REQUESTED ACTION
Consider resolution accepting bid and awarding contract for North Bay Trunk
Watermain Extension, City Project No. 04-18.
BACKGROUND
On February 28,2005, the Council approved plans and specifications and
authorized advertisement for bids for the North Bay Trunk Watermain Extension,
City Project No. 04-18. These proposed improvements include the construction
of a 12" watermain between Monk Court and Lakeview Road East, crossing the
proposed TH 212 corridor. The watermain improvements are necessary to
prepare for the start of the TH 212 construction project.
Bids were opened for the project on Thursday, March 31, 2005 at 11:00 AM.

The bids have been tabulated and no enors were found. All bids were submitted
with proper bid guarantees in the amount of 5% of the bids.
Burschville Construction, Inc. was the low bidder with a total bid amount of
$211,985.00. The number and range of bids received is reflective of a

competitive bid environment; however, the low bid is approximately 6% more
than the Engineer's Estimate.
Burschville Construction, Inc. has not recently completed any similar projects for
the City; however, they have done similar plivate development work in the City
and have worked with our consulting engineer on similar projects in other local
communities. We believe that they are competent to successfully complete this
project. Award of the project to Burschville Construction, Inc. is, therefore,
recommended.
The design of the watermain has been closely coordinated with MnDOT and the
design of the TH 212 project as well as with the developer of the property south
of TH 212. At the request of MnDOT, a late revision was made in the watermain
design to increase the watermain depth within the TH 212 right-of-way. This
change resulted in additional costs that were not anticipated when the engineer's
estimate was prepared. We do not believe that rebidding the project would result
in any better pricing.
Funding for this project is proposed through a special assessment to the benefiting
property and City Water Utility Funds. An assessment agreement has already
been agreed to with the property owner and has been approved by the Council.
Based upon the low bid cost, the proposed assessment amount is consistent with
the costs identified in the feasibility repOlt and the assessment agreement. Any
additional project costs will be funded through Water Utility Funds.
Funding for the construction costs is proposed as follows:

within the budgeted amount.

NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. The mayor and clerk are hereby authorized and directed to enter into a contract with
Burschville Construction, Inc. in the name of the City of Chanhassen for the Trunk
Watermain Improvements from Lakeview Road to 86th Street, Project No. 04-18, according
to the plans and specifications therefore approved by the City Council and on file in the
office of the city clerk.
2. The city clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
Passed and adopted by the Chanhassen City Council this 11th day of April, 2005.
