Business Park 5th Addition) ; Authorize Preparation of

Project No. 85-13B
On July 23 , 1990 the City Council accepted the feasibility study
for the subject project and called a public hearing for Monday
night ' s meeting. Mr. Dick Potz of RCM will be present at Monday
' night ' s meeting to make a brief presentation on the project's
scope at the discretion of the City Council and to field any
engineering questions which may arise.
The total project cost is estimated to be $189,200 . The costs
are to be spread, consistent with the original project concept
and the development contract, on an acreage basis across the six
1 lots in the Chanhassen Lakes Business Park 5th Addition. A
special assessment reduction program is available to the
properties involved and questions in this regard can be addressed
by the Assistant City Manager .
After close of the public hearing, it is requested that the City
Council authorize preparation of plans and specifications for
this project.

I As you are aware , the bids for the Lake Susan Park Expansion
Project were opened Friday morning at 10 : 00 a.m. Three bids were
received as summarized in the attached bid tabulation from our
I consultants . As noted therein, the low bidder was Finley
Brothers Enterprises of Minnetonka , Minnesota.
The low bid is $309 ,185 . 28 . The engineer ' s estimate on the
I
project was $334 ,000 . From the prequalification materials
submitted and our investigation as to their credentials, we find
that Finley Brothers is well-experience and capable of performing
Ithis project.
It is therefore recommended that the Lake Susan Park Expansion
I Improvement Projet No. 89-3 be awarded to Finley Brothers
Enterprises in the amount of $309 ,185 . 28 .

Dear Mr . Warren :
Bids for the referenced project were received on August 10 , 1990 .
The low bid was $309 , 185 . 28 . Two other bids were received ford the
project with the high bid being $348 ,433 . 50 . It is our opinion t
that the bids are competitive and very favorable to the City .
The low bidder on the project is Finley Bros . Enterprises , DBA
Tennis West LTD of Minnetonka , Minnesota . The firm is a
I
partnership of brothers and has been in business since 1975 . The
firm specializes in the construction and maintenance of outdoor
athletic facilities that include tennis courts , basketball courts , I
baseball and softball fields , athletic fencing , seeding and
sodding . We have checked with references from the City ' s of
Waconia , Eden Prairie , Deephaven and Eagan along with some private
health clubs and find the comments to be quite positive . We have I
checked into the contractors ' cooperation , management of the
process , quality of workmanship and commitment to budget and
schedule . The response has been quite satisfactory .

A major issue on this project is the specialty skills required of
the contractor to properly construct the tennis and basketball I
courts and baseball field . In discussions with Finley Bros .
regarding their approach to this part of the construction , they
stated that they have had an exclusive relationship with Plehal
Blacktopping for all fine grading , gravel base and bituminous
I
paving work for the courts for the past 35 years . In addition
Plehal has done fine grading for all Finley Bros . baseball and
softball fields . Finley Bros . installs the aglime and fencing with
I
their owa crews and uses Nyen Excavating to do topsoil placement
and fine grading in the baseball field . Nyen has successfully
teamed with Finley Bros . on athletic field construction in Eagan
I
and Eden Prairie . Our reference checking has confirmed that Finley
Bros . has the appropriate experience to build these facilities .
