The type of operation that will be taking place in the building will be manufacturing industrial magnets. There are two applications being considered. The first being site plan approval for the Dexter Magnetic Materials building. The second being a request to replat the site combining 2 lots. into one lot. The building is proposed to be located north of Quattro Drive with parking lots to the east and loading docks to the west. Access will be gained through Quattro Drive. The architecture of the building meets the site plan ordinance requirements. The applicant is exceeding the number of parking stalls required by the ordinance. In part, the excess parking would be used to support an expansion of the building that is being conceptually illustrated. No approvals for the expansion are being sought or given at this time. The landscaping plan is satisfactory. The applicant has provided landscaping to the north and east of the site. Mature trees exist to the north of the site and therefore, additional landscaping in that area is not required. ' Signage and trash storage plans have not been shown. The applicant must submit plans for staff review and approval. Public utilities are available to the site from Quattro Drive. The proposed building meets the setback requirements of the Zoning Ordinance. ' On July 18, 1990, the Planning Commission reviewed Dexter Magnetics' application. Issues of concern were voiced from 11 residents of Eden Prairie abutting the site to the north concerning what the building would look like, whether this is going to create high traffic volumes, the type of equipment that would be used on the building, how much noise it would create, and the type of lights used on the building. In response to those concerns, there is an existing berm that separates the residential area in Eden Prairie from the industrial office park in Chanhassen. This berm ' is heavily wooded, especially on the side abutting the residential area in Eden Prairie. The Planning Commission was concerned with the number of conditions staff had proposed in the report. Since ' then each of these conditions has been addressed and been met. The staff report has been revised to accurately reflect the revised plans. Staff is recommending approval of this site plan and subdivision request with the appropriate conditions. SITE PLAN/ARCHITECTURE The site is located to the north of Quattro Drive. The site plan is fairly straightforward. Access is gained from Quattro Drive. Parking will be located to the east of the site. The truck loading area will be located to the west of the site. The truck loading area is completely screened from off-site views by the existing I Dexter Magnetic Materials July 18, 1990 Page 3 I berm and mature trees. Building architecture meets the site plan ordinance requirements. The main material used for the exterior facade is rock faced concrete brick with a single score concrete brick that will be used to accent the building. Rooftop equipment is proposed and will be painted with a color matching the roof color, rather than using fencing for screening. Staff feels that this is an acceptable proposal. The rooftop equipment will not be seen from Quattro Drive due to the berm to the south of the property nor will it be visible from the north due to the elevation of the site and the existence of mature trees which form a barrier between the residential area located in the City of Eden Prairie and the subject site. The applicant has not shown where the trash enclosure will be located. The trash enclosures should 1 be shown on the site plan and must be screened. PARKING/INTERNAL CIRCULATION i Parking requirements for the office portion of the building is 3 parking stalls per 1000 square feet which amounts to 18 parking stalls. The manufacturing facility is proposing to accommodate a maximum of 13 employees. Thirteen parking stalls will be required as the ordinance calls for 1 parking stall per employee. The warehouse and shipping area has a total area of 4,000 square feet which translates to 4 parking stalls as the ordinance requires 1 parking stall per 1000 square feet. The total required parking stalls is 35. The applicant is proposing 44 parking stalls which exceeds the minimum requirements and which could accommodate the future expansion that is conceptually illustrated. There is one minor change to the layout of the parking lot being requested. A maneuvering area to the north of the proposed parking lot must be provided to allow vehicles adequate space to back out of the stalls located at the far north side of the parking lot. Dexter Magnetic Materials July 18, 1990 Page 4 • ACCESS. The plans propose two access points onto Quattro Drive. The first access leads to the parking lot which has a width of 24 feet. The westerly access has a width of 36 feet to accommodate truck turning movements and fire trucks. The proposed radius cuts afe adequate for truck movement. Grades have been lowered to 8% to satisfy staff requirements. LANDSCAPING The landscaping plan is well conceived. The landscaping plan shows a concentration of trees along the southerly side of the site with preservation of some existing vegetation. Due to entrance grades and alignment of the easterly driveways, three mature oak trees will be lost. The applicant is replacing these trees by adding additional landscaping to the west portion of the site. We also believe that the landscaping in front of the building and the parking lot is well designed. The landscaping plan proposes landscaping for the northerly portion of the site. Some mature trees will be preserved in the northwest corner and the southwest corner of the site. We believe that the screening of the truck loading area is adequate. There is a number of existing mature trees screening the loading docks from Quattro Drive. Due to steep grades south of the proposed building and west of the entrance to the loading dock area, some trees would be lost. To prevent this from happening, the applicant must provide retaining walls to maintain the existence of these trees as needed. Attachment #1 shows where retaining walls are required. Staff has provided an illustration indicating where retaining walls will be required. The applicant is showing seeding and sodding of all disturbed areas. Under the revised site plan ordinance, financial guarantees for landscaping and other site improvements are required. LIGHTING Lighting locations are illustrated on the plan. Only shielded fixtures are allowed and the applicant must demonstrate that there is no more than 0.5 foot candles of light at the property line. SIGNAGE Signage plans should be submitted for staff review and approval. Stop signs must be posted on the driveway access to Quattro Drive. . DATE: August 7 , 1990 SUBJ: Site Plan Review for Lots 5 & 6 , Block 1, ' Park One 3rd Addition - Dexter Magnetic Materials Division File No. 90-21 Land Use Review , GRADING Approximately two-thirds of the existing site is proposed to be graded. A revised grading plan has been submitted showing proposed contours over the entire site including pavement areas. The majority of the slopes are 3:1 or flatter. However, a retaining wall will be required along the west side of the westerly driveway since a graded slope would be too steep to , � properly stabilize. Retaining walls may also be required, on an as necessary basis , to save existing trees in the area between the building and Quattro Drive. Type III erosion control is shown on the revised grading plan. . This erosion control shall be installed prior to initiating grading operations and shall be maintained throughout the duration of the project until such time that turf is established over disturbed areas. DRAINAGE The natural drainage system for the site is from northwest to south and southeast. The proposed grading plan will maintain a very similar grading or drainage scheme. Catch basins and storm sewer are proposed to be installed in the parking lot area east of the proposed new building. This proposed storm sewer will connect into an existing storm sewer facility on Quattro Drive. The existing storm sewer system outlets to a detention pond on the south side of Quattro Drive. 1 1 1 Sharmin Al-Jaff August 7 , 1990 Page 2 DRIVEWAY ACCESS The site will be accessed via two driveways. The westerly entrance will be used primarily by trucks as an access to the loading dock area. The width of the entrance has been increased to 36 feet as requested by the City. Both the parking lot and the truck loading dock area are proposed to be constructed of a 6-inch Class 5 base with a 3-inch 2341 bituminous mat and B612 curb and gutter. To increase the durability and life of the 1 parking lot and truck loading area, it is recommended that a seven ton design be used consisting of a 12-inch Class 5 base, 2-inch 2331 bituminous base and a 1i-inch 2341 bituminous wear coarse. This is not a requirement, only a strong suggestion. UTILITY SERVICES Utility and water services for the proposed building facility will be provided for via connection to an existing 6-inch water 1 stub and an existing 4-inch sanitary sewer stub near the southeast portion of the site. RECOMMENDATIONS 1. The applicant shall install and maintain Type III erosion 1 control around all disturbed areas of the site. 2. The applicant shall supply the City with the necessary financial securities for the project. 3. ACCESS II The plans propose two 24 foot wide access points onto Quattro Drive. It is anticipated that the westerly access will be used by I trucks destined to the loading docks. The Engineering Department is requesting that the westerly access be widened to 36 feet to accommodate truck turning movements and fire trucks. Also, I information on radius cuts for the driveway entrance is not shown on the site plan. The Assistant City Engineer is requesting that such information be provided and be submitted to the Engineering Department for approval. A complete and thorough evaluation of the site grading cannot be made at this time since proposed grading contours were not shown on the plans submitted. Spot . elevations indicate that the most critical slopes appear to be on the north end of the parking lot and on the driveway. Existing storm sewer information on Quattro Drive also needs to be provided. No provisions are shown on the plan for maintaining the undeveloped runoff rate for the site via detention pond, etc. This issue must be addressed and supported with calculations to verify the design as requested by the Assistant City Engineer. The plans also fail to show any type of erosion control. The applicant must submit for approval plans showing erosion control installations around all disturbed areas. Due to the nature of the topography of the area, it is recommended that Type III erosion control be installed. PUBLIC UTILITIES I City water and sewer are available on Quattro Drive. The applicant's engineer shall provide the City Engineer with calculations verifying storm sewer design and runoff rate control and water and sewer service design. One fire hydrant is proposed. The Fire Department is requesting an additional fire hydrant to be located to the southeast corner of the proposed building as shown in Attachment #2. The Fire Department is also requesting information on Post Indicator Valve (PIV) and Fire Department connections as indicated in Attachment #2. The most critical slopes appear to be on the north end of the parking lot and on the driveway entrance and turn-around on the west side. Special slope stabilization and I erosion control measures will be required to stabilize the slopes. Retaining walls may also be necessary depending on final grades. 1 Parking Lot and Driveway Entrance The parking lot appears to have adequate grade for drainage. I However, a more preferable drainage scheme would be to direct pavement runoff to the gutters and collect the flow via catch I basins at the southerly corners of the parking lot. From interpolation of plan spot elevations, it is anticipated that the driveway entrance grades are too steep. These grades j must be reduced to 7% or less . The width of the westerly entrance to be used by trucks is not shown on the plans. It is recommended that this entrance width be 36 feet. Entrance t radiuses also need to be defined. . .cR. As recommended previously, the parking lot should make use of the gutters for collection and flow to catch basins on the gutter line at the south end. No provisions are shown on the plans for maintaining the undeve- loped runoff rate for the site via detention pond etc. This issue must be addressed and supported with calculations to verify the design. Erosion Control The plans submitted do not show nor specify any type of erosion control. The next submittal for approval should include erosion control installation around all disturbed areas. Due to the nature and topography of the area, it is recommended that Type-3 erosion control be installed. Sanitary Sewer Service ' Applicant shall provide existing sewer stub information for ser- vice stub that they are connecting into. Size, type and grade of service pipe shall also be provided. Watermain Existing watermain information needs to be provided for service connection. Fire hydrants need to be located on plans. One or 11 more hydrants shall be installed at strategic locations to pro- vide a 250 foot radius of coverage and to service the entire building. area. Recommended Conditions 1. The applicant shall re-submit a grading plan indicating the existing and proposed contours over the entire site including parking lot and drive areas. ' 2. The parking lot drainage shall be modified to implement gut- ter collection and flow to catch basins on gutter line at the south end of the parking lot. 3. I live at 185. . .probably just 2 houses down I from our new neighbors and I have a lot of similar types of concerns because the building that she 's referring to that has the big ventilation grid on the side of the building, Ver-Sa-Til , whatever they call themselves, and on a quiet night you can tell if that building is . . . We used to keep our windows open at night and now we don't because it 's rrr . Relatively constant but I do understand the fact that we need industrial and I can accept that as a businessperson . My concern , first of all I 'm curious how II far that 's going to be from the center line of the railroad tracks . I know there 's that , whatever it is that makes the natural thing there but that 's not particularly far from the railroad tracks and I 'm wondering whether or II not the building is like right up to that? It isn 't going to be too attractive . . . In fact it 's quite a bit a ways. . . Jack Rogers: Here would be the back property line with a 30 foot setback . II . . .so you 're about a 100 feet . Conrad: It exceeds what our ordinance requirements would say by quite a I bit . Mark: As far as the ventilation . . .The air conditioning units on top of thell building are there , if they 're not . . .really cuts it down . I was going to write a letter to Ver-Sa-Til that maybe if they just put just one plank of fencing there it would diffuse the noise up instead of out the way it 's II going so that was one question . Another question is , I was looking at the north side of that building . It appears that there won 't be lighting there and there won't be doors or anything like that which would be acceptable . You know I think that 's fine . I 'd rather not do doors . . .lighting that 's already quite bright . Is there anyway of knowing that they 're not the drawings that will be there are what may actually come to be . . . Jack Rogers: We 're anticipating having 3 windows on the north side of the II building . . . Emmings: What about the lights? Any lights on the north side? , Jack Rogers: There are no lights on the north side of the building . Mark: And you mentioned there were some provisions for some landscaping? II You mentioned that? Al-Jaff: Yes. . .more landscaping to the north. I Mark: There's not a whole heck of a lot of natural vegetation there . Well sort of like where their house is and our house is, the vegetation moves farther east , northeast . . .and then when you come down a little bit, pretty II soon there's nothing there so the building will be right there going toward. . . As long as we pay attention to lighting and the air conditioning " units on top of the building, I think your building may even knock down the noise from the Ver-Sa-Ti]. building . . . Ahrens: Well , I noticed a number of things missing out of the plans which I was a little disappointed with . Under landscaping . . . the landscaping was deficient in several areas . Under lighting , approve lighting locations . . . Signage , there was no signage on the plan . Grading , there 's no grading contours are shown on the plan. That 's about it . And all of these are in the conditions I understand from the staff report but it 's difficult for me to come to any conclusions about the whole plan . Conrad: Paul , what 's your policy on that when there are things missing? ' Krauss: Sharmin and I were just talking about this . I was out of town when this one came through . I guess had I reviewed these , some of these II conditions , all the conditions still would have been there but some of them would have been combined . I know the Planning Commission has a concern with the number of conditions. . . This plan is basically acceptable . It wasn 't the best plan we 've ever seen but it 's basically acceptable and with IIthe conditions that we 've put on there, we think that we can resolve everything . Most of these things are fairly detailed. When we 're specifying the size of a valve or something like that , that 's fairly I detailed and that in no way . . . We do want more landscaping . We 'd like to work that out with the applicant prior to the City Council meeting so everybody sees what we 're getting and I think a lot of these things can be Iresolved before it gets to Council . Ahrens: Will we be seeing this again? IIKrauss: If you 'd like . Conrad: Not unless you table it . Okay , Jim . What are you going to do about chip disposal of your metal machine operation? Roger Fellows: I 'm sorry. Are you going to be storing chips inside or outside bins? Roger Fellows: Most of our materials are more or less not precious metals II but they 're material which , we primarily grind so we don 't get chips . We get more . . . ' Wildermuth: Grinding . . . Roger Fellows: Yeah . And we grind with coolants so it comes out as wet II and then we pull with a magnetic separater , we pull it out of these coolant tanks and most of those materials we store and we send back to the manufacturers that get recycled because they 're materials which have value .II 5o they 're not thrown away . Essentially they are sent back and they're processed . Wildermuth: Water based machine? I Roger Fellows: Water based coolants , yes . Wildermuth: How about storage tanks? Roger Fellows: We don 't have any . You mean for the coolant itself? Wildermuth: Right . Roger Fellows: We use just floor mounted, they sit on the shop floor 1 tanks . 20 gallons . . . Wildermuth: For each individual machinery? You don 't have a central? , Roger Fellows: We don 't have a central tank or anything like that . Wildermuth: That 's all I have . ' Conrad: Brian . Batzli : So you don't do a lot with like the rare earth magnet kind of high tech magnet kind of things? Roger Fellows: Yeah we do. That 's exactly what we do. Batzli : Okay, but none of that is , all of that is then recycled and that 's done by the . . . Roger Fellows: Yeah. Because it is a rare earth, or fairly valuable material . 1 Wildermuth: Probably a . . .metal to begin with. Batzli : The turn around area at the north of the proposed parking lot , do they end up losing parking stalls by doing that? Al-Jaff: No . . . Batzli : Okay. In condition 11 , talking about providing the City Engineer with calculations verifying storm sewer design , runoff rate control , that type of thing, I guess I 'm less concerned about that now that I know what kind of thing they 're doing inside the plant . I was concerned that they might need skimmers or something else if they 're going to be getting runoff from storage areas and things . In condition 14 I guess I 'd propose that not only do they provide the landscaping on the north portion of the site but also that that 's submitted for staff approval . I 'd like to see , those are my concerns . I 'm glad that you put it in the proposal that we screen people to the north even though they 're Eden Prairites and they didn 't see fit to move into our community , that 's okay . Last , I think I 've always tried to include in these things where they 're showing expansion sites , a condition or someplace that , something that says that we 're not looking at the expansion and it 's not approved if we approve this . The subdivision looks fine . Conrad: Annette . Elison: I agree with the previous comments that they 're really lacking a lot of information . We 've been really coming down hard on people about please present everything so that we can see the landscape plan. We can see those types of things . So I guess I just want to tell staff that I guess I 'd like it whenever possible and I hope this kind of thing doesn 't repeat . I don 't doubt that I could put my trust in you that when they do show you the landscape plan and the grading that I would trust your judgment . I just don 't like the idea , like she said , that we don 't get a chance to see it and yet we 're approving it and they make some sort of assumption that we did see the whole thing and we really haven 't so I don 't I see a problem with, except for that and I will probably approve it knowing that I could trust you but let 's not do this all the time okay . Conrad: Steve . Emmings: I think we saw the ghost of Dave Headla right there on his chair over there . That was Dave 's pet peeve was incomplete applications . IAhrens: I talked to him. Batzli : If she had asked about special fire department needs . Emmings: I don 't have anything to add. The only thing I 'd change is very I minor on the subdivision, request the request. I would say instead of the applicant shall show, I think what you mean is that the plat shall show and then just to make it very clear what you 're talking about there, I 'd change applicant to plat . Planning Commission Meeting July 18 , 1990 - Page 9 Erhart: I could sure support adding as a standard condition, after some study , a noise level condition on all industrial conditional use permits because it potentially could become a real problem to neighborhoods . Krauss: We don 't have an overall noise ordinance . You could add that as I one of the performance standards for site plan review . Emmings: Yeah , because it might be something where they have a vent on one I side of their building and they can just move around the corner to the other side of the building and make a whole lot of difference . Wildermuth: Either that or direct the venting. Emmings: Yeah , whatever . Erhart: See right now if you 've got a problem , the resident really has no place to go since the City doesn 't have an ordinance . Now if we had it listed as a conditional use permit , then at least they could go back and hang their hat on something . Wildermuth: You remember what happened with all the noise ordinance activity . Erhart: I know but it 's something we could do on our own as a conditional I use . . . But I 'd like to see staff do a little bit of studying what the level ought to be before we do that . Batzli : Steve , you might know better than I but is something like that considered a nuisance? Under the nuisance ordinance? Emmings: I don 't know . I know one case where there was a fan on an elevator . Agricultural elevator and the State came out there , the neighbors across the street and it was running all night and the neighbors across the street complained. The State came- out and made them change it right now . Conrad: Paul , it 's probably a good subject to look into. Mark: I 'm just curious if things progress as I 'm sure you hope they will , _� when might somebody be breaking ground? Yet this year or next year? What is the time table that a person is looking at? Jack Rogers: We 're looking to, we have . . . Conrad: So this summer sometime you'd like to? There 's a motion. It 's been seconded. Any more discussion?
