I am pleased to announce that Caren Dewar has ab'feed to accept the position of CommUl'::J
Development Director at the Metropolitan Council, effective October 1, 2000. She has submitted
her resignation trom the Council policy board to the Governor's Office, effective today,
September 15,2000.
It has been a pleasure working with Caren as a member of the Metropolitan Council as she has
played Ii key role in creating a more activist Metropolitan Council and in implementing the
Ventura Administration's Big Plan for healthy, vital communities and a competitive region.
Caren has been active in urban planning and development issues for 20 years. In 1996, she
founded Dewar & Associates to promote public/private investment and public participation in
redevelopment initiatives. Her most recent accomplishments include leading Midtown
Community Works, a public/private partnership facilitating redevelopment along the Lake
Street/Midtown Greenway Corridor, and developing the new Minneapolis YWCA and Urban
Sports Center.
As the Council's new Community Development Director, Caren has the unique opportunity to
carry out the Smart Growth initiatives that she helped develop as a Council member. In addition,
her urban planning and development expertise along with her public/private partnership
experience will be well suited to advancing the Council's Smart Growth agenda.
The governor's office'has announced that Caren's vacancy in the sixth district will be published
in the State Register on October 2, 2000, with the application dcadline bcing October 24, 2000,
and an appointment expected soon thereafter. In the interim, Council members Matthew Ramadan
and Carol Kummer will serve the residents of this district, which includes Minneapolis, Golden
Valley and St. Louis Park.

forward to having Caren continue to work with you to achieve the goals that I believe we all
share, of ensuring the Twin Cities region remains one of the best places to Jove, work, raise and

Dear Mr. Massie:
"Accessory" fuel storage tanks are permitted in all zoning districts, Zoning
Ordinance § 20-911. An accessory use is a use that is "subordinate to and serving the
principal use." Because the fuel storage tank was to be used in conjunction with the
non-conforming business it is prohibited because it would constitute an expansion of
the use. An accessory use otherwise permitted that expands a non-conforming use is
not allowed.
If the tank has not already been removed, it should be removed within the next
ten (10) days or your client will be cited.

Dear Mr. Knutson:
I am writing in regard to the City ofChanhassen's detennination that Mike Nelson Masonry &
Concrete, Inc., has enlarged the use of its property by maintaining a fuel storage tank. Based
upon your original opinion that the storage tank was an enlargement of use, we removed the tank
fÌ'om usage.
Since that time, I have had the opportunity to review the ordinances. Section 20-911, Accessory
Fuel Storage Tanks provides that an accessory fuel storage tank is pennitted in any zoning
district. I submit that your previous determination is not correct, and I ask that the City allow the
use of the fuel storage tank.

The Metropolitan Subcommittee of the Local Government and Metropolitan Affairs Committee will be conducting a

As part of our ongoing commitment to education and public service, Time Warner Cable
is proud to sponsor a visit by the C-SPAN School Bus to your community. The 45-foot
motor coach, a traveling TV production studio and media demonstration center, is
visiting our area on its continuing tour to America's schools and historical sites. We have
arranged for the Bus to stop at Shakopee High School on Wednesday, September 20,
fÌ'om 9 a.m. to noon and at Chaska High School on Thursday, September 21, from 9 a.m.
to 1 p.m. I would like to invite you to drop by for a special tour aboard the bus at any
time during these two days that is convenient for you. The tours last approximately 20
minutes. Time Warner Cable and C-SPAN staff will be there to coordinate activities.
Chaska High School social studies teacher, Bev Geffert, has organized a panel
discussion, "View Smart to Vote Smart," to take place in the Chaska High School
auditorium trom 1 to 2:30 p.m. on September 21. Guest panelists will be: Dean Barkley,
Director of Minnesota Planning and formerly a key advisor to Jesse Ventura's
gubernatorial campaign; Dean Alger, Executive Director of the Minnesota Alliance for
Better Campaigns; and State District 35A Representative Carol Molnau. Fred Berg,
government teacher at Chaska High School, will moderate. The panelists will discuss
how political campaign ads are constructed to target voters and how students can use
media literacy skills to better interpret the messages of campaign ads.

Mayors' Housing Task continues work
The Mayors' Housing Task
Force will meet on Tuesday,
Sept. 26 at the League of
Minnesota Cities Building.
The task force will discuss
reports from the work groups
on funding and partnerships,
design and management, land
use and public awareness. The
work group reports will include
recommendations and findings.
For example, the funding and
partnerships work group has
learned that between 35 and 40
percent of the households using
section 8 are 62 years of age or
older.

Subject: Opportunity for Joint Presentation to Area Realtors
District 112 has a wonderful opportunity we'd like to share with each of our cities. On
Wednesday, March 14, 2001, our school district will host a REALTORS Seminar at
Chaska High School from 8:30 a.m. to 12:30 p.m. The seminar will be offered through
the Education Program of the Minneapolis Area Association of REALTORS. Agents who
attend will receive four credits toward their required continuing education credits.
This is an opportunity for District 112 to share information about our programs, our
specialties and our plans for the future. We believe that the morning will be even richer
if the agents also learn about the communities we serve. I would like to invite each of
you to use this opportunity to showcase your city for the agents who attend.
Nancy Scott, Education and Events Coordinator for the Association, says that other
cities that have participated in these seminars share information on demographics,
property taxes, future development and city services.
All of us know the importance of accurate information in the hands of new residents.
Because real estate agents are a primary source of information, it is imperative that we
try to ensure their access to as much accurate information as possible. This is our
chance to reach a large number of agents at one time.

Re: City OfChanhassen Sprinkling Restrictions - VIOLATION
Dear Property Owner:
An anonymous complaint was received by the City today that your property is in
violation of the current sprinkling restrictions, specifically the odd/even restriction.
This letter is being sent as a reminder of the restrictions. Please make adjustments to
your sprinkling to avoid receipt of a citation trom the Carver County Sheriff s
Department.
The following is a summary of the restrictions:
.:. Watering is restricted to odd-even days. This means that properties with odd
numbered street addresses may water on odd days and even numbered street
addresses on even days.
.:. Watering is restricted to between the following hours:
;;> Watering may be done by hand-held hose, watering can, or soaker hose
between the hours of9:00 am and 3:00 pm on the appropriate odd-even day.
A soaker hose is defined as a hose made of porous material that allows water
to weep through the hose and does not spray water into the air either trom the
hose or an attachment.
;;> Watering may be done between the hours of2:00 am and 4:00 am on the
appropriate odd-even day. Watering method is not restricted during these
hours.

With the over whelming number of changes that have occurred and the wealth of knowledge
that has been gained over the past 50 years since this project was first planned, we should all
expect oyr decision makers 10 do their jobs and re-evaluate the validity of this project BEFORE
spending hundreds of millions of additional TAXPAYER dollars on it.
380 acres of prime Chanhassen property will be used to build a project.that is OBSOLETE and
rNEFFECTIVE towards serving its intended purpose:
Access trom Farms to the Market or congestion relief
Plans for Hwy 212...
Pre-Date: The Initial Construction' phases ofHwy 494 that was designed for out-
of-town motorists traveling AROUND the Twin Cities area. Today 494 is a local
"Main Street".
Pre-Date: Changes in the "Farm to Market" industry it was envisioned to serve,
including a location change.
Pre-Date: Modem theories on congéS'tion including the most recent studies on "induced
demand". .
Pre-Date: Post-construction community developJ¡lent models: like Shakopee,
Eagan and Woodbury. All fine communities, with an ENTIRELY different look
and feel then Chanhassen. Is that what we want Chanhassen to become?
Pre-Date: A shift away trom vehicles being the preferred means of coast to coast
travel, which created the "inter-state" system that Hwy. 212 ~as originally planned
to be a part of
Pre-Date: Most of the environmental issues currently accepted by society as
worthy of consideration for future generations and for sustainable communities.
Pre-Date: The Bluff Creek Watershed Natural Resources Management Plan that
identifies a wealth of Natural Resources in Chanhassen that will dissected by this
