1 SUBJ: Accept Final Storm Water Utility District Report; Call for Public Hearing

Attached is the final storm water utility district ct report as prepared by Short
Elliott Hendrickson (SEH) . The report incorporates the input received from the
1 City Council workshop and the public information meeting which was held June 21,
1990. Page 12 of the report summarizes the typical charges which have been
modified in response to Council and public input. As noted therein, the charge
for agricultural property has been set at 500 per acre.
Based on current zoning, the program would generate approximately $86,700 per
1 quarter or $1,734,000 for the five-year program. Pages 10 and 11 present an
estimated five-year expenditure program which equates to this revenue picture.
A model ordinance is contained in Section 5 of the report along with a City
1 policy statement. This basically is the heart of the program and when adopted
will serve as the foundation for the fee and billing structure.
' Mr. Mark Lobermeier of SEH will be present at Monday night's meeting in case
there are any questions which need to be addressed. We are seeking Council
acceptance of this final utility report, including the draft model ordinance,
and call for public hearing for August 27, 1990 on the ordinance. Adoption of
the final ordinance at the August 27, 1990 meeting will allow for implementation
of the utility district in time for the utility charges to take effect January
1, 1991.
1 It is therefore recaunended that the City Council accept the attached Surface
Water Management Utility Report and model ordinance and call for public hearing
1 on the ordinance for August 27, 1990.
