' Acquisition (SCADA) System

As noted in the attached July 31, 1990 letter from OSM, three
bids were received for the SCADA system. The two low bids were
within 8% of each other and the high bid provided by Turbitrol
1 Company was way out of the ballpark at over $200 ,000 above the
low bidder. Fortunately, the low bid is from Bentec Engineering
who the City has excellent experience with and who is intimately
1 familiar with our system. Therefore, we believe the low bid from
Bentec Engineering of $270,596 .00 to be a very responsive and
acceptable bid.
' The scope of this project has grown in capabilities and cost, the
most significant change being the June 25 , 1990 City Council
decision to go with radio communications instead of a
1 telephone-based system. Discussions with other communities such
as Burnsville and Chaska confirm that the radio system definitely
is the way to go. The way telephone lease costs continue to
1 increase, we expect to achieve a 5-year payback on the increased
capital costs required for the radio system.
Enclosed is the technical evaluation of the 952 MHz Radio
1 Telemetry prepared for the City by Dr. John DuBois. As noted
therein, "The results of the technical analysis, documented in
this report, shows that all proposed radio telemetry links are
satisfactory and that the transmission loss associated with each
link is small enough so that all telemetry links will be fully
reliable at all times. . . .even under the most adverse
1 propagation conditions, the new Chanhassen Public Works
Department radio telemetry network will operate satisfactorily. "
As noted in the attached July 21 , 1990 staff report, total
1 funding available in the 1990 budget with the modifications

recommended is $215 ,000 for this project. Approximately $10 ,000
had been set aside by the Finance Department from other funds for
purchase of the computer equipment which is included in the bid.
Further, the City currently spends approximately $4 ,000 per year
' for the maintenance contract on the existing telemetry system
which will be replaced by the SCADA system maintenance option.
The engineering and radio propagation study expenses of the
project will approximate $21 ,000 by the time the project is
' completed and accepted. We therefore are dealing with
approximately a $50,000 budget shortfall in 1990.
' To address this matter we are recommending that the scheduled
completion of December 31 , 1990 be extended to March 31 , 1991.
The March 31st deadline still allows us to be up and running with
the system in time for our higher flow and maintenance season.
' Similarly, this will allows us to address the budget shortfall in
the 1991 budget. Mr. Dean Sharpe of OSM will be available at the
City Council meeting to address any specific questions concerning
the bids and the system design.
It is therefore recommended that the City Council accept the low
' bid from Bentec Engineering Corporation of Eden Prairie for the
Supervisory Control and Data Acquisition System, City Improvement
Project No. 90-3 in the amount of $270,596.00 and that the
project completion dates be modified to indiciate February 28 ,
' 1991 for substantial completion and March 31, 1991 for punch list
completion.

Manager's Comments: This memorandum is difficult to write.
' Included in the administrative section is a memorandum to
department heads and all city employees discussing the budgetary
shortfall that the city is currently faced with. The $300,000
shortfall could easily be balanced, in terms of sheer dollars, by
' deleting the proposed telemetry system. However, it does not work
that way. The monies collected in the sewer availability fund were
collected from developers and homeowners solely and specifically
for the purpose of upgrading the sewer utility system. To use

those dollars to make up for shortfalls in the general fund would
not only be improper, it would also be illegal. As noted in my
memorandum to all employees, the city does not operate solely one
business. We are operating nearly 140 separate businesses. Most
of those businesses have their own revenues and expenditures (sewer
availability fund being one) .
Although the general fund does have a budgetary problem, the sewer
availability fund does not share this problem. In fact, revenues
this past year exceeded expenditures by nearly $100,000 more than
had been projected. The primary drain on the fund continues to be
the inflow and infiltration program, but even that program can be
continued for many years into the future without significantly
impairing the current fund balance.
As stated earlier, this memorandum is more difficult to write. A
$300,000 expenditure is never easy to justify. However, the
benefits of the system far outweigh it's costs. Specifically, the
lift station at Carver Beach will overflow within two to three
hours after any type of failure, i.e. pumps, switching or
electrical outage. It is imperative that the city responds to any
failure as quickly as possible. At rates approaching 1,000 per
minute, a one or two hour delay can be devastating to Lotus Lake.
To imagine the scope of this problem, I would encourage Council
members to contact Phyllis Pope or Hibbert Hill to more vividly ,
understand the scope of the problem. Each of our lift stations
poses the same types of problems. Pat Swenson suffered two sewer
backups where her basement was 1-2 ft. deep in . Insurance
companies generally will not pay - treating such as an act of God.
Elwood McCary (Colonial Grove lift station - such being
approximately 100 feet from Lotus Lake) suffered over $10,000 in
damages this past year. I am not sure that I would be as
benevolent as Mr. McCary. Specifically, his sole concern was to
ensure that the city was in fact taking steps to ensure that this
type of problem does not occur in the future. Hopefully, Karen
will have had time to find some of the correspondence sent to Mr.
McCary assuring him that the city was in fact putting monies aside
to get to the point to fund the expenditure that we have in front
of us this evening. Finally, the installation of the telemetry
system will eliminate the necessity for the manual checks currently
being made by city personnel. This cost factor alone, over the
course of years, will exceed the total cost of the system alone.
In light of all the factors presented above, this office would
recommend approval of the low bid of Bentec Engineering. If the
Council should approve such, a budget amendment resolution will be
prepared for a future consent agenda.

I On July 27, 1990 at 11:00 a.m. bids for this project were opened. Three bids were received.
Bentec Engineering was the apparent low bidder. A bid tabulation is enclosed for your use.
il Two of the prequalified system suppliers did not submit bids. Autocon chose not to bid as
they felt they could not be competitive with other prequalified suppliers. Consolidated
Electric likewise did not submit a bid. Apparently there was a mixup on whom,
IConsolidated Electric or Waldor Pump, was going to bid this project. Through discussions
after the bid, Waldor Pump indicated their price would have been in excess of $300,000.
IThe project, as bid, has features added during the design stage which had significant impact
on project cost. These features and their approximate value are:
IMaintenance Contract - $22,000
Metal Antenna Poles - $10,000
I Backup Control Schemes - $15,000
Computer Equipment $10,400
Phone Dialer - $ 5,200
IThe maintenance contract provides an additional four (4) years of parts and labor warranty,
and was included to take advantage of bid pricing. The metal antenna masts are street light
I poles. These poles are planned for the sites where a more pleasing aesthetic appearance
is important. The backup control schemes provide enhanced reliability for the water system.

The estimate for this project was based upon the bids previously received and rejected for
this project. Under the original bid, the computer equipment (microprocessors, monitors,
printers, modems, etc.) were to be provided by the City. The decision to include the
procurement of this equipment in this project was based upon keeping total system
responsibility with one party. The phiine dialer Grizzifiiiitiori.*as enhanced to specify a
dialer with eight (8) times the alarm reporting capacity of. the dialer specified for the
previous bid. This will permit City personnel to respond directly to the site in alarm rather
than first visiting Public Works to determine the nature and location of the alarm. 1
As evidenced by bids for this project and by comparison to similar past projects, the low bid
price by Bentec Engineering Corporation is in line for a project of this magnitude.
Considering Bentec's good past record with the City and their low responsive bid for this
project, we recommend award of this project to Bentec Engineering Corporation.
To accommodate budgeting for this project, we recommend the project completion dates
be changed to February 28, 1991 for substantial completion and March 31, 1991 punch list
completion.

As will be recalled, the City -Council rejected bids for the
utility telemetry system on June 4, 1990 and authorized the
preparation of revised specifications to consider a radio-based
system as well as to more thoroughly research the system I
expansion potential . The ,firm of Orr-Schelen-Mayeron &
Associates was contracted to prepare the revised specification.
Staff has been actively involved in visiting similar
installations and some of the system suppliers to further define

the appropriate system for the City. Although painful and
time-consuming, I believe this has been very beneficial and the
system that we are currently specing will be a much better
system, although more expensive initially. II
A copy of the bid proposal form is attached and the overall
system plan is also provided for information. The biggest ,
modification to the proposal has been the decision to go with
radio telemetry ' for communicating between the remotes and the

The radio element is expected to add approximately $110,000 to
the installation cost of the system; however, it is expected that
II
the City would see a five-year payback of this initial cost based
on the savings in monthly telephone charges which we would have
incurred using telephone lines.

We have also upgraded the automatic dialer system in the spec
from that which was originally proposed to provide for discreet
alarms to be transmitted to on-duty personnel to identify what
specific site(s ) are experiencing problems allowing staff to
respond directly to the site instead of to the central computer
to interpret the alarm status . This will shorten response time
and more effeciently allow staff to respond to system problems.
This has added approximately $5 ,000 to the cost estimate.
The specification will provide one integrated system with new
remotes at all stations . It also has built-in flexibility for
the future for allowing additional analog inputs and outputs. In
an effort to avoid price gouging with future system add-ons, the
specification calls for bidders to provide their protocol
language for the central processing unit such that additional
RTUs (remote telemetry units ) can be acquired from any of a
number of manufacturers in the future and the City will not
experience sole source price gouging as a result.
The current cost estimate for the system ranges from $210 ,000 to
$225 ,000 . As noted, $110 , 000 of the increase is due to the radio
telemetry. The City had budgeted $100 ,000 between the sewer and
water expansion funds for this project. Fortunately, due to the
revised scope and low bid received for the Murray Hill water
tower painting, only $65 ,000 out of the $120,000 budget will be
needed for painting the water tower; therefore, $55 ,000 remains
in Fund 402 from this element. Similarly, staff had budgeted
$60 ,000 for watermain expansion on County Road 17. Due to some
mapping and as-built inaccuracies , the computer modeling of the
County Road 17 watermain was in error and a more recent modeling
with the accurate system configuration indicates no need for this
watermain improvement. Therefore, an additional $60 ,000 for this
element is available from Fund 402. This provides total
available funding of $215 ,000 which could be dedicated to this
project.
The specification has also been prepared to require the bidders
to guarantee their pricing for a period of one year such that if
budget restrictions dictate, the City could pare back the amount
of the award and add on additional elements of the telemetry
system in the 1991 budgetary year and still take advantage of the
current pricing obtained through the bidding.
It is therefore recommended that the revised plans and
specifications for the City 's utility telemetry system as
prepared by OSM be approved and authorization given for bidding.
The bid opening date is scheduled for July 27, 1990.

I am writing this letter to apprise you of the facts regarding ` 1�, �
the situation we spoke about. q/:
At approximately 1045 A.M. Sunday morning, September 24, 1989, corMc f
my wife and I returned home from church to find 2 to L. inches
of sewage and water in our basement finished family ,room, /CA.7-A
laundry room, bathroom and large storage room. We immediately
telephoned 911 and stated our problem. I became increasingly
concerned so I again telephoned 911 to reiterate and emphasize
the seriousness of our situation, About 30 minutes after I
called a Chanhassen City worker named Kurt came and informed
us that both lift pumps for this area had ceased to operate
causing the problem, but that he had successfully restored
the pumps to -operation. The sewage then began to recede
leaving us with the MESS and considerable damage.
Tzlis is the second time in two years that this nas occurred to
us--the first was during the so-called "hundred year flood" in
the summer of 1987.
Due to my impending transfer we have been preparing our home
for sale. This current situation has left us with considerable
monetary damage to the paneled walls, carpets and contents.
Furthermore, unless we can somehow rectify the situation, the
resale value of the property has no doubt been diminished.
Another aspect to be considered is the contamination of lawn
and lake when we swept out excess sewage, as well as, long
lasting offensive odor.
I anticipate further discussion with you regarding adequate
financial restitution and written assurance that permanent
and adequate safeguards are currently in place to prevent any
future problems of this nature.
