IISUBJ: Authorize Preparation of Plan and Specifications for
North Leg Improvements of Trunk Highway 101 Realignment
IIImprovement Project No. 88-22B
II On December 18, 1989 at 9:00 a.m. , the Commissioner's hearing will convene to
hear testimony on the necessity and parameters surrounding the City's request
for a new and realigned Trunk Highway 101 crossing of the Soo Line Railroad
tracks near Dakota Avenue. A lot of preliminary alignment and background work
II has already been prepared by BRW for this crossing hearing as a part of the
Trunk Highway 101 realignment feasibility study. Approximately 30% to 40% of
the preliminary data collection and approximately 10% of the preliminary right-
II of-way acquisition work has been completed by BRW as a part of the feasibility
study effort and the coordination effort which we have been conducting with
MnDOT on the Trunk Highway 5 improvements.
1 Funding, as you know, is in place for this project now that the legislature has
approved the extension of Tax Increment Financing District No. 2, in Municipal
Development District No. 1. As shown in the attached map, this work also will
II include connection of Market Boulevard to existing Trunk Highway 101. The pro-
perty acquisition elements of this North Leg segment, i.e. the Chanhassen
Meadows apartment building, Taco Shop, Bongard property and a small portion of
11 the Sinclair gas station site &s well as the Soo Line crossing negotiations and
construction will no doubt add significant time and coordination challenges to
the project schedule. In order for these elements to proceed,,the design needs
to be undertaken at this time.
IIIt is therefore recommended that the City Council authorize the preparation of
construction plans and specifications for the North Leg Improvements, Project
II No. 88-22B and that the firm of Bennett, Ringrose, Wolsfeld, et al. be
designated as the design engineer. This work will be done in accordance with
BRW's current engineering services contract on file with the City.
