The Park and Recreation Commission's initial plans for that trail is to be a mowed path that will involve minimal disturbance to the area. The Commission feels that by starting with a mowed trail it will allow us to determine pedestrian traffic patterns and heavy use areas. Signage is an important part of a natural park system. As you suggested, signage to outline the "don'ts" is as important as informative signage that helps to identify special natural amenities. Your point regarding using available experts to help design the trail is well taken, as well as the idea of forming a resident group to be involved in the planning and implementation of the park plan. I will be contacting the Landscape Arboretum to request their assistance. I will be sending out a letter to the neighborhoods in the Herman Field area to ask anyone interested in becoming involved. Box 147 Chanhassen, Minnesota 55317 Dear Council Members: On September 11th, I received written notification that the plan for Herman Field Park would be on the City Council agenda the evening of the 11th. The lack of proper notification on the timetable for this item is disturbing and should be corrected; however, not wishing to lose the focus of my thought, I will take this opportunity to write you on this subject. My comments relate to that portion of the plan in the far left of the master plan entitled "Nature Trail/Explore" around the pond. If done correctly, this nature trail has the potential to be a real asset to the entire park plan. If done poorly, it will add very little and may in fact detract from the park. My thoughts on how we can make the most of this nature trail include the following: 1) First, there is a real difference between a trail and a path. The former • is planned to blend with the landscape and fit into the environment. It is much more than cutting an opening. It must be planned with the environment in mind. Time spent to think through the exact location and composition is time well spent. 2) Some "don'ts" that are part of any nature trail should be clearly under- stood by all potential users via signs and notice: a. Don't litter b. Don't pick flowers or disturb the foliage c. Don't let dogs run freely on the trail d. Don't allow any motorized vehicles on the trail 3) Some "dos" that can be very helpful for a successful trail are: a. Do provide housekeeping for the trail b. Do provide information which helps people understand the natural environment of which they are a part c. Do allow access for young and old, able-bodied and handicapped S EP 2 11989 CITY OF CHANHASSEN 1 In an area where we are blessed with so much experience related to nature and the natural environment, I would strongly encourage responsible individuals to reach out to these experts when designing this trail. This need not be a costly process at all. Finally, I encourage those responsible for development to draw together a group of local residents who could help on the development and upkeep of the trail. If local residents feel a sense of ownership in this project, there will be many hands available to make the trail a positive experience. If they are not involved responsibly, upkeep will rest largely with an already committed staff. This letter is in the form of an invitation to staff to contact us to work on the development of a group of "friends of the Herman Field Nature Trail." This should be done prior to any actual work on the site and should involve the group in all phases of the decision-making process. A path around a pond or a nature trail. The provision that extended the term of the City ' s Tax Incre- ment Financing district to 1992 stayed in the tax bill in spite of the never-ending amount of questions directed at it. In my menory there has never been a legislative item that needed more guiding and maneuvering through what amounted to an obstacle course of legislative procedure. I want to especially thank City Manager Don Ashworth for his help . He worked relentlessly with Representative Kelso and my- self and without the information he kept sending our way the issue would not have been successful . Mayor Chmiel played an important role as well with his contacts on the Hennepin County Board of Commissioners. The close friends that Representative Kelso and I have on that board were not enough to give us a majority vote. You may remember that both Sheriff Wallin and myself thought that perhaps an apples to apples comparison was not being made . I have used 1989 budget figures to make the following comparisons : Chaska 1989 Police, Animal Control, and Fire Department $730, 376 . 00 Chanhassen 1989 Police, Animal Control, and Fire Department $559, 000. 00 Chanhassen 1990 Police, Animal Control, and Fire Department $642,950 . 00 As you can see, in 1989 we were $171, 376 . 00 lower than Chaska 's budget . In addition, our 1990 revised request is still lower than Chaska ' s 1989 budget. Chaska employs 10 sworn officers ( including Chief Schol ) and 2 Community Service Officers . Counting our assigned deputies, we employ 7 sworn officers and 2 Community Service Officers . Given the similar size and population levels of both cities, the Fire Department budgets are relatively the same . I was not able to compare apples to apples with their Building Inspection Department . I can only suspect that we have consolidated many diverse duties within our Code Enforcement Division that would in other cities be spread amongst planning, community development, and engineering . We, in effect, have streamlined the operation, making it more efficient, cost effective, and accountable . Additionally, the Code Enfor- cement Division, which includes the building inspectors, is reve- nue generating. Our total expense for code enforcement in 1989 is expected to be $342, 928 . 00 . Already, we have generated $447, 648 . 00 in 1989 permit revenue and we estimate $562, 500 . 00 in total permit revenue by the end of 1989 . Dumpster In The Parking Lot : Last weeks minutes indicated that the dumpster was not a problem, while this week there was garbage scattered all around the dumpster due to the dumpster being full . Don Ashworth has suggested that we look at twice a week pickup to avoid this problem from occurring, and additionally that the dumpster be placed back into the enclosures for which the enclosure was designed . I will be getting with Todd Gerhardt on this matter . Shooting Permits/Handgun Permit : The shooting and handgun permits have been moved to the Public Safety Counter . NEW BUSINESS : Insulation For Pipes At The Fire Department: Dale Gregory once again requested from the plumbing inspectors if they can hasten the insulation of the pipes at the Fire Department. Jim Thompson will be looking into this . Fire Education: A question was raised why no fire education was being conducted at the intermediate school on State Hwy 41 . It was suggested that half of Chanhassen students attend Minnetonka Schools and half attend the Chaska School district. I will be getting with Mark Littfin to see if there is a reason for this . I recently met with Scott Harri, the Project Engineer, to discuss those concerns in detail. - The orientation of the field is in accordance with Minnesota Guidelines. Although it is not the optimal layout, it works best on the site with the parking and accessory uses that are needed (batting cage, etc.). - The batting and pitching cages can easily be included along the left side of the field and electrical can be made available. - There is room for practice mounds on the site. - Spectator seating will be placed behind the backstop. - Although lighting is not included in this project, the site will accom- modate such at a future time. - The typical roofed, masonry dugouts will be included in the project. - A hooded, chainlink backstop will be included in the project. - The distance along the baseline will be 320 ft. and 350 ft. to center field. We expect to present the first draft of the Land Use Plan to the Commission at a special meeting on Wednesday, October 25th. As work on the plan progresses informational meetings with the City Council will be arranged and ultimately a public hearing process will be prepared. I held a preliminary meeting with Anne Huriburt, the Director of the local planning department of the Metro Council, on Tuesday, October 17th. The purpose of the meeting was to bring her and her staff up to speed on where the City is in the planning pro- cess and to establish the ground work for the review procedure by the Metro Council that will ultimately be required if the MUSA Line is to be relocated. The draft Land Use Plan was not discussed. Instead we presented a report drafted by myself and Mark Koegler that provides an analysis of remaining undeveloped, developable land located with the MUSA line. The report' s (copy attached) purpose is to provide an indication the number of years remaining before the land with in the MUSA line is developed. The report indicates a virtual exhaustion of the industrial land supply while there is only a three to seven year supply of resi- dential land. Anne Huriburt was quite receptive to our infor- mation and indicated that the Metro Council attempts to provide a ten to fifteen year supply of undeveloped sewered land for a given community. Thus it is reasonable to conclude that Chanhassen would have a good chance to relocate the MUSA Line should the City decide to make the request. We will be con- tinuing to work with Metro Council staff to make the process as smooth as possible. We will also be meeting with Mike Munson, the Metro Council demographer to get him to adjust their figures to be compatible with our existing development and projected growth. In April of 1988 , the Metropolitan Council estimated that Chanhassen had 3 ,398 households corresponding to a population of 9 ,225 exceeding the Council ' s own 1990 estimate . On April 1 , 1989 , the Metropolitan Council completed a new estimate of Chanhassen ' s households and population . That estimate projects a 1989 household count of 3 ,798 and a population of 10 ,457 which now surpasses the 2000 estimates contained in the MDIF . Since Chanhassen ' s population has grown at a rate exceeding the MDIF projections , additional sources of household and population projections need to be considered for the Comprehensive Plan update. For discussion purposes , three sets of household and population projections have been completed . The first set is from the work that is currently being completed on the TH 212 Environmental Impact Statement. As a part of that project , Michael Munson of the Metropolitan Council issued a set of household and population forecasts for Chanhassen , Chaska and Eden Prairie on August 12 , 1988 . The forecasts were sent to HNTB , the firm assembling the EIS. From Mr . Munson ' s forecasts , HNTB apparently extrapolated forecasts for 2000 for both households and population and slightly modified the 1990 forecasts to reflect the Metropolitan Council ' s estimate of April 1 , 1989 . Paul Krauss October 13 , 1989 assumed that Chanhassen ' s households will experience a net increase of approximately 4. 75% per year prior to 2000 and a 5 . 5% annual increase after 2000 . The increase in the average annual net household increase after 2000 is indicative of the tightening supply of vacant available land in Eden Prairie . This method results in the following projections . From 1980 to 1988 , the city ' s population grew by 59%. On an annual basis , the increase amounted to 6 . 3% per year . The previous decade is not a sufficient amount of time to establish a historic trend . In Chanhassen ' s case, however , the years prior to 1980 are not indicative of the community ' s recent growth nor it ' s future growth potential . The current configuration of the corporate boundaries did not even occur until 1967 . Application of the city ' s growth rate from 1980 to 1988 results in the following projections . Household and Population Projections - 6 . 3% Annual Increase 1990 2000 2005 Households 4 , 458 6 ,050 8 ,212 Population 11 , 435 21 ,063 28 ,587 RESIDENTIAL LAND DEMAND Projections of required land to accommodate future residential growth can be accomplished providing that a set of assumptions is established . In order to provide an overview of land requirements , the following assumptions have been made. 1 . The development pattern of the community prior to 2005 will remain consistent with the present distribution of land use types . Single Family - 73% , Multi Family - 8% , Commercial - 4% and Industrial - 15% 2 . The average gross densities for single family and multi family are 2 . 3 units per acre and 5 . 5 units per acre respectively. 3 . A factor of 1 . 5 has been applied to land projections to account for market flexibility. The shortfall in residential land ranges from -203 acres to -1899 acres for the time period up to 2000 and from -834 acres to -3500 acres for the time period from 1988 to 2005 . If even the most conservative of these residential estimates is accepted , expansion of the MUSA line prior to 2000 will be necessary to accommodate future residential growth . Paul Krauss October 13 , 1989 INDUSTRIAL LAND DEMAND The chart on page 2 entitled Undeveloped (Developable ) Land with the Existing MUSA Line identifies a total of 91 acres of remaining industrial land in Chanhassen . The actual total amount of vacant industrial land at the present time is 229 acres . Use of this higher number is misleading , however , because the City of Chanhas- sen has approved site plans for industrial developments comprising 138 acres out of the total 229 acres . Therefore, only 91 acres are actually available for new industrial businesses . Over the past two years , industrial growth in Chanhassen has been occurring at a phenomenal rate. The larger businesses alone such as Rosemount , McGlynn Bakeries , Versatil , Empak , Paisley Park and Automated Building Components have consumed over 150 acres of land . This influx of large industrial companies coupled with smaller businesses and the developments currently undergoing site plan review has left the City of Chanhassen ' s industrial land supply virtually depleted . It has come to my atten- tion that the City never sent out a Request for Proposals (RFP) for the study. According to Larry Blackstad, Senior Planner at Hennepin County in charge of the program, if the City does not at least have the study under contract before the end of the year, we will lose the funding. I have also learned that we cannot transfer the funding elsewhere. Therefore, I have prepared an RFP that will be sent out to a list of potential consultants. I will proceed with the mailing unless the City Council raises any concerns. In addition, if you have any feedback into the RFP or study, I would appreicate your input. The following constitutes a Request for Proposals to undertake the study. Scope of Services The study should be designed to determine what senior services and facilities could be provided that would be of benefit to Chanhassen residents. These services include, but are not limited to congregate dining, housing availability, social ser- vice support programs, senior day care, transportation services, recreational needs, etc. The City is currently served by the South Shore Senior Center which is located in Excelsior. The facility receives financial support from the City. It' s location outside the community may be a concern. There is also a potential that the center will need to relocate. There is also an organized group of senior citizens that meet regularly in the Chanhassen Elementary School. In addition, the City is currently involved in conducting prelimi- nary studies directed towards construction of a community center. The Senior Study would be used in part to define the facilities that could be incorporated if construction is authorized. Work Program Proposals should lay out a work program including the following: - Meeting with City representatives and senior groups to define the scope of the study. - Development of a methodology suitable for the study. - Conduct the study. - Prepare a written report. - Make a presentation to the City Council and other interested parties to discuss the findings . Page 2 Schedule - Responses to the RFP should be received by the City no later than Friday, November 10, 1989. It is our expec- tation that a contract for the study will be issued within three weeks from the closing date. - Work on the study should be initiated immediately upon receipt of a completed contract. Study tasks should be completed within a three month time frame. Cost The City has received $7,500 in CDBG funding for the study. Submittal Requirements 1.
