In I 1983 the City had undertaken a feasibility study which included extending Lake Drive East from its current easterly termini to the intersection of 184th Avenue on the City ' s east border ( see attached maps ) . To this point in time, development pressure has I , not fostered the need for completion of this roadway. The next phase of the Trunk Highway 5 improvements will include I the expansion of the 184th Avenue/Dell Road intersection to a full-movement intersection and ultimately the closure of private drive access onto Trunk Highway 5 from the Innovative Industries property located across from The Press . As a result of this Iaction, MnDOT has incorporated into its preliminary plans fron- tage road construction from the 184th Avenue intersection into the Datasery property. The current proposed schedule for this I project would indicate that construction could begin in early 1990 . I In order to keep pace with the Trunk Highway 5 construction , the City needs to coordinate the design and construction of the Lake Drive East frontage road improvements. As shown on the attached excerpt from the 1983 feasibility study, the City has sanitary I sewer , storm sewer and watermain improvements proposed for this area which need to be constructed prior to completion of the roadway. IWhen the City reviewed the Trunk Highway 5 EIS and preliminary layouts with local residents, discussion was held with Jim I Paulette of Datasery who owns the property in this area and generalized development concepts were obtained from them and II I II Don Ashworth I March 22 , 1989 Page 2 I shared with MnDOT. By having the improvements constructed at this time as part of the MnDOT project, the City should I experience considerable cost savings in roadway construction costs and possibly storm water drainage. This area is within Tax Increment District No. 2 . This was con- I sidered as the funding source for these improvements when ini- tially proposed. The financial status of this district needs to be reviewed as a part of this feasibility study in light of the II project timing and the north leg Trunk Highway 101 realignment proposal . It is therefore recommended that a feasibility study be authorized for the extension of Lake Drive East to 184th Avenue. The original feasibility study for this area was conducted by the II firm of Orr-Schelen-Mayeron & Associates who also designed the Trunk Highway 101 to Dakota Avenue link of Lake Drive East. It is therefore my recommendation that the firm of II Orr-Schelen-Mayeron & Associates be designated as the project engineer for completion of this feasibility study. Attachments II 1 . BOX 147 • CHANHASSEN, MINNESOTA 55317 II (612) 937-1900 1 MEMORANDUM TO: Don Ashworth, City Manager IFROM: Bill Monk, City Engineer DATE: January 9, 1984 ISUBJ: Lake Drive East Feasibility Study II As authorized by the City Council in Resolution 83-23 , a feasibil- ity study detailing improvements to Lake Drive East within TID No. 2 has been completed. The improvements include extension of 1 sanitary sewer , watermain , storm sewer , and street facilities on CPT ' s property as well as channelization and widening of TH 5 at the proposed 184th Street intersection. 1 Mr. James Norton of Orr Scheleen Mayerson and Associates, Inc . will be in attendance Monday night to present the improvements and associated costs as included in the report. It should be I remembered that this study is general in nature and that the site specific construction details will not be generated until plans and specifications are prepared. IAt this point, the Council should only be considering the accep- tance or revision of the submitted engineering study as it sees I appropriate. Until a supplemental report, currently being worked on by the City Manager, Andy Merry of Juran and Moody and this office , concerning the financial status of the Tax Increment District south of TH 5 is completed, no further action can be Itaken .
