Approval requires a simple majority vote of the City Council. BACKGROUND On September 13, 2010, the final plat for Pioneer Pass Park was approved, including an 8.7 -acre neighborhood park. The parkland was acquired using 5.2 acres in park dedication and the cash purchase of 3.5 acres at a cost of $290,000. DISCUSSION — 2013 CONSTRUCTION SEASON Planning & Natural Resources The 2013 Park and Trail Acquisition and Development Capital Improvement Program Phone: 952.227.1130 included $350 > p 000 for Phase I development of Pioneer Pass Park. Staff also solicited a quote from K.A. Witt www.ci.chanhassen.mn.us for the installation of the baseball field backstop and player benches. This quote of $14,000 was accepted and the work on the backstop and player benches was completed last fall. Chanhassen is a Community for Life - Providing forTodayand Planning for Tomorrow Mr. Todd Gerhardt April 14, 2014 Page 2 DISCUSSION — 2014 CONSTRUCTION SEASON Improvements slated for 2014 include the purchase and installation of the two playgrounds, a covered picnic shelter and associated concrete borders, walks, playground surfacing and benches. The completion of these items will require an investment of $120,000. Adding in the remaining expenses associated with planning and landscape architecture services, engineering, surveying and material testing brings the total estimated project budget to $396,700. Subtract a $19,000 stormwater budget payment that covered a portion of costs associated with the park's stormwater system and the recommended amended total project budget is $377,700. Authorizing this new budget amount will require a total recommended budget amendment from the park fund of $27,700. Six playground companies were invited to participate in the RFP process. Companies are selected based upon past performance and equipment quality. Upon receipt of the proposals, a meeting was held on March 18 with the neighborhood, Park and Recreation Commissioners and staff to select the preferred playground and shelter design for recommendation to the city council. The neighborhood committee comprised of approximately 30 neighbors and children selected the playground and picnic shelter design submitted by Flanagan Sales representing Little Tikes Commercial Playgrounds and Poligon Shelters. The picnic shelter will be installed by Flanagan Sales, hic. A neighborhood volunteer playground installation event is scheduled for June of this year. The quoted price for the playground includes supervised installation with Flanagan Sales, Inc. providing tools, auger and concrete. This method of combining professional installers with neighborhood volunteers utilizing appropriate equipment has proven to be very efficient and rewarding. RECOMMENDATION The Park & Recreation Commission reviewed this item on February 25 and unanimously recommends that the city council approve the purchase of two playgrounds, four park benches and Poligon park shelter for Pioneer Pass Park from Flanagan Sales Inc. and Little Tikes Commercial Playgrounds; including supervised neighborhood installation of the playgrounds in the amount of $95,000 and amend the overall Pioneer Pass Park project CIP budget from $350,000 to $377,700 to accomplish these purchases.
