At the April 30 , 1990 work session, Council was presented with a
preliminary draft of the concept plan for establishing a storm
water utility. My interpretation of the meeting was positive
' with the exception of the concern issued for the financial impact
to agricultural property in the City. In that draft, a
$2 .03/acre quarterly cost was shown for the properties zoned A-2.
A revised draft report has been prepared by SEH using a $.50/acre
flat rate for the A-2 and undeveloped area. Staff has not had
' time to study the report in detail and a verbal presentation will
more adequately address the specifics of this draft. In general
terms , the RSF and RR rates rise considerably when the
agricultural and undeveloped rates are reduced from a runoff
' basis to a flat $.50/acre cost. Council needs to consider this
very carefully in this concept and this will be addressed more
specifically in the presentation Monday night.
Our project schedule calls for a mid-June public information
meeting to receive public input on this document and, if
' warranted, an additional work session could be held June 18 with
the Council to further refine this concept.
As noted in the attached May 9, 1990 edition of the Star Tribune,
' the City of Eagan is receiving praise for adoption of its
comprehensive water quality management plan. Our capital
improvement program which would be funded from the storm water
utility district is anticipated to similarly have a water quality
management plan as one of its elements. Also, you will note in
the article the Eagan City Council is expected to adopt a storm
water utility district this month and single-family residences

are proposed to be assessed $4. 56/quarter and
commercial/industrial developments $21. 84/acre/quarter. The
revised draft of our report provides the Council with additional
cost comparisons from a few other established utility districts.
The action requested at Monday night's meeting would be for the
Council to authorize staff to schedule a public information
meeting for mid-June to review this concept with the public and
we will obviously incorporate the comments and thinking from
' Monday night' s meeting into this report prior to that meeting.
If Council would also be interested in a further work session on
this matter, this could be scheduled for June 18, 1990.
