Independent Auditor's Report On Compliance With
Minnesota Legal Compliance Guide For Local Government
To the Honorable Mayor and
Members of the City Council
City of Chanhassen, Minnesota
We have audited the general purpose financial statements of the City of Chanhassen,
Minnesota, as of and for the year ended December 31, 1999 and have issued our report
thereon dated June 9, 2000.
We conducted our audit in accordance with generally accepted auditing standards and the
provisions of the Minnesota Legal Compliance Audit Guide for Local Government
promulgated by the Legal Compliance Task Force pursuant to Minnesota Statutes Section
6.65. Accordingly, the audit included such tests of the accounting records and such other
auditing procedures we considered necessary in the circumstances.
The Minnesota Legal Compliance Audit Guide for Local Government covers five main
categories of compliance to be tested: contracting and bidding; deposits and investments;
conflicts of interest; public indebtedness; and claims and disbursements. Our study included
all of the above listed categories.
The results of our tests indicate that for the items tested, the City of Chanhassen, Minnesota
complied with the material terms and conditions of applicable legal provisions, except as
described in this report.
This report is intended solely for the information and use of the City of Chanhassen,
Minnesota's City Council and management and is not intended to be, and should not be, used
by anyone other than those specified parties.

FINDING: Ouotes were not located on file.
CONDITION: Quotes for a contract (Microsoft Office 97) between $10,000 and $25,000
was not available as quotes for the project were received via e-mail. The
City is required to retain all such quotes for a period of at least one year.
Subdivision 4. Contracts from $10,000 to $25,000. If the
amount of the contract is estimated to exceed $10,000 but not to
exceed $25,000, the contract may be made either upon sealed bids or
by direct negotiation, by obtaining two or more quotations for the
purchase or sale when possible, and without advertising for bids or
otherwise complying with the requirements of competitive bidding.
All quotations obtained shall be kept on file for a period of at least one
year after receipt thereof.
CRITERIA: Minnesota Statute 471.345 reads as follows:
471.345 UNIFORM MUNICIPAL CONTRACTING LAW
RECOMMENDATION:
The City should review procedures to ensure that all such quotes are
retained in accordance with Statutes.
CITY RESPONSE:
The normal operating procedure of the City is to retain all quotations on file
for at least one year.
