SUBJ: Request for Reconsideration, Recycling Contract
Since our meeting on Monday, I have had an opportunity to work
with our staff and Lynn Morgan of Waste Management. I believe it
would be a shame to see the curb service deleted for the busy
holiday season if there is any potential that we may be in a
position to continue that program in 1990 .
' Although final numbers are not complete, I do believe that Waste
Management would be willing to accept a reduction in payments to
87 per household from now until the end of the year. Further, I
' believe they would be in a position to offer curbside service at
a rate of approximately $1. 35 for the first half of 1990 .
Recognizing the volatile recycling market, some form of adjust-
ment formula would be necessary for the second half. Based upon
today' s market, we could anticipate a cost increase to approxi-
mately $1. 60-$1. 70 per household at that time. Again,
1 recognizing the instability of the market, that number is solely
a prediction and could in fact come down from the $1. 35 figure.
I would ask the City Council' s support in reconsidering our deci-
sion of Monday evening. If the Council would approve recon-
sideration, I would suggest that final action occur as part of
our anticipated budget meeting for October 16 , 1989 .
