' SUBJ: Community Center Task Force
The Community Center Task Force has been meeting for the past two
1 years to research community center alternatives . They have done
a considerable amount of work in researching site alternatives,
programs and facilities, costs, financing, etc. The Task Force
has come down to two feasible sites; east of Lake Ann Park and
City Center Park adjacent to Chanhassen Elementary School.
Before making a final recommendation to the City Council, the Task
' Force is planning to hold community information meetings. These
meetings will be held not only to present the Task Force' s fin-
dings , but to get information back from the community so as to
insure a clear understanding of what they would like to see
regarding location, programs and facilities , and what they are
willing to pay. The Task Force feels it is imperative to give
1 the community the opportunity to give their input before any
decisions are made. A questionnaire will be distributed at each
of the meetings to formally collect that information.
1 Once the informational meetings have been completed, the Task
Force will tally the questionnaires, digest that information and
make a formal recommendation to the City Council regarding the
1 community center. The Council should be aware that if all goes
as anticipated, that recommendation could be a special referendum
in early 1990 . The City Council may wish to discuss the impact
of such at budget worksessions .
Attached please find a packet of information regarding the two
sites and the costs involved. Community Center Task Force mem-
bers will be present Monday evening during visitor presentations
to answer any questions the Mayor and Council may have. If the
Council feels this is not the appropriate direction the Community
Center Task Force should be taking or requires additional infor-
mation, this item should be scheduled on a future agenda.

STATEMENT OF PURPOSE
A statement of purpose was agreed upon as follows:
As our community grows, so does the indoor recreational ,
leisure and meeting space demands to serve a variety of ages
and interest groups . The existing borrowed facilities have
become increasingly inadequate as they are able to serve
only a small user group. The Community Center Task Force
was established in response to these increasing demands.
Therefore, the Community Center Task Force ' s purpose has
been to study alternatives and issues regarding a community
center including appropriate site selection, facilities for
desired activities, and the City ' s budgetary constraints.

Dear Mr. Ashworth:
You have asked that I confirm that the school district still supports a

community center located on the east side of the Chanhassen Elementary
School (majority of such being on City property). I do not know of any
actions taken by the School Board which would lead me to believe that
II
their support would be any different than given last summer. You stated
to me that the project was similar and that the committee was basically
still looking at the "building blocks" shown to the School Board one year II ago. If anything, you stated that the project may be smaller in that
Chaska's decision to construct an ice arena may financially impair
Chanhassen's ability to also include competitive ice.
You have also asked that I confirm whether the usage of tax increment I
could be considered for building construction/operations. Following your
presentation to the School Board, in concept form, the City of Chaska did

approach the School Board with a specific proposal. That proposal does
include the use of a portion of the "discretionary tax increment funds",
as generated from the Chaska Tax Increment District, as a part of the
financing of the school district's lease for the use of the new Chaska
II
Community Center. Given the favorable comments given by the School Board
during your presentation and recoanizina that n specific agreement was
_ later entered into with the City of Chaska, I am confident that the School
Board would not change its position regarding the Chanhassen proposal. II
This comment is made recognizing that the funding agreement would only be
considering the discretionary tax increment funds as derived from
Chanhassen's tax increment district and only to the extent that such usage

was similar to the final agreement with the City of Chaska.
