This is a program that has been developed through the ' National League of Cities and their President, Mayor Terry Goddard of Phoenix, Arizona. Mayor Goddard has asked Mayor Chmiel to participate in these functions and Mayor Chmiel has subsequently appointed me to coor- dinate the activities for this week. ' RECOMMENDATION: It is staff 's recommendation to pass the resolu- tion as submitted to Council . It should be noted that this reso- lution parallels the sample resolution sent out by the National 1 League of Cities . However, the last. statements on the resolution were suggested by Councilmember Jay Johnson and Mayor Don Chmiel . It declares that the City of Chanhassen .18 a drug-free community and suggests that this is a goal to which City resources will ' strive to obtain. 1 1 1 I I I CITIES FIGHT BACK AGAINST DRUGS WEEK December 3 - 9, 1989 ' WHEREAS, the presence of drugs and narcotics in our society has resulted in innumerable problems of human, community, social and economic dimensions; and WHEREAS, the consequences of drug-related problems are witnessed in the loss of human lives, the loss of economic productivity, the diversion of public resour- ces to address these problems on all fronts and are threats to the health of our people; and ' WHEREAS, the dissolution of the family, an inadequate education system, poverty, unemployment and greed all contribute to illegal drug use; and • ' WHEREAS, the demand for illegal drugs is a pervasive problem that affects all " segments of our society, including professional and affluent people; and ' WHEREAS, illegal drugs plague urban, suburban and rural communities of all sizes and regions; and ' WHEREAS, illegal drugs constitute a problem in our community and lead to a host of problems such as homicides, robberies, burglaries and other crimes, and domestic violence; and ' WHEREAS, a national war on drugs has been declared to combat the importation, trafficking, sale and abuse of drugs; and ' WHEREAS, our nation's cities and towns are on the frontlines of our war on drugs; and WHEREAS, hundreds of America's dedicated public servants have died and thousands of others risk their lives daily to fight our cities' individual battles against illegal drugs and the criminal activities stemming from illegal drugs; NOW, THEREFORE BE IT RESOLVED that Chanhassen declares December 3 to 9 as "Cities Fight Back Against Drugs Week"; and BE IT FURTHER RESOLVED that during this week the City of Chanhassen will sponsor a drug awareness program, literature drops, red ribbon distributions, media attention, and community involvement. BE IT FURTHER RESOLVED that the City of Chanhassen will go on record urging com- munity groups, schools, and business and civic organizations to support and par- ticipate in special activities during that week to draw community attention to this issue. We see the week as a focal point in mobilizing all facets of our communities - government, civic groups, business leaders, all citizens - to the national crusade against drugs and crime. Enclosed is an open letter I addressed to all municipal officials asking their help in this campaign which goes into more detail concerning the issues or needs of cities, and activities they can participate in. Additional information as to ways cities can make this week a meaningful contribution to the War Against Drugs will be forthcoming from the National League of Cities.
