I Lake Drive/TH 101 Realignment Project
Project No. 88-22
1 Attached is Contract Amendment No.1 for the Lake Drive/TH 101
Realignment improvement project. The amendment and accompanying
letter from BRW summarizes the six elements which comprise the
II contract amendment. As noted, elements A and C were necessary in
order to comply with the permit conditions from the Corps of
Engineers and the County. Element B, church driveway modifica-
II tions, was a result of the negotiations that were conducted with
the church concerning construction impacts to their property and
the proposed assessments for the project.
I Element D, Lake Susan Park improvements, is the most significant
addition to the contract scope, being $73 , 366. 70. As will be
recalled, the City has received a LAWCON grant for expansion
II improvements to the Lake Susan Park area. As a part of this
grant, the City has a 50% matching fund commitment to satisfy.
This totals approximately $110,000 worth of matching funds and
II will be paid from the park development fund. In addition, the
earth balance on the project resulted in the necessity to waste
large quantities of poor soils. As it turned out, both elements
worked to the City' s advantage in that by proceeding to add the
I Lake Susan Park ballfield grading to the scope, the City was able
to expedite the construction of this phase of the park improve-
ments while recognizing some significant economies of construc-
II tion by allowing the Lake Drive/TH 101 Realignment contractor to
dispose of these excess materials while encountering minimal haul
distance. As a result, the City has been able to complete the
I rough grading for the ballfield site as well as come a long way
towards complying with our $110,000 matching fund commitment.
The final elements of the contract amendment, E and F, reflect
I modifications necessary to address changed field conditions and
are relatively straightforward and reasonable. The net contract

I amendment is an addition of $90, 932.46 which results in an
amended contract ceiling price of $2,294,150. 84 . It is therefore
recommended that the attached Contract Amendment No. 1 be
approved by the City Council and authorized for execution.

Please find enclosed six copies of Contract Amendment No. 1 for the above-
referenced project for your approval . The amendment has been prepared to
include new bid items and contract quantities, as required by the following
modifications and additions to the project plans.
A. Lake Drive East and TH 101 Intersection Modifications '
The Lake Drive East/Rosemount access driveway intersection with TH 101
has been moved approximately ninety feet north to minimize the conflict
of the new construction with the existing wetland in the area. In
addition, the construction of the driveway to the parking lot on the
Rosemount site has been included in the contract.
B. Church Driveway Modifications
The church driveway alignment has been modified, as requested by repre- I
sentatives of The Lutheran Church of the Living Christ. Two catch
basins and appurtenant storm sewer pipe were added at the driveway
entrance.
C. CSAH 17 Improvements
Roadway improvements, including the construction of a median island, 1
have been included for CSAH 17 in response to the permit requirements
of Carver County.
D. Lake Susan Park Improvements
Clearing and grubbing, earthwork and grading for Lake Susan Park have
been added to the project as you had requested.

E. Lake Drive Water Main Modifications
' A portion of the design for the new water main along Lake Drive has
been revised, as necessary, due to field verification of the location
and depth of the existing water main in the area.
F. Lake Drive Culvert Modifications
' A 24-inch corrugated metal pipe (CMP) culvert has been substituted for
the 24-inch reinforced concrete pipe (RCP) culvert originally specified
at Lake Drive Station 1+40. The CMP is more practical and economical
considering the temporary nature of this culvert.
We will continue to provide you and the City Council with the appropriate infor-
mation subsequent to this Contract Amendment should any significant contract
' changes occur.

Description of Changes:
A. The Contractor shall provide all materials and labor to -construct the Lake '
Drive East and TH 101 intersection and all associated utilities as shown in
the revised plan drawings attached. Plan Sheets 13, 14, 20, 21, 22 and 28
show the roadway, sanitary sewer, water main and storm sewer designs for the
new intersection location. The intersection has been moved approximately
ninety feet north to minimize the conflict of the new construction with the
existing wetland in the area. In addition, the construction of the driveway
to the parking lot on the Rosemount site has been included in the contract,
as shown in the attached drawings. Two existing catch basins previously
installed for the driveway shall be removed and new structures shall be
installed to match the new alignment.
The changes have resulted in new contract quantities for a number of bid
items, as required by the modifications to the plans. New bid items have
been provided for the required work to remove and reinstall the catch basins
for the Rosemount driveway. Our estimate of the changes is summarized as

changes to the church driveway, as shown in the attached plan drawings. The
changes include a modification of the driveway alignment, and the addition
of two storm sewer catch basins at the intersection of the driveway with
Lake Drive. Plan Sheets 25, 27, 28, 29, 56 and 57 show the new church
driveway information. The changes to the driveway have been made at the
request of the representatives of the church. '

D. The Contractor shall provide all materials and labor to perform clearing and
grubbing, earthwork, and grading for the Lake Susan Park improvements, as
shown in the attached drawing. The work shall be performed in accordance
with the requirements of the project specifications. The additional work
creates new items for common excavation, muck excavation and clearing and
grubbing, as summarized below. The clearing and grubbing item shall also
include the work required for the trees affected by the change in the
Rosemount driveway and the relocation of the church driveway.
Excess material available from the TH 101/Lake Drive roadway construction
shall be used to construct embankments in the park, as shown on the plans
and as directed by the Engineer.
