The City has received two applications for the position and has scheduled the two applicants for interview by the City Council on Monday, I December 4, 1989, at 7 : 00 p.m. The first applicant is Debra Kind, 261 Hidden Lane and the second applicant is Allen Ritchie from Minnetonka. IIThe Southwest Metro Transit Commission is meeting on Thursday, November 30, 1989. One of the items for discussion is the repre- sentation for the Southwest Metro Transit Commission. Currently, II there are no regulations that prohibit persons outside of the three city area from being representatives on the Southwest Metro Transit Commission. The Commission will be reviewing whether or II not to change the by-laws to require all representatives to be from either Chanhassen, Chaska or Eden Prairie. In speaking with Beverly Miller on Thursday morning, November 30th, it was fairly clear that the Commission was going to vote to approve an amend- ment which would not allow Allen Ritchie as a possible candidate for the Southwest Metro Transit Commission. One of the concerns of the Commission for having someone not from one of the cities II on the Commission was in making financial decisions with a million dollar budget. II Joanne Hallberg from the City of Chaska, who is currently on the Southwest Metro Transit Commission, may also be interested in interviewing for the position and if so, will be attending the City Council meeting on Monday night for the City Council to II interview her. If the Southwest Metro Transit Commission amends their by-laws, Joanne would still be an acceptable candidate for the Southwest Metro Transit Commission since she resides in one Iof the three cities. RECOMMENDATION , IIStaff recommends that the City Council interview each candidate and recommend one to represent Chanhassen on the Southwest Metro Transit Commission. I r R. I . Appointment to the Transit ICommission to fill the vacancy is made by each of the respective city councils. The classes of commissioners representing each of the parties are as follows: IIPARTY CLASSES Chanhassen 2- and -3 I Chaska 1- and -3 Eden Prairie 1- and -2 IIThe Class 4 Commissioner is appointed by the parties on a rotating basis. There are no requirements or limitations governing board membership. Each I appointment to the Commission has been made at the sole discretion of each representative party. II The purpose of this memorandum is to entertain discussion concerning board membership requirement(s) and to consider amending the by-laws and joint powers agreement to include the following: Ii. Class 1, 2, 3 commissioners must reside in the city they are appointed to represent. II 2. One class from each city must include a local elected official currently serving in office. II This is the current status quo; all commissioners do reside in their respective city and three local elected officials from each city are serving on the commission. I This governing design seems to have served Southwest Metro Transit well. I believe it is in our best interest to maintain communication with each of the cities comprising Southwest Metro Transit and to keep them appraised of the II service we provide. If the representation to the Commission is to continue under the same composition, amendments to the By-laws and Joint Powers Agreement should be made to reflect these changes. INote: *On December 31, 1989 Class III terms to the SWTC expire. Assuming these I persons desire to remain on the Commission, and the appointment is sanctioned by the representative city, these changes will have no affect on their appointment. I *On December 31, 1989 Class IV term to the Commission shall expire. The appointment to fill this vacancy is provided under the current by-laws and shall be made by the City of Chanhassen. After attending a SWAT meeting and discussing issues with fellow bus riders, I strongly believe that riders should have representation on the Commission, something that we do not have now. The purpose of the Commission should be to best serve the community by providing attractive, fast public transportation. By doing so, we can help reduce the congestion on our roads and hopefully delay upgrades on current collector and thoroughfare roads. I feel that my background in community service dealing with the public; my interest and experience with public transportation; and my business background in finance give me qualifications which will add to effectiveness of the Commission. In addition, I am willing to put the time and ' effort into serving the southwest community.
