for Bids for the 1989 Sewer Rehabilitation Program

I The construction season is winding down and as is usual there is
still construction projects to be done . We have made good
progress this year in prioritizing our sanitary sewer rehabilita-
tion needs for the old town portion of the system as was sum-
marized in the June report prepared by BRW. In compiling this
year ' s program, we have worked with two concerns; 1 ) removal of
infiltration/inflow; and 2 ) elimination of structurally deficient
Isewer lines .
The attached overview map best summarizes the program and areas
I scheduled for repair . The construction plans will be available
at City Hall by Friday afternoon . The two major areas selected
for this year ' s program are the easement area off of Frontier
Trail just south of Kiowa Circle and the other being the sanitary
I sewer easement area between Frontier Trail and Erie Avenue . The
latter includes three sanitary sewer lines on Frontier Trail pro-
posed for reconstruction . In addition, spot repair will be done
I on Kiowa Circle and the sanitary sewer on West 76th Street bet-
ween Huron and Great Plains Boulevard is also scheduled for
repair with this program. Manhole repairs are also an important
I part of this program. In particular, one manhole at Lotus Lake
is experiencing extreme inflow from the high groundwater table
in that area.
I As it turns out, proceeding with awarding of a construction
contract at this time may be to our advantage since access for
repair of the sewer lines in the easement areas will in all like-
I lihood best be done after some reasonable frost has been
established in the ground. From a vegetation standpoint, this
also is a dormant period and therefore would be to our advantage .
Nevertheless , some of the work will definitely be left for
Icompletion in the spring of 1990 .

While the City Council has authorized a $150,000 annual commit-
ment for this program, this year ' s program, including manhole
' repairs , totals to $118,000 . The City has incurred other costs
for televising the sewers and preparation of the feasibility
study which also are paid for from this budget. I therefore feel
that the attached program is a manageable program which hits at
some of the key deficient sanitary sewers in the older portion of
the City ' s system. It is recommended that the City Council
accept the plans and specifications for approval and authorize
' advertising for bids .

Over the past several years, the Metropolitan Waste Control
Commission has chosen to single out Chanhassen as a prime example
of a sanitary sewer system in need of repair for the elimination
of infiltration and inflow (I/I) to the system. While we may
take exception with the degree of the problem, there is no
question that the older portions of the City which were largely
constructed of clay tile pipe are in need of repairs. The City
has budgeted $150 ,000 in this year's Sewer Expansion Fund (Fund
No. 401) for embarking on the first year of rehabilitation.
The first step in arriving at the rehabilitation program was to
televise 40 ,000 feet of the older portions of the sanitary sewer
system to identify and make general recommendations concerning
the defective sewer pipes. This was done late year 1987 and the
results of these investigations were evaluated and compiled by
BRW in the attached report. The purpose of this report is two-
fold.
In addition to providing specific recommendations on the
individual sanitary sewer segments, it also is instrumental in
establishing a rehabilitation dollar value for the total program
such that the City can now budget for an annual commitment for
the sanitary sewer rehabilitation. In many cases, sewer rehabi-
litation of this nature goes hand-in-glove with a pavement reha-
bilitation program. Indeed, this may be the case for some of the
sewer segments identified in this report. In all practicality,
if over three spot repairs are required for a city block, the
roadway surface will typically be tore up significantly such that
the entire roadway surface should be considered for replacement. '
The attached report therefore will serve as a guide for us in
prioritizing the sanitary sewer rehabilitation program. Based on
the total need identified by this report, it would be my recom-
mendation that a annual commitment of approximately $150,000 be
budgeted for embarking on this program. I hasten to point out

Ithat from an infiltration/inflow standpoint, rehabilitation of
the municipal sanitary sewers addresses only one important aspect
I of the City 's problem; however, the City needs to also undertake
a private source removal program, i .e. sump pumps and drain tile
connections in order to effectively deal with the total I/I
iproblem.
It is therefore recommended that the attached Sanitary Sewer
' Study dated March, 1989 prepared by BRW be accepted as a rehabi-
litation guide for the City ' s sanitary sewer system and that
staff be directed to inaugurate the first year 's reconstruction
program in accordance with the present $150 ,000 budget commitment
I for 1989 . It is futher recommended that the City Council
establish an annual funding commitment in the City's Sewer
Expansion Fund for completing the rehabilitation of the sanitary
IIsewer system as outlined in the report.

We are currently completing plans and specifications for Sanitary Sewer
Reconstruction in Chanhassen. We have used our sanitary sewer study dated June
of 1984 as the foundation for the work to be completed. Working with you we
have proposed a program which will concentrate on areas in desperate need of
repair while attempting to coordinate with Street Reconstruction were
appropriate.
The plans and specifications address areas of repair, as outlined on the
attached exhibit. Three major types of repair are proposed:
1. Joint Repair - Test and Seal Method
2. Spot Repair
3. Line Replacement
Our estimate of construction cost for the reconstruction identified on the
attached exhibit is $118,000.00. This estimate includes the reconstruction
work, as well as the restoration which will be necessary.
At this time we should request approval of the plans and specifications by the
City Council and authorization to Advertise for Bids. The schedule would be as
follows:
Authorize Advertisement for Bids - October 23, 1989
Receive Bids - November 16, 1989
Award Contract - November 20, 1989
Start Construction - December 4, 1989
Complete Construction - June 15, 1990
