A. The following minutes reflect our understanding of the information discussed at the
construction meeting. Please notify us If you have any questions or comments regarding

I1. Previous construction meeting minutes were reviewed and the following Items
were noted:
Ia. Lowell indicated that the project will be ready for final Inspection
November 9th.
I b. Peggy and Jack indicated that the second coat of light gray should be
one shade darker and Lowell indicated that he could accomplish this.
I2. Regarding construction schedule and project Items the following is noted:
a. Lowell indicated that the glass and storefront and column furring would be
completed next week.

b. Don questioned whether the canopy design would cause additional snow
loading on the roof. Jack indicated that the additional snow loading had
been checked by the project Structural Engineer and the canopy height 1
(distance above the existing root)was limited so as to meet code and not
require additional building structure reinforcement.
c. In reviewing the parking lot the following items were reviewed:
1. If the new parking lot is not scheduled for this year than
temporary bumpers should be installed at the brick face of the
columns.
2. When the new parking lot is installed a space in front of each door
should be stripped to indicate no parking. Existing no parking
signs will be removed and will not be replaced.
3. Jack will relay the above to the City and BRW. 1
d. A change order proposal should be prepared for adding new wood jamb
and sill extensions. Existing wood is in bad shape.

Steve Keefe, as chairman of the Met Council, is vitally
interested in all metropolitan issues and will specifically
Icomment on transportation issues in the Southwest Corridor.
The Metropolitan Council has been very supportive of new trunk
II highway 212 and of the programmed improvements to highway 5. The
Council's support has been instrumental in the progress currently
being made.
IThe Council's support is required to widen highway 5 from county
rd. 17 to 41. This section has had the environmentallassessment
worksheet and design study approved which has been forwarded to
1 the City of Chanhassen for Council approval.
Construction cost estimate for this section is $4 million
I exclusive of right of way and design fees. Design fees for
construction drawings only (no right of way assistance) is
estimated at $250,000.

Dear Mr. Swenson:
This is in response to your letter of September 12, 1989 offering 1
to construct a boat access at Greenwood Shores Park. The City
appreciates the willingness of DNR to assist us in solving this
dilemna. However, the MPCA has indicated that the funds for the II
Riley Chain of Lakes Clean Up Project will be diverted to other
projects and therefore an access is not necessary at this time.
If and when an application for this project. is resubmitted, the 1
City would again be looking for access. However, as an access
would require compromising delicate wetland areas or a small
neighborhood park, the City has decided that such will not be

pursued at this time.

Intersection of W. 78th Street and Hwy 101.
IDear Mr. Peters,
This letter is to follow up on our recent conversation during I
which I requested that vehicles not be parked on the property
which our records indicate belongs to you. This property is
located at the northwest corner of the intersection of 78th II Street and Hwy 101 in Chanhassen, and is the area that cars are
frequently parked with "for sale" signs on them.
Our initial discussion came about after I had asked our officers

and deputies from the Carver County Sheriff's Department to place
warning tickets on vehicles parked there. This action came about
after a number of complaints from citizens, as well as City Offi-
cials regarding possible safety violations (i.e. people slowing
down to look), and the unsightly nature of having such vehicles
parked there. ;. I
After a friend of yours apparently received such a warning, you
called to advise me �t,hat you had given him permission to park his
vehicle there, andy•ou questioned what authority the City of

In addition, I draw your attention to the following:
1. By city ordinance, that location is zoned residential
' single family, and the ongoing sales of vehicles in such
an area is not a permitted use;
2. Chanhassen City Code Chapter 13, Nuisances, prohibits
such activity.
I would also suggest that by having knowledge that such activity
' is occuring on your property, you could conceivably be opening
yourself up to civil liability as well. It is certainly not the
view that the City of Chanhassen wants people entering our city
to have.
' I am, therefore, authorizing our officers to issue warning tags
or citations, at their discretion, for observed violations. If ,

to reiterate the concerns the City has had and the items that need to be
corrected or completed.
I1. The drainage swales on the north and west side of the middle field
were checked for positive drainage. The west swale drained. The
1 north swale needed to be corrected. You indicated that this was done
and there was no standing water in that area this morning.
2. There are two drainage areas that need to be altered. One is at the
I north end of the park on the north side of the road. Water is
running off onto the road and the drainage needs to diverted. There
is also standing water at the north entry where the new park road
I meets the old road. At the entrance on the south, water is standing
in a low area. This needs to be graded so that the water drains to
the ditch.
1 3. Ag lime 4 inches deep needs to be added to the bench areas for all
the fields. Two bench areas per field.
I 4. The transitions between the sod, the seed areas and the ag lime need
to be modified in some places.
I 5. The chain link fence installation needs to be completed. Orange
plastic safety fence needs to be installed on the west side of the
park improvements, per the plan.

II The week of November 26 - December 2, 1989 has been proclaimed "Winter Storm
Awareness Week" in Minnesota by Governor Rudy Perpich. With this
proclamation, the state of Minnesota will join with the American Red Cross and
I the National Weather Service in' a continuing effort to educate the public on
the dangers associated with winter storms.
The past few winters have been particularly mild in comparison to what we can
II expect. National Weather Service records indicate that 36% of all winter
storms affect Minnesota in some part. Most notable storms have included the
Armistice Day blizzard of 1940, killing 49 people, the "blizzard of the
II century" in 1975 that dumped up to 23 inches' of snow and stranded thousands of
motorists, and in 1984 when 21 people lost their lives after being stranded
out in winter storms. Many of the deaths associated with winter storms are
I related to driving and can be greatly reduced just by our combined efforts in
making the general public more aware of winter storm hazards, and what actions
they can take to be better prepared.
I This annual Winter Storm Awareness Week campaign is designed to create an
increased_awareness for the general public as well as emergency response
agencies. This is done, in part, through news releases to radio, television
I and newspapers throughout the state. The attached letter is also being sent
to school district superintendents to increase their awareness and reminding
them that you are a valuable resource in developing further safety programs.
I We have enclosed a copy of the newly published Winter Survival In Your Car
for your information. Each DEM regional office has a limited supply for
distribution, or, you may reproduce them in the quantity you desire. Some
II - localities have produced their own materials which has been very helpful.
This memorandum serves as a reminder to you about Winter Storm Awareness week
and allows you to prepare for any questions that may be directed to you. We
ask that you support this activity with whatever action you feel necessary.

SUBJ: Frontier Homes
As of this date, Frontier Homes has failed to acknowledge any of
our requests to remedy the complaints received by this office .
I have attached a copy of the correspondence between myself,
Scott Harr and Frontier Homes. It would appear that Frontier
Homes does not plan to remedy the complaints received from
Frontier homeowners . Therefore, I believe it to be Council 's
desire to purchase an ad in the local newspaper recommending that
potential Frontier homebuyers contact the Chanhassen Department
of Public Safety to determine what complaints have been received
in regard to Frontier Homes.
Consequently, I have attached samples of advertisements from the
Chanhassen Villager and underneath I have included prices for
that particular size of ad. You will note that the least expen-
sive of the ads is the 3 inch ad. Dave Peterson, the editor of
the Villager, has indicated that if the City Council does decide
to purchase the advertisement then he would also write a
corresponding article. l would think then that the 3 inch ad
would be enough, coupled with an article by Dave Peterson
indicating that the ad existed. '
Councilman Boyt has requested that advertisements also be taken
out in the Sailor but I have not obtained the cost information
for similar ads. The questions remains whether to run the ad for
just one week or continue on until action has been eived from
Frontier Homes. One way of accomplishing this, ma a e, to run the
3 inch ad the first week and if nothing is heard from Frontier
Homes, then we could run the larger ad the second week and con-
sequently the largest ad the third week. This, however, would
generate costs of approximately $283.00. I
I am looking for Council direction on how to proceed with this
particular issue. ,

This memo is to follow up on the issue of Frontier Homes construction in the
1 City of Chanhassen. I had been directed to contact people that had purchased
homes from Frontier in order to inquire whether problems still existed.
1 Attached please find a copy of the letter sent to all Frontier homeowners on
October 13th. Following is a list of responses received as of October 20, 1989:
1. Need shrubs that were promised, several "little things" left to be taken
1 care of, two lien notices (landscaping and cement work);
2. Kitchen and dining linoleum needs repair. Frontier still has their key

not responded to.
3. Linoleum floor needs repair, carpet seams, bad carpet on stairs, floor
Isqueaks all over, screw heads popping out of walls, garage floor
cracking, garage service door doesn't close, dining room window problems,

1 4. Shutters not delivered, hole in linoleum in bathroom, water in window
wells, liens, no responses to repeated calls;
1 5. Storm window not provided, vinyl repairs in kitchen and foyer, driveway
and sidewalk cracking, lien for sod;
1 6. Problems with sod, never replaced. Never received new trees as promised,
landscape lien;
