DATE: August 27, 1990 I SUBJ: Acknowledge State Estimated 1991 Levy Limit for Chanhassen (Requires Establishing Official Public Hearing Dates) 1 Attached please find the certification received from the State of 1 Minnesota requiring our city to formally establish a budgetary process. The figures to be published will be those received from the state ($2, 517,887 + local bonded debts of $745,100) . In making future publications regarding the amount of the certification, I staff will ensure that such is shown as "staff proposal" and that the Council has not endorsed this levy. Further, we will also make sure that the notices state that we firmly believe that the amount 1 which will eventually be levied in December will be considerably less than that established by the state for our city. Again, the certification process is exactly the same as has been followed for the past two years. As stated at the beginning of this memorandum, Ithe City Council must establish the process under which the budget will be adopted during the next three months. Staff would recommend that the official public hearing dates be set as December I 3 and 10, 1990. Please note that our option in setting these dates is restricted in that we cannot establish a date which has already been set by Hennepin County, Carver County, Minnetonka School 1 District or Chaska School District {we are the last to pick - state law) . It should also be noted that the official hearing date process does not change our intent to have work sessions in September dealing with projected shortfalls for 1990 nor work 1 sessions in October/November establishing Council goals/priorities for 1991.
