
manager for Mn/DoT, have indicated Mn/DoT would like to
eliminate the access. '
Developing an alternative road access, through a
cooperative development agreement with Mn/DoT, appears to
be a reasonable way to address the cost and safety issues
involved.
