Ordinance Concerning Discharge of Firearms
Attached please fmd the proposed ordinance amendment concerning the
discharge of firearms in the city as prepared by Roger Knutson. Also attached is
a map indicating the areas where hunting is currentlv allowed in the city.
Staff has contacted the City of Chaska regarding their hunting regulations, and
they only allow bow and arrow hunting in a small portion of the city for a
limited amount of time (less than the entire hunting season).
At Monday's meeting, the Council may wish to discuss the merits of changing
our current hunting zones, banning hunting entirely, and how a change will
affect the deer and goose population in the city. Eden Prairie does not allow
hunting, and instead hires a sharpshooter to do a controlled hunt in their
community for population control. The City is currently a participant in a Metro
Goose Population Control Program and attached is a report from Todd Hoffman
recapping the goose program since 1986.

Goose Removal Programs
Councilman Senn requested that I submit data concerning the city's goose removal
programs. He is interested in seeing that this information is presented to the City
Council to assist in their deliberation over hunting zones.
Since 1986, the City has participated in a Canada Goose Removal Program operated by
the University of Minnesota College of Natural Resources. In 1998, the City elected not
to participate in the program. This decision resulted in a renewed lobbying effort to
reinstate the program. In 1999, the City participated in the removal.
Annually I receive dozens of calls from residents requesting that geese in our city be
controlled. Periodically, I also receive calls requesting that the City refrain from
participating in the program.
In the past IS years, the program has removed approximately 1,500 adult and juvenile
geese from Chanhassen. The primary capture locations are Lake Minnewashta, Lake
Ann, Lake Lucy, Lake Susan, Lotus Lake and storm water ponds in Near Mountain and
the Longacres neighborhoods. The cumulative cost of the program has been
approximately $32,000; or $21.33 per goose. Statistics for 2000 have not been compiled.
The second removal program that the City is involved in is the Department of Natural
Resources Annual Early Goose Season. The City issued 128 shooting permits to hunters
in 1999. The majority of these hunters participate in the early goose season. In 1999,
this season ran from September 4th to the 22"d.
Goose hunters shoot from seven primary field locations in Chanhassen. In the first
weekend of the season, I would estimate that approximately 350 geese were harvested
during the hunt. In excess of 500 geese were harvested over the I9-day season in 1999.
As the assigned goose removal program coordinator, I will attend periodic wildlife
management seminars. These sessions clearly point to public hunting as the most
effective method of controlling goose populations in areas that can support shooting
without posing a public safety threat.
