On August 28, 1989, the City Council accepted the feasibility study for Lake
1 Drive East and 184th Avenue. As will be recalled, this is the segment of Lake
Drive East from Dakota Avenue at McDonalds through the Datasery property which
connects with the new intersection at Trunk Highway 5 and 184th Avenue. The
attached preliminary assessment roll was prepared to provide some idea of the
1 assessment burden proposed under this project. As noted, the Datasery property
is the major entity affected by this project and they have been closely involved
with us in the preparation of the feasibility study. They are supportive of the
1 project.
With the Governor's recent signing of the Omnibus Tax Bill, funding for the
1 north leg of Trunk Highway 101 has been solidified as well as the improvements
to the Dakota Avenue intersection. With MnDOT's proposed letting date of
spring, 1990 for the Trunk Highway 5 improvements in this area, I would antici-
pate that this portion of the City will experience extensive upgrade in 1990 and
1 the timing of the Lake Drive East project coincides well with these other pro-
jects.
1 Proper notices have been distributed to the properties in the assessment area
and the notice was legally published as required in the official newspaper.
At the close of the public hearing it is recommended that the City Council order

the improvement project and call for the preparation of plans and specifica-
tions. It is further recommended that the firm of Orr-Schelen-Mayeron &
Associates continue as the City's designated consultant on this project.

The attached feasibility study has been prepared by the City ' s
consultant as directed by the City Council and covers the

easterly portion of Lake Drive East from Dakota Avenue to 184th
Avenue. The report, I find, is complete and accurate in detail
and will be verbally presented to the Council at Monday night ' s
meeting.
As noted , staff and our consultant have involved the Datasery
personnel intimately in the preparation of this report since the I
majority of the improvements cross and impact the Datasery pro-
perty. The impetus for the project, as noted, is to interface
with the Trunk Highway 5 improvements and Part 5 of the report
presents a reasonable schedule for the project from inception
through to collection of assessments.
The total estimated project cost is $928 , 800 and it is antici- I
pated that $314 ,050 ( 34%) will be covered through a combination
of MnDOT funding and tax increment funding. The report does not
contain an assessment roll at this time, although the assessment
area has been defined and the assessment methodology also pre-
sented in the report. A preliminary assessment roll will be
generated for information purposes in time for the public
hearing.
It is therefore recommended that the attached feasibility study
for Improvement Project No. 89-6 be accepted by the City Council

and a public hearing be set for October 9 , 1989 .

Lake Drive East and 184th Avenue Improvement Project No. 89-6 .
This improvement deals with roadway and utility improvements to
Lake Drive East from Dakota Avenue to and including 184th Avenue.
Said improvements are to be paid by a combination of special
assessments to benefitting properties, tax increment and state
highway funds . The cost of said improvement is estimated to be
$928, 800 .
All persons interested may appear and be heard at said time
and place.
