Downtown Redevelopment, Phase II, Project No. 86-11B 1 2 . North Side Parking Lot, Project No. 87-17 3 . Lake Drive (TH 101 to CSAH 17 ) , Project No. 88-22A The preliminary assessment rolls have been prepared consistent with the assessment policies which were approved in the 1 feasibility studies for these projects . Certification of these assessment rolls to the County for collection of taxes in 1991 is necessary in order to comply with the revenue schedule forecasted in the bond defeasance schedule. As a result, it was necessary 1 for BRW to estimate any costs necessary for completion of these projects since all three of them are close, but not yet completed. BRW has been "burning the midnight oil" to complete these rolls in time for this agenda. This may necessitate a separate delivery on Friday of any rolls which were not able to be 1 attached to this agenda item at the time of delivery of the original packet. 1 In order to certify the final assessments to the County by the required October 10th deadline, the preliminary assessment roll needs to be accepted at Monday night's meeting and a public 1 hearing called for September 10 , 1990. Specific comments and any objections would then be received by the Council at the September 10th meeting with adoption of the roll to happen after the hearing that night. This will then allow the required 30 days 1 for payment or appeal of the assessments prior to certification 1 - II Don Ashworth I August 22 , 1990 Page 2 to the County on October 10th. In accordance with City policy, the assessment payment schedule will coincide with the bond defeasance schedule, that being 10 years. Similarly, the interest rate would be set with the adoption of the final roll on September 10th and is recommended to be 8% based on a bond interest rate of 6.624%. The specifics of the rolls and the specific assessment costs are addressed in the specific BRW reports. It is therefore recommended that the preliminary assessment rolls for Project Nos . 86-11B, 87-17 and 88-22A be accepted and a public hearing called for September 10, 1990 . , ktm Attachments: 1. We would like to take this opportunity to review with you specific information about the assessment roll , so that you and the City Council are aware of the pertinent information applicable to the public hearing. This letter is intended to summarize the following information: #1 Public Notice Information #2 Estimated Project Costs #3 Assessment Methodology It is difficult to provide all of the necessary information pertinent to the project because of the project size, complexity, and the number of properties involved. However, the synopsis provided below should provide some of the cri- tical information needed for the public hearing. #1 Public Notice Information The following data applies to the public notification process for this pro- ject: o Records indicate that all property owners proposed for final assessment were notified of the initial project public hearing, assuming they were the owner of record at that time. Copies of the notice mailings are on record in your office. The notification appeared in the Villager on August 23, 1990. The notice included individual property identification numbers and a legible map of the proposed assessment area. o Individual notices of assessment will be mailed to the property owners identified on the final assessment roll on Monday, August 27, 1990, in postage paid envelopes from Minneapolis, Minnesota. Copies of the notice mailings will be submitted to your office for your records. #2 Estimated Costs Project costs used to establish the final assessment roll are final costs. The project has been completed with the exception of final punch list related items and firer ' quantity negotiations. BRW personnel have made every effort to revie, each bid item, as well as any other items of work to establish accurate milt" data, and to estimate the final quantities of work. In all cases we have estimated the final costs as accurately as possible. #3 Assessment Methodology Specifics of the assessment methodology used in establishing the final assessment roll are described below: ASSESSMENT METHODOLOGY SUMMARY A. Sanitary Sewer Sanitary sewer assessments are assessed to the benefitting property on a front footage basis where new service has been provided. B. Water Main Water main assessments are assessed to the benefitting property on a front footage basis where new service has been provided. C. Storm Sewer - Consistent with current City policies, one-half (1/2) of the cost of the storm sewer system was assessed. Assessment is proposed against Downtown Phase II areas contributing to the new storm sewer system based upon the contributing drainage area of each parcel within the Downtown Phase II area. Mr. Gary Warren August 24, 1990 Page 3 D. Roadways - Roadway assessments are assessed to the benefitting property on a front footage basis where a new roadway has been constructed. Parking lot improvements for the Chanhassen Dinner Theatre (Frontier Development) have been assessed at full cost. E. Landscaping - Landscaping has been assessed at one-half (1/2) of the cost on a front footage basis to all abutting properties. The Chanhassen Dinner Theatre (Frontier Development) was previously assessed for landscaping and is not assessed as a part of this project. F. Streetlighting - Streetlighting has been assessed at full cost on a front footage basis to all abutting property. The Chanhassen Dinner Theatre (Frontier Development) parking lot lighting has been assessed at full cost. Attached for distribution and use are copies of the proposed final assessment roll and drawings illustrating the proposed assessment areas for each of the items of work. We will be present at the Public Hearing Monday, September 10, 1990, to respond to any assessment issues raised. This letter is intended to summarize the following information: #1 Public Notice Information #2 Estimated Project Costs #3 Assessment Methodology It is difficult to provide all of the necessary information pertinent to the project because of the project size, complexity, and the number of properties involved. However, the synopsis provided below should provide some of the cri- tical information needed for the public hearing. #1 Public Notice Information The following data applies to the public notification process for this pro- ject: o Our records indicate that all property owners proposed for final assessment were notified of the initial project public hearing held in February of 1989, assuming they were the owner of record at that time. The notification appeared in the Villager on August 23, 1990. The notice included a legible map of the proposed assessment area. o Individual notices of assessment will be mailed to the property owners identified on the final assessment roll on Monday, August 27, 1990, in postage paid envelopes from Minneapolis, Minnesota. Copies of the notice mailings will be submitted to your office for your records. #2 Estimated Costs Project costs used to establish the final assessment roll are in some cases estimated final costs. As you are aware, the project has not been completed at the time of the establishment of the final assessment roll . BRW person- nel have made every effort to review each bid item, as well as any other items of work to establish accurate "as-built" data, and to estimate the final quantities of work for those items not completed. In all cases we have estimated the final costs as accurately as possible. The final assessment roll is based upon accurate cost data for the sanitary sewer work, water main work, storm sewer work, and most of the demolition and grading work. We estimate that the final costs for these items should be within one percent of those used in the final assessment roll . Areas of work which are not complete, and required estimates for work remaining to be completed are: the parking lot finishing work including, sidewalk, wear course paving, landscaping and parking lot lighting. #3 Assessment Methodology The final assessment roll was prepared using the methodology implemented during the establishment of the preliminary assessment roll for the feasi- bility study. The exception to this are those ins1dnces where City Council action during the project public hearing directed assessment policy revi- sions, or where parcel areas or dimensions have changed to reflect correc- tions or ownership changes. Specifics of the asses ment methodology used in establishing the final assessment roll are described below: ASSESSMENT METHODOLOGY SUMMARY A. Sanitary Sewer Sanitary sewer assessments are assessed against the property to be served on a lump sum basis. Mr. Gary Warren August 23, 1990 Page 3 B. Water Main - Water main assessments are assessed against the property to be served based upon a percentage benefit for domestic water service and/or fire protection. C. Storm Sewer - Assessment is proposed against areas contributing to the new storm sewer system based upon the contributing drainage area of each parcel within the project area. D. Parking Lot - Parking lot improvements are assessed against abutting properties bene- fitting by the improvements, on a parking demand/supply basis. E. Sidewalk/Landscaping - Sidewalks/landscaping improvements are assessed to abutting properties benefitting by the landscape improvements on a percentage basis. Attached for distribution and use are copies of the final assessment roll and drawings illustrating the proposed assessment areas for each of the items of work outlined above. We would like to take this opportunity to review with you specific infor- mation about the assessment roll , so that you and the City Council are aware of the pertinent information applicable to the public hearing. This letter is intended to summarize the following information: #1 Public Notice Information #2 Estimated Project Costs #3 Assessment Methodology It is difficult to provide all of the necessary information pertinent to the project because of the project size, complexity, and the number of properties involved. However, the synopsis provided below should provide some of the cri- tical information needed for the public hearing. #1 Public Notice Information The following data applies to the public notification process for this pro- ject: o Records indicate that all property owners proposed for final assessment were notified of the initial project public hearing held on December 12, 1988, assuming they were the owner of record at that time. The notification appeared in the Villager on August 23, 1990. The notice included individual property identification numbers and a legible map of the proposed assessment area. o Individual notices of assessment will be mailed to the property owners identified on the final assessment roll on Monday, August 27, 1990, in postage paid envelopes from Minneapolis, Minnesota. Copies of the notice mailings will be submitted to your office for your records. #2 Estimated Costs Project costs used to establish the final assessment roll are in some cases estimated final costs. As you are aware, the project has not been completed at the time of the establishment of the final assessment roll . BRW person- nel have made every effort to review each bid item, as well as any other items of work to establish accurate "as-built" data, and to estimate the final quantities of work for those items not completed. In all cases we have estimated the final costs as accurately as possible. The final assessment roll is based upon accurate cost data for the sanitary sewer work, water main work, storm sewer work, demolition and grading work, landscaping and streetlighting. We estimate that the final costs for these items should be within one percent of those used in the final assessment roll . Areas of work which are not complete, and required esti- mates for work remaining to be completed are: the street finishing work 1 including the sidewalk and wear course paving. #3 Assessment Methodology The final assessment roll was prepared using the methodology implemented during the establishment of the preliminary assessment roll for the feasi- bility study. The exception to this are those instances where City Council action during the project public hearing directed assessment policy revi- sions or where parcel areas or dimensions have changed to reflect correc- tions or ownership changes. Specifics of the assessment methodology used in establishing the final assessment roll are described below: ASSESSMENT METHODOLOGY SUMMARY A. Sanitary Sewer Sanitary sewer assessments are assessed against the property to be benefitted on a uniform rate per acre basis. Mr. Gary Warren August 23, 1990 Page 3 B. Water Main Water main assessments are assessed against the property to be bene- fitted on a front footage basis. C. Storm Sewer - Consistent with current City policies, one-half (1/2) of the cost of the storm sewer system was assessed against those properties lying within this drainage area on a contributing drainage area basis. D. Roadways/Street Lighting/Landscaping - o Roadway assessments are assessed against benefitting properties on a front foot basis. (Costs associated with the construction of Surcharge Areas A & B are not assessed.) Lake Drive costs are assessed in full . Market Boulevard costs have been assessed to the equivalent value of a 36-foot roadway. o Lighting assessments are assessed in full to benefitting properties on a uniform front foot basis. o Landscaping assessments are assessed in full to benefitting properties on a uniform front foot basis. Attached for distribution and use are copies of the proposed final assessment roll and drawings illustrating the proposed assessment areas for each of the items of work.
